Minutes - Members requested several changes .
1 Fred Marcus said he was misquoted with regard to mitgating
traffic measures , and that he had not necessarily requested a
cutback , but was responding to the need for mitigating measures
2 The following resolution from the Meriam Hill Association,
read by Bob Domnitz should have been included Land Acquisition
would violate acquisition policy as stated in the Master Plan '
3 Henry Wilfholm from Digital was present at the February 17th
meeting
Commission Fffertiveness - Members voiced concerns regarding
effectil, eness Complaints were described , such as
1 Commission should be more effective
2 Massport does not respond
3 Motel Plan not in the Master Plan and no mitigating measures
for trucking and sewage
-1 Massport ' s attempt to block Le\ington on railroad spur
purchase
5 Massport does not regard committees
6 Minutes are not always reflecting Commission .
7 HFAC members should meet with Selectmen
8 Jo Rita Jordan was appointed to put capsule of the minutes
into the beginning of the minutes distributed by Massport and in
paper
9 Liz Banks ( press ) will attend each meeting
10 The June meeting should include a tour of Hanscom
11 Before making plans , Massport should be presenting them to
HFAC and before going to press .
12 More i. otes on key isues are needed
13 Question on whether the corrected minutes get to Selectmen.
11 HFAC should look at the Enabling Legislation as we have no
authority HFAC is the only voice for the communities

15 If people are sent to HFAC for problem solving l ' 1R
do anything , then Massport should not send the peopLle who have
concerns
16 Maybe Massport Board members should come and speak with HFAC
17 If HFAC isn ' t the vehicle for Town concerns , then who is the
iehicle' If HFAC is a public relations tool , and thats all , maybe
we should go to the State for legislation
18 HFACis hearing about major concerns after the fact
Norman Faramelli responded by stating that if HFA( felt they
were not being heard , it wasn ' t true HP stated that Massport
views very seriously the opinions of the Commission He explained
the hotel situation and when Massport was contacted . The first
time it was formally presented was at the January 20th HFAC
meeting Jane Farmer asked why it was discussed in the Business
Plan if the hotel wasn ' t planned Norm responded that we don ' t
ha\ e specifics and no decision has been made . Michelle Matted
said it was in the paper as if it was going out to bid Maybe the
paper was incorrect Rich Theriauit asked if we all think it ' s a
had idea and we % erbalize this , nothing seems to happen
Bob Domnitz felt there might he two issues - Massport ' s
position is , ' Don ' t bring ideas to HFAC until information is in
and maybe the HFAC is forming opinions without all of the
information ' 'lassport ' s opinion of airport seems to have changed
Tt had been single engine aircraft since 1970 ' s and direction
seems to he changing
Fred Marcus said that HFAC needs reaffirmation that Massport won ' t
change the character of the airport as stated in the Master
Plan , but that doesn ' t seem to be the case
Norman Faramelli added that non-aviation related areas are
discussed in the Master Plan .
Nominating Committee - The discussion will be postponed until
next month ' s meeting Applications from other groups who would
like to be on the list should be mentioned in the minutes and also
in the paper .
land Swap - Lincoln rezoned the land for housing and commercial
Massport Board will vote on whether to grant easements and swap
land with certain conditions 1 Acknowledgement that the
rezoning can mean commercial activity on Massport land in the
Lincoln area , 2 . Curb cuts will be allowed , 3 . Soundproofing of
housing and acknowledgement from purchasers that they know they
are next to an airport and that they will be subject to aviation
easements

Mitigating Measures - Norm Faramelli said that there ,j,1-,SConflip*
on the part of some people The GEIR will include kiJiiikatingol 'n
measures . HFAC will see the mitigating measures as part of the
Draft they will review. The consultant will start in April and
will ha\ e a draft in September for HFAC HMMH is working on the
noise section now
Cerasuolo Land - Norm Faramelli e\plained that Massport would not
make an offer until we know it is still for sale Jane Farmer
stated that the Codman deal is off
Jet Al. iation Fuel Spill - Michael Dye read a report to HFAC .
Ninety-nine percent of fuel has been picked up and they are
working with DEQE to pick up residual . Mike Goulian said that
Stead Aviation had built the fuel farm and that the tanks are not
contained . He said fuel had been leaking in the creek adjacent to
Jet Al. iation since July. He stated he reported fuel spill in the
creek to Massport in July , 1986 The Structure and Design
construction company reported it . Michael Dye said the sheen in
the brook is related to the oil/water separator and not to the
fuel farm. .John Wraga asked if the farm is encased or . aulted.
Michael Dye thought so and will look at Massrt plans Fred
Marcus asked why HFAC wasn ' t told in February. The Selectmen and
Towns should be notified right awa . DEQE should make a
presentation to HFAC to show all that was done and what the status
is He said it was again a gap in communication . Mike Goulian
said the local fire department should be notified in 24 hours
Michelle Matteo said that the watersheds in Bedford could be
affected Michael Dye notified Massport , DEQE , Massport Fire
Department and Clean Harbors within 24 hours
Statistics - Norman Faramelli presented the report He was
questioned about the EXP and advised that an answer would be
provided at the next meeting
Other - Michelle Matteo advised that two bills have been filed
# 1302 for an in lieu of ta\ payment to surrounding towns at
Hanscom and #1490 to have anything , other than operation of an
aircraft subject to local zoning .
Fred Marcus asked about Sikorsky helicopter ser ice from Boston
to Bedford. He gave Norm Faramelli a schedule .
Fred Marcus discussed use of tape recorders at the meetings and
said that someone wants to bring one , it is 0.K , but should be
open and tell everyone you plan to tape certain sections .
N. Le%ington Association stated there is strong opinion on motel ,
purchasing of land and showed a petition .
