MEETING MINUTES
March 30, 2021
The Comprehensive Plan Advisory Committee (CPAC) meeting, held virtually through
Zoom, was called to order at 7:05 pm by Co-Chair Sarah Felton.
CPAC Members Present: Sarah Felton, Co-Chair; Chris Herbert, Co-Chair; Marilyn
Fenollosa; Chris Senna Matt Daggett, Hema Bhatt, Larry Freeman; later joined by Len
Morse-Fortier and Deepak Amenani
CPAC Liaisons Present: Bob Creech, Liaison of the Planning Board; Melanie
Thompson, Liaison of the Planning Board; Mark Sandeen, Liaison of the Select Board;
Kathleen Lenihan, Liaison of the School Committee
Staff Members present: Carol Kowalski, Assistant Town Manager for Development;
Amanda Loomis, Planning Director; Molly Belanger, Land Use Planner
Consultants Present: Daphne Politis, Community Circle; Martha Lyon, Martha Lyon
Landscape Architecture
I. Introduction of Project Co-Lead Consultants
Amanda Loomis introduced Daphne Politis of Community Circle and provided
a summary of Ms. Politis' experiences. Daphne Politis will focus on the
community engagement aspects of LexingtonNEXT. Amanda Loomis also
introduced Martha Lyons of Martha Lyon Landscape Architecture. Martha
Lyon Landscape Architecture has completed more than 200 projects for state
and municipal governments and non-profits. Ms. Lyon and Ms. Daphne have
partnered on projects for over 20 years and will work together as Project Co-
Leads on LexingtonNEXT.
II. Review of discussion on Housing, Transportation, and Economic
Development
Daphne summarized the March 16, 2021, CPAC meeting discussion
regarding the Transportation, Economic Development, and Housing trend
report drafts. Committee Members were allowed to add to last week's
discussion.
III. Discussion of Open Space, Recreation, and Natural Resources,
Demographics, and Historic Resources and Preservation
Daphne began a facilitated discussion of Open Space, Recreation, and
Natural Resources trend report drafts. Daphne began the discussion with
Open Space, Recreation and Natural Resources, then Demographics, and
Historic Resources and Preservation.

Chris Herbert moved that the Comprehensive Plan Advisory Committee
(CPAC) adjourn. Hema Bhatt seconded the motion. The Comprehensive
Plan Advisory Committee (CPAC) voted in favor of motion 10-0-0. MOTION
PASSED
The Comprehensive Plan Advisory Committee (CPAC) meeting of March 30,
2021, adjourned at 9:10 pm.
