Minutes of the meeting held virtually due to COVIIU 19 on March 4, 2021 at 8,00 am
Members present were.
Bob Burbidge, Bill Kennedy, Henry Liu, Les Savage, Bob Phelan, Martha Wood, Gerry Howell, Donna Leary Bill Hays
Martha Wood. Also present were Pearlene Varjabedian, Housing Director and Karen Iverson, Regina Brown, Financial
Administrator, Patricia S. Nelson, counsel to LexHAB.And Sue Barry,Selectwoman,
The Chairman, Bob Burbidge presided.

Revised Minutes from the Vine Street January 27, Meeting reviewed.
Motion to accept Vine Street Meeting Minutes.
All in favor by Roll Call.
Minutes of the February 4, 2021 Board meeting reviewed.
Motion to accept minutes of the 2/4/21 Meeting. All in favor by Roll Call.
Tenant Policy and procedures Task Force
- Over Housing Policy reviewed. —Henry Liu to add verbiage "at renewal."
Motion to accept updated version of Over housing Policy All in Favor by Roll Call.
FINANCIAL OPERATIONS
-Gerry Howell reviewed Financials—Quarterly Update
Regina Brown provided Financial review documents.
Gerry Howell indicated that Financial are reviewed by him monthly with Regina Brown.
-Repairs and Maintenance—
Review present limit of$1000 for Capital Expenditures
Auditors recommended that this limit be increase to$2500, with anything over this limit carried as a
capital expense.
Motion to accept auditor's recommendation to increase the capital expenditure limit to$2500.
All in Favor by Roll Call.
PROPERTY DEVELOPMENT
FARMVIEW
• Lester Savage reported waiting for next items to be completed shortly. Triumph will be completing.
WRIGHT FARM
• John Biggins is putting in closet pulls, shelves. Electrical permit to be signed off next week. Appliances are due to be
delivered today.
• Minuteman Tech will install dishwasher;John Biggins will install stove. Making major progress this month
• Open House for Select Board and invitees to be scheduled.
VINE STREET
• Lester Savage reviewed there was a hold up by the snow for the wetlands study. Waiting for wetlands report once
conditions permit.
• Colin Smith is waiting on the wetlands study as well- made some adjustments to the driveway.
• Bob Burbidge indicated the driveway design is significant. We will have another meeting with the neighborhood.
• Suzie Barry indicated Town Meeting starts March 22, 2021.
• Lester Savage estimated April is when design should be done. Will be setting up a Traffic Study.
FOUNDATION FUNDING
• Bob Burbidge reviewed the Lean Multi Family Grant.
• Martha Wood reviewed the status of the CEL grant.
• DANA HOME—Pat Nelson reported that applications were due. Grant recipients will be announced May 1.
• Bob Burbidge reported that Kristin Ellworthy of Seven Hills Communications would not be available to work on
LexHAB's marketing project. The Strategic Task Force will explore adoption by LexHAB of the proposed "Strategy II"
from the Seven Hills contract independently.
TASK FORCE
- Henry Liu reviewed the Tenant Selection Plan will be updated next meeting.
STRATEGIC INITIATIVE
Bob Burbidge reviewed the Solar Power development.
Lester Savage to contact Anthony Barro regarding Solar Development.
Bob Burbidge reviewed the 10 year expense forecast for repairs and expenses on a unit by unit basis,
• Congratulations to Bob Phelan,John Biggins and Accounting for their hard work.
• Forecast to be posted on Drop Box for board members to review
• As we move forward it will be better refined. This is currently a work in progress for information only.
Discussed Board meetings to be first Thursday of the month.
Next meeting Thursday,April 1,2021 at 8 AM
EXECUTIVE SESSION
The Chair moved to adjourn the Open Session and go into Executive Session to discuss strategy with
respect to litigation as an open meeting may have a detrimental effect on the litigating position of the Lexington
Housing Assistance Board and to discuss tenant matters that if considered in Open Session might adversely affect
privacy rights of individuals.
