Amend §135-9.5.4.3 so that it reads: 3. A public hearing shall be required for every major site plan review. The hearing will be advertised in the local newspaper no less than one week, and no more than two weeks prior to the public hearing. Notice will also be sent to landowners within 300 feet of each affected lot and published in the location designated for notices under MGL c. 30A §20(c) (the Open Meeting Law) at least two weeks before the meeting. AGENDA ITEM SUMMARY LEXINGTON SELECT BOARD MEETING AGENDA ITEM TITLE: Discuss Potential Police Station Survey PRESENTER:TER• ITEM S NUMBER: Jim Malloy, Town Manager I.2 SUMMARY: A few meetings ago, I indicated that during our post-community conversation debrief with Melissa Patrick, the idea of undertaking a community-wide survey on whether the Town should (a) complete our discussions on race and social justice issues prior to moving forward with a police station project; or(b) continue our discussions on race and social justice issues while concurrently moving forward with the police station project. I've sent the initial draft out to the Select Board members for comment and have made edits. Both a redline and clean copy are attached. This is not intended to be a s tatis tic ally s ignific ant, scientific survey tool, but simply an opportunity for the Select Board to perhaps gain insight from a broader group within the community. SUGGESTED MOTION: No motion is required, a general consensus of the Board (with any further edits) is all that is required. FOLLOW-UP: DATE AND APPROXIMATE TIME ON AGENDA: 11/19/2020 6:15pm ATTACHMENTS: Description Type IMPORTANT Survey Question: Through a one-question survey, we're looking for general direction from the community on the proposed police station project,which is currently paused. Your response will help determine whether to move forward with the construction of a new police station, or to remain on pause while we have further community conversations. We have put together important background information on the project and projected costs to consider. Background Built in 1956 (and renovated over the years),the current building was designed to support a community approximately 70%of the size of the current population, and generated half as many calls in a year as it does now. For the past 10 years, our community has planned to build a new police station. Following a space needs analysis, it was determined that the current building does not adequately meet the needs of our community today. In 2018,Town Meeting appropriated funds for the design of the building. We are substantially complete with the design and layout of the new police station.The most recent design included flexibility in the space allowing for alternative uses to reflect future policing needs. Given the national conversation on policing,following incidents in other states between officers and people of color, we have paused the project. We paused so we could listen to the community and gather important feedback on how to move forward. Our goal is to ensure all residents have the opportunity to be heard and feel welcome, safe, and included in the community. The design of the building is complete through Schematic Design drawings. There are full draft floorplans of the proposed Police Station. Design development and construction documents need to be completed and the full project needs to go before Town Meeting and for a debt exclusion vote. The Select Board also discussed holding off on the project for the timebeing due to the pandemic and not having full information on the Town's future financial position. At the same time, the Town has been informed by the architect that while the project is paused, construction inflation due to holding off is approximately$75,000 to $100,000 per month (or $900,000 to $1,200,000 per year). Question Do you support continuing to pause the police station project, or do you support moving forward with the police station project? I support moving the police station project forward as soon as possible while the Town continues our community conversations on race and social equity and to continue to build flexibility into the design to reflect the future of policing.
