McDonough, Town Clerk Changes RECOMMENDED CHANGES TO THE GENERAL BY-LAWS OF THE TOWN OF LEXINGTON Page 3. Article III. Section 2. (Calling and Notice of Town Meetings) Statement that warrant for special town meeting must be sent fourteen days prior to date of meeting should be added. Page 9. Article VI. Section 9. (Selectmen) Provision for public dumping is now obsolete. Page 11. Article VII. (Town Clerk) SectdOn. 5. Notification of committees in regard to reports. Reports are not always presented to town meeting. They may be presented to the different boards or committees and there is no way of the Town Clerk being aware whether this has occurred or not. Section 6. "Yes" and "No" Ballots at town meeting„... This section should be deleted as the manner of voting at town meeting is specified in Sections 29 and 30 of Article V. Page 12. Article XII. (General Provisions) Section 1. Appointment of Committees. The words "and in choosing a committee by nominations from the floor. No person shall nominate more than one member of such committee." should be deleted. The meaning is confusing and this system has never been used as long as I can remember. Section 4. Committee Reports. This section should be deleted. The name of the committee is never specified in the article in the warrant. By-Laws Committee 2 September 23, 1981 Page 17. Article XIX. (Civil Defense) This article as it now reads is -probably obsolete and should be updated or at least studied. Page 24. Article XXV. (Public Ways and Places) Section 16. Vehicular Interference With Plowing. In the third and fourth line the word "Superintendent" should probably be changed to "Director" as that is the title that is used at this time. Section 21. Names of Streets. In the third line the word "meeting" should be added. It is not voted on by all the voters of the town, just by the town meeting. I have reviewed the foregoing recommendations with Norman P. Cohen, Town Counsel, and you should contact hire: for proper and legal wording.
