Alan Lazarus Lexington Art Teager Patriot Aviation 1. Minutes - The spelling of Norm Fredkin' s name was corrected. 2. Patriot Aviation - Joyce Hals reported that Patriot had requested a five year lease for their space on the third floor of the Civil Terminal in order to offset higher than anticipated expenses related to renovations . 3. Beechcraft East Draft ENF - John Wraga reviewed the alignment of the proposed Air Center One building in line with the Terminal Building and extending onto the ramp 28 feet. The project would have spaces for eight automobiles . Sandy Sanford distributed his report of the Operations Subcommittee meeting held on April 3rd. He also commented that the proposal uses a great deal of airside property and that the transient ramp extends too far out. He also mentioned his concern regarding the noise potential in the building, and that the taxilane would see more traffic. Joyce Hals advised that the ENF was still a DRAFT, and that Massport together with Greiner Engineering is currently evaluating the proposal. Each condition which was mentioned above will be reviewed. John Wraga stated that the proposal has already undergone significant modifications from the original, including relocation of the taxilane. Following a lengthy discussion, the Commission agreed that the Operations Subcommittee should review the final ENF prior to the next HFAC meeting. 4. Boston Airlines Draft ENF - Ken Roberts and Jim Fitzgerald outlined their proposal to operate scheduled helicopter service between Hanscom Field and Logan Airport. The schedule calls for four round trips per day with potential for more flights in the future. Members discussed the ground traffic impact of the proposal and a suggestion was made to request HATS input. The touchdown area for the wheeled helicopters will be on Taxiway Sierra so there is no hover and less noise. The routes will be on established Terminal Control Area (TCA) routes and join Route 128. The aircraft will be serviced and based overnight at Hanscom. The service is expected to be used mostly by business travellers with a $20 fare. Joyce Hals advised that a successful operation could overtax existing automobile parking facilities. She advised that if parking does become a problem there are several possible areas where more parking could be made available. 5. Bonanza Fly-In - Joyce Hals reported that a meeting of the Bonanza Society will take place. They expect up to 200 air- craft to land on July 9th and depart on July 13th. Beechcraft will be helping to coordinante the effort and will distribute Noise Abatement Procedures and the Noise Rules. The Tower will eliminate touch & go operations on the arrival date. All passengers will be bused to Boston - The only Hanscom activity will be a clambake on the East side of the field. Rick Hill suggested that the press be given notice of the event. Planning & Statistics - Joyce Hals distributed the EXP and Night Operations Report. She also introduced Mr. and Mrs . Bushnell, Lexington residents who are upset at the number of aircraft flying over their house. The members discussed the situation, and agreed that the location of the Bushnell house was beneath the student traffic and would be especially impacted during busy periods. The members were sympathetic and agreed the situation should be monitored. The Bushnells were urged to work with Bill Johansen. Noise Subcommittee Report - Rick Hill reported that the Committee met to discuss the interest shown by Hanscom users to modify the night surcharge rule so that operators of quiet aircraft would be exempted. He advised that the committee had asked Massport to define how the rule could be modified and the likely impact of such a change. A meeting has been scheduled for May 8th. Nominating Committee - Michelle Matteo , Sandy Sanford and Rich Theriault were appointed. Fuel Tax - Fred Marcus informed the Commission that the Lincoln Town Meeting voted in favor of a fuel tax. Lexington and Bedford have also voted for a similar tax. No plans have been approved on collection. Skystar International - The charter company has dropped its proposal to have aircraft maintained at Hanscom. GEIR - Jane Farmer said the GEIR would be ready in June. She thought the draft would be ready in May. FAA Tower Tour - Jim Merageas stated that all HFAC members should have a tour of Hanscom. ' To: All Interested Parties From: Lorraine M.
