Call to Order
Mr. Lamb called this Remote (Virtual) Meeting, which had been posted as such, to order at
8:00 A.M. As all those present had been previously advised of the special conditions of this
meeting, he passed on repeating them (i.e., The requirement to have a physical presence of
a quorum had been suspended in an Executive Order by Massachusetts
Governor Charles D. Baker, on March 12, 2020, after having proclaimed, on
March 10, 2020, a STATE OF EMERGENCY in the Commonwealth due to the outbreak of
the 2019 novel coronavirus, known as "COVID-197).
Mr. Lamb further reported that the documents for this meeting, which had been provided
electronically to the Committee and would be available upon request, were those listed as
Documents Presented. Any votes during this meeting would be taken by a roll call. This
meeting is being recorded to assist in preparing Minutes, and the recording would be deleted
once the Minutes were approved. Mr. Lamb took a roll-call vote and confirmed that six
Committee members were remotely participating.
Review of this Committee's Draft#5 Report to the 2021 Annual Town Meeting (ATM)
(Report)
Mr. Kanter led a page-by-page review of the Draft #5 Report, identifying changes that had
been made, the logic for having made those changes, and the changes that would be made
to page references once there was a final pagination of the Report. During that review,
Committee members asked questions, elaborated on their input to the Report as needed,
and agreed to provide any additional, non-substantial, inputs or confirmations that were
identified. Additionally, there were occasional changes/clarifications made during the review.
A Motion was made and seconded to approve the Report as covered in today's review with
the understanding that Mr. Lamb and Mr. Kanter can make subsequent, non-substantive,
edits and other changes as directed by this Committee. Roll-Call Vote: 6-0.

Mr. Lamb reported that he had explored options for following up on the Committee's earlier,
unanimous, position that the current situation regarding the stalled Police Station
Reconstruction Project was problematic for this Committee. He ultimately determined that
the best approach for addressing this was by sharing the Committee's concerns in the
Foreword of the Report and he provided the Committee with some points for what could be
that additional language. There was then an extended discussion by the Committee with the
purpose of identifying the themes that should be used in that additional language. The
Committee then directed Mr. Lamb and Mr. Kanter to develop, without the necessity of further
recourse to the Committee, the final additional language.
As this meeting achieved final votes on the Report by all the members, It was agreed that
the posted meeting for March 12th would be cancelled.
Mr. Lamb expressed appreciation for all the work put into the Report and shared particular
appreciation for Mr. Kanter's efforts.

A Motion was made and seconded at 8:47 A.M. to adjourn. Roll-Call Vote: 6-0
