No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town of Lexington website or through LexMedia an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. This Conservation Commission meeting was held remotely via Zoom, an online meeting platform. Public Participation via calling in or using your computer was encouraged. Mr. Glossa stated that there is no foundation underneath the existing slab and that the contractor will dig down a minimum of 4 feet to install the foundation underneath the slab with the same square footage. The requested modifications include: a sewer connection from the house to the existing sewer main located west of the site, the foundation being installed within roughly 2 inches of the approved location, minor changes to retaining walls and proposed contours, relocation of water and gas lines to avoid disturbance, replacement of proposed porous pavement with porous brick pavers, addition of condensers and a generator, reduction in size of the proposed terrace, and the addition of three cultec chambers to the northern infiltration system. Mr. Langseth asked what the original proposal for handling the sewage was. Project Engineer Al Gala responded that the original proposal did not show the plan as sewer and the architect proposed connecting the sewer to the manhole and typically that is not done. On a motion by Mr. Langseth and seconded by Ms. Ladd, the Commission voted 7-0 by roll call vote to approve this as an Insignificant Plan Change. This is a phased development and the applicant is going to be relocating all surface parking to the east of the site, which is the highest portion, while the parking structure is constructed on the west side. This will require that floodplain compensation will take place in phase two while the applicant finalizes the first floor. Mr. Finger added that an address reassignment has been requested to change the address to 5 Hartwell Place. Mr. Von Thuna would like to sell his property and in order to do this will need to either fix his failed Title V septic system or connect to sewer. The current system is non-functioning; however, no one is residing in the home. Portions of the home fall within the 50 to 100 foot buffer zone and the home will act as an erosion control barrier for much of the work. The sewer line is a 6-inch gravity fed line and will range between 4 to 6 feet below the surface at about a 2% grade. The timeline for the project is estimated to be 1 to 3 weeks, depending on material availability and the time of year. Mr. Langseth asked if grass will be replaced when filling in the trench. Ms. Trudeau responded that the applicant will be replacing in-kind with rhododendrons and that most of the property is not currently grassy. Ms. Samuels asked how the patio will act as an erosion control and Ms. Trudeau responded that the patio is a step up so it will act as a barrier. Reports: Bike Advisory, Community Gardens, Community Preservation Committee, Greenway Corridor Committee, Hartwell Innovation Park (HIP) Working Group, Land Acquisition, Land Management, Land Steward Directors, and Tree Committee Ms. Samuels provided a brief overview of a recent Hartwell Innovation Park meeting, discussing plant community lists for developers and contractors and the promotion of green roofs in addition to, or in place of, solar panels. Mr. Duke Bitsko volunteered for the second open position in the Recreation Working Group. The Wright Farm Advisory subcommittee is still discussing decisions for the property but are moving forward.
