HomeMy WebLinkAbout2020-10-21-HC-min HISTORICAL COMMISSION MEETING MINUTES October 21st 2020 Call to Order: A public hearing of the Historical Commission was held remotely through Zoom. The meeting convened at 7:02pm. Historical Commission Members in Attendance: Marilyn Fenollosa, Chair, Susan Bennett, Robert Rotberg, Wendall Kalsow, David Kelland, Katie Flynn AGENDA ITEM #1 (7:07PM) Reconsideration of Demo Delay order on 53 Hancock Street -Ms. Fenollosa went over updates regarding 53 Hancock Street. Ms. Fenollosa has been in contact with Town Counsel who is working on the preservation agreement. The site plan was filed and approved by the Planning Board. The developer submitted a new draft to the Massachusetts Historical Commission. Town Counsel recommended the Commission voting tonight to release the demolition delay only conditioned on receipt of information from our Counsel that the preservation restriction has been recorded and that part of the transaction is completed. The Commission has no objection. MOTION: Moved by Ms. Kalsow to release the demolition delay pending receipt information from Town Counsel that the preservation restriction has been recorded and that part of the transaction is completed. Seconded by Mr. Rotberg VOTE: 6-0 in favor of releasing demolition delay: Mr. Kalsow, Mr. Rotberg, Ms. Flynn, Ms. Bennett, Ms. Fenollosa and Mr. Kelland. AGENDA ITEM #2 (7:1OPM) Discussion of possible request to amend Special Permit provisions to permit certain historic building relocations APPLICANT (S) PRESENT: Colin Smith Matthew Thenen DOCUMENT(S): Article 6.2.7 Findings Required in order to grant a Special Permit SUMMARY: Mr. Smith came to the Commission to find a home for older structures if possible when the owners are not interested in saving them. Mr. Smith more recently came across this section when submitting a request for proposal for the Hosmer house. Mr. Smith and Mr. Thenen identified two parcels for the Hosmer house, 3 Harrington Road and 15 Clarke Street. In discussions with Town Counsel and the Planning and Zoning Department regarding special permitting section 6.2.7, they believe that this section does not allow structures to be moved to lots other than the site on which it was originally constructed. Mr. Smith would like to change the writing of this and bring it to Town Meeting. HC COMMENTS: The Commission suggested Mr. Smith and Mr. Thenen go to Town Counsel to discuss the language and talk to Planning Board and then come back to the Commission. PUBLIC COMMENTS: None AGENDA ITEM #4 (7:34PM) Updates on Inventory Project -Ms. Bennett said November 18'h and 19'h are the preliminary dates for visits to the houses on the list so that Neil Larson can confirm whether there is enough historic fabric that remains to be studied and assessed. There are 14 houses that Ms. Bennett sent letters to after going through the list with Mr. Larson to ask the homeowners if they would be receptive to the visits. Ms. Bennett is getting positive feedback. The Commission was glad to hear the progress. AGENDA ITEM #5 (7:39PM) Vote to accept meeting minutes dated September 16'h 2020 -A motion made by Ms. Bennett to approve minutes dated September 16'h 2020 as amended Seconded by Mr. Kalsow. 5 In favor of approving minutes Ms. Bennett, Mr. Kalsow, Ms. Fenollosa, Mr. Kelland with Mr. Rotberg abstaining.
