opened the public meeting at 7:16 pm on Tuesday, February 16, 2021.
CPAC Members Present: Sarah Felton, Co-chair; Marilyn Fenollosa; Len Morse-Fortier;
Chris Herbert; Hema Bhatt; Patrick Sullivan; Matt Daggett; Chris Senna; Rich
McDonough
CPAC Liaisons Present: Bob Creech, Liaison of the Planning Board; Richard Canale,
Liaison of the Planning Board; Joe Pato, Liaison of the Select Board; Kathleen Lenihan,
Liaison of the School Board
Staff members present: Carol Kowalski, Assistant Town Manager for Development;
Amanda Loomis, Planning Director
I. Approve revised Guiding Principles
Carol Kowalski thanked Len Morse-Fortier for helping with the further
development of the Guiding Principles. Ms. Kowalski reviewed the amendments
proposed to the Guiding Principles and questioned if the CPAC had any further
amendments at this time.
Len Morse-Fortier stated that he wanted to ensure the Guiding Principles reflect
equity and inclusion.
Sarah Felton, Co-chair, stated the potential need to amend the title of what the
Equity Guiding Principles wants to be, so it is more defined.
Ms. Felton questioned if the CPAC should develop guidelines for participation
during the CPAC meeting.
II. Present the Historic Executive Summary
Carol Kowalski provided a brief review of the engagement with Stantec, who will
prepare the final Executive Summaries, along with the complete editions of the
Trends & Existing Conditions Reports. Ms. Kowalski walked the CPAC through
the draft Executive Summary for Historical Resources.
Ms. Kowalski requested that members of the CPAC send their comments to staff
by Friday.
Richard Canale stated that the Byways should be included in the Historic
Resources Executive Summaries.
Sarah Felton, Co-chair, reminded the CPAC that these are executive summaries
and that efforts to pull out the major highlights were made.
III. Finalize format for plan elements
Carol Kowalski reviewed a draft for the plan elements. Ms. Kowalski stated that
staff would develop draft goals for the working groups to review and consider. It
was requested that comments regarding the outline should be sent to staff by
Friday.
Sarah Felton, Co-chair, opened the floor for comments from members of the
CPAC.

• Matt identified issues, will work with staff, and then come back to the full
committee. Ms. Kowalski provided further clarification.
• Chris Herbert requested clarification regarding the 10 to 15
recommendation since there may be overlap. Ms. Kowalski provided
further clarification and an example.
• Hema Bhatt includes information about innovation and improved
technology, so it is considered in the recommendations.
• Ms. Felton requested clarification regarding the outline plans for the
working groups.
• Bob Creech referenced an outline and questioned if that was the outlined.
IV. Review Working Group assignments
Carol Kowalski reviewed the working group assignments. It was noted that
members could join other working groups. There was a discussion about adding
other members of the CPAC to the Natural Resources/Open Space Working
Group since there is presently only one member of the CPAC.
Members of the CPAC discussed the Public Facilities Working Group efforts
associated with LexingtonNext.
V. Discussion of the upcoming meeting schedule
The CPAC discussed the upcoming meeting schedule. Sarah Felton, Co-Chair,
questioned if meeting minutes were being taken or if the transcript for the
meeting would act as the minutes. Carol Kowalski stated that she would look into
what is required of the CPAC relative to meeting minutes. Amanda Loomis noted
that minute minutes for the January 26 and this meeting would be ready for the
next CPAC meeting in March.
Richard Canale thanked the CPAC and wished them luck over the next few
months after leaving the Planning Board. The CPAC discussed vacancies on the
CPAC and the CPAC Liaison position that will be open.
Hema Bhatt moved that the Comprehensive Plan Advisory Committee (CPAC)
adjourn. Chris Herbert seconded the motion. The Comprehensive Plan Advisory
Committee (CPAC) voted in favor of motion 9-0-0. MOTION PASSED
