Hartwell Rezoning
2021 Town Meeting Warrant
Richard: 5.5.10 Circulation. Planning Board consensus is that it should stay
in. Requires physical separation for bike routes and amenities. New zoning
allows a driveway every 50 feet on Hartwell. This makes it less safe for
cyclists and pedestrians. When this comes up, you should object. Proposed
requirement for a bicycle parking space for every 15 motor vehicle spaces in
the town-wide code. Next Tuesday is the next public meeting for comments. New
modifications to the zoning proposal are still allowed.
Jim: Can this committee create a statement about what we want or a bicycle
plan?
Richard: The place for that is the town comprehensive plan. In the upcoming
public comment meetings (April & May) , whatever bike facilities you want can
be pushed for then.
Kevin is happy to work with anyone on the committee to draft a bicycle plan
Kevin has drafted a letter calling for the town to appoint a Bicycle
Coordinator.
Jim: the letter should mention the need for bicycle education.
Archana: you should talk to the chair of the Sustainability Committee to get
support for appointing a Bicycle Coordinator.
Richard: Hema Bhatt, Patrick Sullivan, Deepak Amenani and Sheila Page (staff)
make up the transportation sub-group of the Comprehensive Plan Advisory
Committee. You should contact them and tell them what you want in the
Comprehensive Plan.
Committee approved the draft letter for Kevin to send to the Select Board.
Tuesday February 24th is a Tri-Town meeting about the bike path and other
things to do with bikes (e.g. bike share, e-bikes) .
Transportation Chair meeting is coming up.
Richard: The Battle Road has been a State scenic byway. Through the efforts of
the Scenic Byway Committee, it has just been designated as an All-America Road
(the higher designation) . This will give us more leverage to make the road
safe for pedestrians and cyclists. There is no Federal Funding for this. There
is $32 million this year to be divided between the 180 All-America roads.
Susan: Please share the Lex Lights the Night event (Friday, March 12) on any
and all mailing lists. We need volunteers to help cut reflective tape and
assemble packages. BWB will do Bike Smart for 4th and 5th graders 5/15, plus a
Bike Rodeo 5/22.
