PLANNING BOARD MINUTES
MEETING OF AUGUST 23, 2006
A regular meeting of the Lexington Planning Board held in the Selectmen's Meeting Room, Town Office
Building, was called to order at 7:30 p.m. by Chairman Manz with members Hornig, Canale, Zurlo and
planning staff Tapper and Tap present. Mr. Galaitsis arrived at 8:10 p.m.

Review of Minutes: The Board reviewed and corrected the minutes for the meeting of July 12, 2006. On
a motion duly made and seconded, it was voted to approve the minutes as amended.
************ ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS *************
SUBDIVISION OF LAND
28-34 Robinson Road Preliminary Cluster Subdivision Plan, Public Information Meeting POSTPONED:
Staff reported that they had received a request from Homes Development Corporation, the applicant, to
postpone the information meeting on the proposed development on Robinson Road, and to grant a 45-day
extension of the time the Board has to act on the plan.
On a motion duly made and seconded, it was voted 4-0 (Mr. Galaitsis was not present) to grant the 45-day
extension and to postpone the public information meeting to a future date, as yet undetermined.
Goodman Estates Conventional Subdivision, 177 Grove Street: The Board discussed the project and
asked when it was scheduled to come before them again. Mr. Hornig requested that the plans be
submitted at least two weeks before the Board's meeting to allow proper review by staff.
Woodland Farm Circle Definitive Subdivision Plan, Aldo Gallinelli, Sign Decision: Having approved the
Woodland Farm Circle definitive subdivision plan, most of which is in the Town of Burlington, at its
meeting on August 9, 2006, the three member of the Board who voted for the proposal signed the
Certificate of Action.
11 Suzanne Road Sketch Subdivision Plan, Lord and DeCarlo, Presentation by the Applicant: Present for
this item were Kenneth and Susan Lord, Mr. Wayne DeCarlo, applicants; Mr. Edmund Grant, attorney;
and Mr. Richard Waitt III, engineer, of Meridian Associates. Mr. Waitt presented several concept plans
for two parcels proposed to be combined, one owned by the Lords with 150 feet of frontage on Suzanne
Road and one owned by Mr. DeCarlo with 46.7 feet of frontage on North Street. Together, they comprise
about 1.7 acres. The preferred plan showed two new houses, one with access off North Street and one
with access from Suzanne Road. Mr. Waitt believed this proposal to be somewhat beyond the bounds of
the reduced-frontage subdivision provisions but also worth considering. A conventional plan and a second
version of a reduced-frontage subdivision with a shared driveway off Suzanne Road serving two
dwellings were also presented. Mr. Waitt indicated that the applicants are willing to proceed with any one
of the options.
The Board dismissed option three, as the Board of Appeals had twice denied variances for frontage on the
North Street property and they were concerned about setting a bad precedent. Mr. Waitt said he thought
that access to the two lots would have to come from Suzanne Road, which provides the required amount
of frontage, but a common driveway 18 feet wide would crowd the adjacent property. The conventional
plan was seen as very destructive, so option two seemed the best option to pursue. Ms. Tapper indicated
that Section 135-37-B of the Zoning By-Law provides that if access could be created at a site's complying
frontage then access is possible from another street on which the property lies. Mr. Hornig noted that
access onto North Street at that particular location could be dangerous.
Mr. Galaitsis arrived at this point in the meeting.

It was agreed that before either of the reduced-frontage plans could be evaluated, the proof plan's viability
must be demonstrated. After that, engineering data supporting the feasibility of option two would be
required. Mr. Waitt offered to provide two options with the data necessary at the preliminary plan stage:
one showing the common driveway off Suzanne Road and one with the driveway for Lot 2 coming off of
North Street. The Board agreed to permit the applicant to proceed to the preliminary stage, pending the
results of the conditions noted.

Planning Board
Conservation Commission: Mr. Hornig reported that at its meetings on August 8 and 22, 2006 the
Conservation Commission voted to continue its hearing on the 177 Grove Street Conventional
Subdivision Plan. The Commission's hydrology consultant had determined that a small area of wetlands
exists on the site, which will affect the site design.
2020 Vision Economic Development Scoping Group: Mr. Zurlo reported that the Economic Development
Scoping Group would be crafting a description of the Economic Development Officer's position at its
next meeting.

Executive Session regarding 177 Grove Street Subdivision Litigation: The Board agreed to postpone the
executive session on the 177 Grove Street litigation to a future meeting.
Staff indicated it had received a faxed request from Mr. Lees to postpone the continued public hearing.
The Board agreed to postpone the continued public hearing on the Grove Street Development and to
cancel its meeting posted for August 30, 2006.
On a motion duly made and seconded, it was voted to adjourn the meeting at 8:28 p.m.
