2 FACE Program - Steve Martin and Dick Marchi from Massport
explained that the PACE program's principal purpose is to
establish a set of fees for the use of Logan's airfield which
charges operators more equally, thereby eliminating the subsidy
currently enjoyed by the operation of small aircraft It is
expected that these changes will eliminate inefficient
operations He also described PACE as an
elimination/consolidation program rather than a diversion
program The major change proposed is to go from the existing
weight based fee to a cost allocation fee The rational is that
65% of costs are operational and should be assigned more evenly
over the entire group of aircraft using Logan
Martin explained the new rate structure, reviewed the 1981
experience of raising fees and explained the categories of
commuter operations and general aviation operations that would be
affected The anticipated results of the change will be a
consolidation of smaller aircraft operations to less frequent and
larger aircraft , some elimination of flights and some diversion in
the group of single engine aircraft to other airports in the
greater Boston area
3 HATS II - Jack Eddison, Chairman of the Lexington Board of
Selectmen, presented some information regarding the history of
HATS II (Hanscom Area Towns Study) as an outgrowth of the original
Hanscom Area Traffic Study , initiated by Senator Carol Amick The
new approach expands the scope to address land management , growth
and environmental issues HATS II will also be concerned with
noise from Hanscom Field Elected officials from the Towns of
Bedford, Lexington, Concord and Lincoln plus a representative from
HFAC will make up the membership HATS II would cooperate with
the HFAC where both organizations interests compliment each
other, and where the roles are not clearly defined , suggestions
will be welcomed
4 Noise Subcommittee - Richard Theriault explained that the
subcommittee had met on February 9th He mentioned progress in
the planning of a noise monitoring system which is expected to be
hooked up to Logan's system Site selection is expected to begin
in May and installation in the late Fall The collection of night
surcharges has been investigated and Massport intends to
strengthen the collection system Theriault also reported on
overall improvement in the noise abatement program He stated
that increase in night operations is a serious concern There was
a discussion regarding Massport 's new policy of not providing the
names of aircraft operators to persons complaining about noisy
operations Several members felt that the change should have been
reported to the HFAC
5 Statistics and Planning - Joyce Hals distributed the summary
of operations. No EXP report was available due to a changeover in
computer equipment but it will be available at HFAC s March
meeting Hals distributed the Catskill Airlines ENF and
Environmental Audit. She alerted members to a forthcoming MEPA
hearing on Catskill Airlines ENF but did not know the date. Hals
also told the members that a progress report on the airport
improvement program for 1988 would be discussed at the March
meeting .
6. Massport Board Meetings - Bob Domnitz reviewed Hanscom items
on the agenda from October through January Items included a
leaching field easement to Cranberry Hill Associates, $40,000
consulting contract for a fire/safety code study, the confirmation
of Barbara Patzner as the Airport Manager, a right-of-entry to the
Air Force to provide them access to hazardous waste cleanup sites,
acceptance of the Greiner Plan , plus a $140,000 contract for
design of the airport improvement program for 1988 The
Operations Subcommittee was asked to review the plan and a meeting
will be announced for this purpose.
Other:
a) Michelle Matteo announced that members of the new nominating
committee are Jane Farmer , Paul Roberts and Michael Dye.
b) Matteo told members that copies of the Greiner Report are
available to members and to request them from Massport.
c ) Peter Barker asked about an ENF filed by Boston Helishuttle to
conduct helicopter service. Barbara Patzner had just learned of
the proposed service and advised members that the ENF had been
filed without any prior notification to Massport Massport would
inform HFAC on any further developments.
d ) Francesca de Van requested a change in the January minutes
discussing the PACE Program and the statement regarding the goal
of the program. Members agreed the change could be reflected in
the description of the PACE program in the March minutes.
