Minutes of the meeting held virtually duce to COVM 19 on February 4. 2021 at 8:00 ani
Members present were.
Bob Burbidge,Bill Kennedy,Henry Liu,Les Savage,Bob Phelan,Martha Wood,Gerry Howell,and Bill Hays. Also present
were Pearlene Varjobedion,Housing Director and Karen Iverson,Patricia S.Nelson,counsel to LexHAB.Sue Barry,
Selectwomon,Bob Pressman of the Lexington Housing Partnership,and Tara Mizrohi of Affirmative Investments. Absent
was Martha Wood and Regina Brown,Financial Administrator. Absent was Donna Leary.
The Chairman,Bob Burbidge presided.

Minutes from the January 5,2021 meeting were reviewed and accepted as amended.
All in favor by Roll Call.
Reviewed Vine Street Meeting minutes held on January 27,2021.
Meeting minutes of 1/27/2021 will be amended and presented for review at next Board Meeting.
Tenant Policy and procedures Task Force
Over housing Policy discussed. Discussion took place around number of bedrooms per person.
Minimum rents discussed. Minimum rents will be applied upon initial lease of unit and renewals of these
leases.
Lexington CODE further revision presented for approval.
Motion to accept updated version of Lexington Code.
All in Favor by Roll Call.
PROPERTY DEVELOPMENT
FARMVIEW
• Lester Savage reported there were a few odds and ends needing to be done,drawers,needed to be installed. John
Biggins will work to complete.
WRIGHT FARM
• Major electrical is 75%Completed. Flooring 80%completed. Plumbing is waiting for appliances. 5 students from
Minuteman Tech's electrical night class will be working on the project. Completion has been held up by absences
due to COVID issues. Looking at end of March for Move in date. Paving still needs to be done.
• Suzie Barry requested a tour be arranged for Select Board.-Lester Savage to arrange.
VINE STREET
• LexHAB continues in efforts to reflect neighborhood concerns.
• Colin Smith will be designing the driveway to angle toward Woburn Street.
• Meeting planned for Colin and Conservation Commissioner
• Future public meetings to be announced with LexHAB Board and Select Board.
TASK FORCE
Henry Liu reviewed the Tenant Selection Plan. Recommendations to be presented at future meeting.
FINANCIAL
Gerry Howell reviewed period ending December 31,2020 in detail.
Previous year contributions$10,461.00.
Advertising/Marketing will be for Marketing consultant and programs.
Payroll comparison between 2020 and 2021. Only 1 employee.
Accounting—Karen Iverson and Regina Brown are independent contractors who receive 1099s.
Repairs and Maintenance,$3642.00 increase over 2019.
Solar Credits—Farmview solar credits delayed by Eversource due to COVID 19.
Gerry Howell indicated Tenant Water and Sewer charges were up due to COVID-19.
Bottom line$270K up from previous year at$201K
Balance Sheet comp reviewed—shows improvement.
Discussed legal restrictions on charging tenants for water and sewer use charges.
Reviewed Grant Funding
LexHAB to follow up with application of funds from the Affordable Housing Stabilization Fund?
Cash position reviewed.
Question raised about availability of CD previously pledged to secure Patriot Bank funds. Recent refinance
included release of the pledges.
Henry Liu recommend LexHAB's cash position be edited to better reflect the cash received from the
refinance of 300 Woburn Street.Updated Cash flow statement to be sent out.
Regina B and Karen will rework this and distribute.
Karen Iverson reported Audit will be going to Town Auditors-2019 Will get out sooner than last year.
Motion to accept Financials with Henry Liu's suggestion of amending statement of cash position. All in Favor

FOUNDATION FUNDING
Pearlene Varjobedion reviewed Grant application Status—CEL and Dana Home
CEL possible Funding will hopefully cover a big amount of the marketing plan.

Solar Power development to be reviewed.
Update on Capital Expenditures
John Biggins and Bob Phelan will be meeting again to discuss this. Will give us a 10 year look on an ongoing basis that.
LexHAB can submit to the Town.
Next meeting Thursday,March 4,2021 at SAM.
EXECUTIVE SESSION
The Chair moved to adjourn the Open Session and go into Executive Session to discuss strategy with
respect to litigation as an open meeting may have a detrimental effect on the litigating position of the Lexington
Housing Assistance Board and to discuss tenant matters that if considered in Open Session might adversely affect
privacy rights of individuals.
