HomeMy WebLinkAbout2009-09-10-HPB.min Lexington Housing Partnership Meeting Minutes for September 10, 2009 Attendees: Arthur Katz, Ken Kreutziger, Bob Bicknell, Carol Marin, Winifred McGowan, Melinda Walker, Betsey Weiss, Tom Harden, Florence Baturin, Mary Haskell, Jeri Foutter Bob Bicknell chaired the meeting; Harriet Cohen took the minutes. The meeting was called to order at 7:43 pm. 1. Approval of Minutes May meeting Arlington has opted not to join the Local Towns Consortium. ?? Ms. McGowan attended the May meeting ?? June meeting: Corrections to attendees: Mr. Kreutziger and Ms. Walker did not attend the meeting; Mr. ?? Harden was present at the meeting. It was noted that the Lexington Housing Foundation meeting was separate from the ?? Lexington Housing Partnership and that a quorum of Directors of the Lexington Housing Foundation were present at the LHF meeting. Reports were sent to the Secretary of State, rather than the Attorney General. ?? The minutes as amended were approved unanimously. 2. Sub-Committee Reports Consortium of Local Towns Proposal – Mr. Bicknell The consultant’s work is complete. The next step is to create an entity that consists of the ?? four towns (Belmont, Lexington, Waltham and Watertown) with funds from each of the towns. The consortium will add staff to support project management of affordable housing projects ?? and to provide additional services (e.g., hold classes for first time home buyers). Discussion on the Busa Land – Mr. Bicknell, Ms. McGowan, Ms. Weiss Several LHP members met with the Lexington Community Farm Coalition. This is a town group that advocates for community farming. The goal was to determine whether it would be useful to work with the Lexington Community Farm Coalition to develop a proposal to present to the Town re usage of the Busa Land. A decision was made not to pursue this effort. Mr. Bicknell moved that the Lexington Housing Partnership make a request to the Selectman that the Lexington Housing Partnership be represented on any Town committee formed to determine the usage of the Busa Land. The motion passed unanimously. Lexington Housing Foundation – Jeri Foutter Financial reports for FY 07, 08 and through August 2009 were distributed. Lexington Housing Partnership 3. Review of Program Design for Affordable Housing Assistance Program The goal of the Program Design effort is to create a proposal for Community Preservation Committee (CPC) funding. Two handouts were provided at the meeting. The first is The Affordable Housing Assistance Program Preliminary Design. It was developed by Karen Sunnarborg, a consultant hired by the Lexington Housing Partnership and in consultation with LexHAB. The second document is an executive summary of the Preliminary Design. The documents were reviewed briefly at the meeting. Mr. Bicknell asked the Partnership members to please read the document and provide comments to him. The next meeting will be held on October 8, 2009 in the Ellen Stone Room at 7:30pm The meeting was concluded at 8:52 pm.
