HomeMy WebLinkAbout2006-09-14-LBAC-min MEETING MINUTES Committee Name: Bicycle Advisory Committee Date, Time and Location of Meeting: September 14, 2006; 7:00 pm; Rm 111, Town Office Building Members Present: Stew Kennedy (BAC chair), John Frey, Marita Hartshorn, Abe Shenker (FOB chair), Mike Tabaczynski, Sandra Shaw (Recreation liaison) Others Present: Rich Spencer (FOB), Erna Greene (FOB), Becky Chambers (FOB) Members Absent: Harvey Bingham, George Gagliardi, Jerry Van Hook, Jim Wichman Record of Votes taken and issues discussed. Minutes from the August 10 meeting were reviewed and accepted. Hartwell Ave safety: We discussed our recent appearance before the Board of Selectmen and our letter to the board, and considered ways to keep the momentum for corrective action going. It was decided and so voted that the BAC should place an article on next spring’s Town Meeting warrant requesting that money be allocated for striping (painting fog lines) along Hartwell Avenue, as a short- term safety solution. Stew agreed to talk with DPW to get an idea of the amount of money that would be needed. 2007 Trail Grant Application: Mike summarized the recreational trails grant request that will be submitted by the BAC next month for 2007 work. The proposed projects are about 700 feet of boardwalks in Lower Vine Brook and a bridge in Meagerville that is unsafe and needing replacement. Mike has done a fine job, as usual, in getting the application together and ready for approval by the necessary groups. Signage Policy on Bikeway: Marita presented and explained a request she received from Joey Glusko of the Arlington Planning Department for us to consider joining Arlington in coming up with a standard policy among the towns along the Minuteman regarding signage. After reviewing a draft of the Arlington suggested policy (which was very preliminary), and discussing the existing Lexington sign bylaw, we decided to instead suggest working toward a set of common guidelines for directional signage. It was felt that Lexington’s bylaw already suffices as a general signage policy. Marita agreed to convey our decision to Ms. Glusko. Request for a sign beside the Bikeway: Marita presented a request from Rising Star Quilters for approval of signs beside the Bikeway announcing their Oct 14 and 15 quilt show at Cary Hall. It was approved with the conditions that the sign be at least 6 feet off the pavement and that it be brought in overnight (Saturday). Review with DPW of Bikeway Problems: Stew agreed to set up a ride of the Bikeway with DPW (Dave Pinsonneault) soon to come up with a punch list of problems needing DPW attention. Mike, Marita, John, Rich, Abe and Stew all expressed interest in participating, depending on availability. Record of Friends of the Bikeway votes and discussions. Treasurer’s Report : Rich reported the treasury contains $2159.10, but also reported that Lynne Pease was unable to find the Friends’ account in the town’s records. Marita gave suggestions of which town office to pursue this with. Bollard caps and STOP painting: Marita has been unable to reach Dave P. to get a status report. We’ll have one next month. Newsletter: In Harvey’s absence, this was deferred until the next meeting. Bowman School Fair Report: Jerry, Marita and Stew attended to staff our table. All reported enthusiasm and interest from many fair participants (the parents, that is) in the new boardwalks near the school. Miscellaneous Announcements: 1. John reported that Lester Savage (for the Historical Society) approved temporarily installing the bike racks behind the Depot. Lester will relay that to Dave Pinsonneault. John will follow up with Dave as well. 2. Rich reported that the Tri-Communities bike path (in Winchester, Woburn and Stoneham) was reported in the newspaper recently as moving forward. 3. Rich also reported returning Lexington bike trails maps, left over from the Earth Day festival, to the Lexington Visitor Center, where they were received with appreciation. 4. Abe reported he has finished putting up reflective tape on all Bikeway crossing barriers. 5. Stew reported that the MWRA’s sewer relining project along the Bikeway near Parker Meadow is finally scheduled to begin later this month. Details of the schedule will be forthcoming.
