Members Present: Rick DeAngelis,Lisah Rhodes, Christian Boutwell,Lisa O'Brien, and Francesca Pfrommer Staff Present: Melissa Battite,Director of Recreation and Community Programs,Peter Coleman, Assistant Director of Recreation, and David Pinsonneault,DPW Director Others Present: Colby Crogan(20 Garfield Street, Lexington),Ken Ford(22 Philip Road, Lexington), and Eileen Jay(School Committee liaison) 1. September 16,2020 Minutes Lisah Rhodes moved and Christian Boutwell seconded the approval of the minutes from the September 16'meeting. The Recreation Committee voted 4-0-1 to approve the September 16 minutes. 2. Lincoln Park Scoreboard Donation—Lexington Youth Lacrosse This item was discussed at the September 16th Recreation Committee meeting. Committee members requested more information about how the scoreboards would be posted, displayed, and installed prior to voting on this item. Colby Crogan and Ken Ford from Lexington Youth Lacrosse (LYL)provided an overview and some background information to the Committee. This project includes three solar-powered scoreboards being installed at Lincoln Park. Initially, the scoreboards were going to be installed using in-ground footings. However, since Lincoln Park sits on top of a capped landfill,this type of installation would trigger the Department of Environmental Protection(EPA), which would increase the cost of the project by approximately $17,000,which LYL could not afford due to budget constraints. As an alternative, a design was developed in which the scoreboards would be installed using above-ground footings. The scoreboards are six feet high by twelve feet wide by two feet deep and a sample diagram of the scoreboards is attached to the meeting minutes. The request from Colby Crogan was for the Recreation Committee to accept the donation using the above-ground footings. Upon installation, LYL would gift the scoreboards to the Town so they could be used by the various organizations that are permitted use of those fields. Mr. Crogan indicated that he has spoken with Naomi Martin, Lexington High School Athletic Director, about the possibility of the high school purchasing protective padding for the posts. Members of the Committee asked a variety of questions, such as how much soil would be removed,noting that some portion of the concrete would be below-grade upon completion of the installation, and inquired if the scoreboards would interfere with the turf replacement at Lincoln,which is scheduled for FY25-FY27. Melissa Battite, Director of Recreation and Community Programs, 2 stated that some of the concrete could potentially be removed when the turf is replaced and that funding for landscaping in being built into the DPW FY22 operating budget. Ms. Battite added that this item can be mentioned at a Sports Advisory Council meeting to see if any of the sports organizations can contribute towards this effort. Regarding the locations, Mr Crogan stated that at Lincoln#1,the scoreboard would be installed in the corner closest to Temple Isaiah,the scoreboard at Lincoln#2 would be displayed in the corner closest to the parking lot and Little League Feld, and at Lincoln#3,the scoreboard would be in the left-front corner of the field by#3 and#1. Mr. Crogan added that LYL is open to modifying the placement of the scoreboards, if necessary. When asked when the installation will be taking place, Mr. Crogan informed the Committee that LYL would like to move forward with this project as soon as possible this fall. For the operation of the scoreboards,they are solar- powered and app-based, so organizations will be able to operate the scoreboards from a smartphone or tablet once the app is downloaded to the device. After the time of questions and answers and discussion, Rick DeAngelis, Chairman of the Recreation Committee,made the following motion: "The Recreation Committee moves to approve the installation of three (3)scoreboards with above-ground footings at Lincoln Park. The locations for the scoreboards will be determined in the field by the DPW Director and the Director of Recreation and Community Programs or their designee. Upon completion of the installation, Lexington Youth Lacrosse (LYL) will donate the scoreboards to the Town of Lexington." Lisah Rhodes seconded the motion. The Recreation Committee voted 5-0 to approve this motion. The next virtual meeting of the Recreation Committee,which will be a joint meeting with the Conservation Commission, is scheduled to take place on Tuesday, October 13th at 6:30pm through the Zoom platform. The September 23"d 2020 meeting of the Recreation Committee adjourned at 7:16pm.
