Marcus will review and contact members who miss two meetings. Question regarding HFAC letter to Massport regarding. the taxilane vs. taxiway plans for the east side of the Terminal. Bill Sohni reported the operations subcommittee reviewed the situation and believes Massport's plan to keep it a taxilane makes sense and should not be a problem. 2. State of Hanscom - David W. Davis, Executive Director, introduced Massport staff and noted that Pat AZoscaritolo was acting Director of Aviation, replacing Bill Coleman. He then presented a review of the past year's accomplishments and the plans being discussed for 1987. He highlighted some of the accomplishments, such as building new T-hangars, publishing draft GEIR and review of the Master Plan. He noted that both overall aircraft operations and revenues from aircraft operations were down slightly during FY86. Mr. Davis also highlighted several of the opportunities Massport will be considering for the next year. .There will be discussions with the Town of Lincoln and Cranberry Hill Associates regarding possible land swaps to accommodate the realignment of Old Bedford Road. Massport is also considering acquiring 50 .acres of land in Bedford abutting Massport's property, The land could, if not acquired by rassport, be a future development area .for housing, which would. be incompatible with the 65 Ldn noise contour line in that area. Another project planned for 1987 will be requesting proposals-for a limited service motel to be built at Hanscom. Mr. Davis discussed the reasons for having considered the motel and advised the Commission that Massport. will be discussing the proposal in more detail at a later meeting.- Mr. Davis also talked about the fiscal picture at Hanscom and the fact that the operation lost money in FY86 and that the projections for future losses were evident. He pointed out that the financial analysis shown in the state of Hanscom did not include capital expenditures, which are now and have been in the past, subsidized by Massport. Members asked a number of questions with regard to the potential land acquisition, the motel and the regional airport study. Asked why Massport should enter the motel business, he replied that there is demand from Hanscom clients, it would help bring in needed revenues. He stressed it would be limited service, without a bar, restaurant, or conference rooms, and should have very little impact on the community. In response to questions regarding Massport's planned uses of the land in Bedford, he told the Commission that there are no plans. for the land and the intent of the purchase. would be to prevent the potential of houses being built. on the land. He was also asked about the Regional Airport Study's effect. on 1987 plans and answered that there will be no effect. Several members asked about the Massport position regarding the GEIR and mitigating measures. Norman Faramelli explained that in the past for the Logan GEIR, the discussion of mitigating measures proved to be useless and were not incorporated in the Final. The reasons are that it is impossible to discuss how to mitigate a problem which is unknown. 3. Lincoln 47 Acres ENF- A discussion of the ENF by members Indicated that no new information would be sought and that the members should comment directly to MEPA, if they so desired. 4. Mitigating Measures- Norm Faramelli explained the reasons for the reluctance of Massport to discuss them. Basically, the only possible way to do it is to simply list various measures that could be contemplated, with provisions regarding likelyhood of that being done. It only has meaning if Massport commits to certain actions. Norm pointed out that only under a specific proposal would Massport make a commitment. Several members felt strongly that the mitigating measures should be included in the Final GEIR. 5. Statistics and Planning - There was a discussion regarding the complaint procedure and how Massport plans to handle them. Joyce Hals explained that because of the extra work entailed for the Tower in responding to complaints, persons who make general calls about numerous aircraft will be given a less specific response and the Tower will not be asked to check on each aircraft operation. Complaants of a less general nature will be handled as usual with an effort made to identify the aircraft and review of the operation. Other - JoRita Jordan mentioned a Carlisle person has complained of noise recently and wondered what was going on. Rick Hill distributed a type of sign-in sheet which would make it easy to keep track of attendance. Fred Marcus mentioned that the next month's meeting should include a Nominating Committee discussion.
