Article 17: Amend Zoning Bylaw and Map —Bedford Street near Hartwell Avenue (Citizen Petition) This Article requests that Town Meeting approve an amendment to the Lexington Zoning Map by rezoning a parcel of land currently being utilized for commercial purposes from the One-family (RO) Zoning District to the Manufacturing (CM) Zoning District. This parcel of land is located on Bedford street near the intersection of Hartwell Avenue, directly next to the jughandle, and notably one of the more congested intersections in Lexington. After discussions with Town staff and appropriate boards and committees, the Select Board and Town Manager feel that purchasing this property does not strategically align with the Town's capital needs at this point in time, it is also outside the scope of this article. The Select Board believes that rezoning this parcel will not only increase the commercial tax base but would ensure the viability of the Hartwell Ave commericial district and planned rezoning initiative. Approving this warrant article would make the zoning of the property at 475 Bedford Street consistent with the zoning of other commercial properties on Hartwell Avenue and with the zoning on the opposite side of Bedford Street, as adopted in Article 16 of STM 2020-2. SUGGESTED MOTION: Only a general consensus is needed for the Town Manager to send a letter of support to the DPU. Marini, Secretary Department of Public Utilities One South Station, 5t" Floor Boston MA 02110 Re: Comments from the Town of Lexington on D.P.U. 20-118, "Petition of Ameresco, Inc., for an Exception from the Net Metering Regulations, 220 CMR 18.00, and to the "Single Parcel" Rule, pursuant to Net Metering and Interconnection of Distributed Generation, D.P.U. 11-11- C (2012).5) Dear Secretary Marini: The Town of Lexington Select Board thanks the Department of Public Utilities (DPU) for opening Docket 20-118 in response to the petition filed by Ameresco, Inc. and for the opportunity to comment on behalf of the Town of Lexington. In 2018, the Lexington Select Board adopted Lexington's Sustainable Action Plan and Getting to Net Zero Emissions Plan that call for a transition of all buildings to 100% renewable energy over the next 25 years as part of the Town's commitment to meeting the Commonwealth's Global Warming Solutions Act emissions reduction targets. In 2019, the Lexington Select Board and School Committee adopted the Integrated Design and Construction Policy, which among other provisions, calls for maximizing the production of onsite renewable energy from our town and school buildings. In addition, the 2020 Fall Lexington Town Meeting overwhelmingly passed the Climate Emergency warrant article (by a vote of 159 -1) calling on the Town to achieve the transition to zero emissions by 2035. Lexington has been committed to solar energy for many years. In 2010, the Town of Lexington became one of the first five Green Communities in the Commonwealth, when Town Meeting adopted by-right zoning for solar installations in our commercial zone. In 2014, the Town of Lexington installed 1.1 MW of solar energy systems on the Cary Memorial Library and five schools, included Jonas Clarke Middle School, Bowman Elementary School, and the Harrington Elementary School. At that time, it was not economically viable to install solar energy canopy systems in those schools' parking lots. The Town has recently entered into a series of agreements with Ameresco to install solar canopies at 7 Lexington schools, 1625 MASSACHUSETTS AVENUE 9 LEXINGTON,MASSACHUSETTS 02420 including Jonas Clarke Middle School, Bowman Elementary School, and the Harrington Elementary School. Once these projects are completed, the solar energy systems installed on Town property, including those installed in 2014, will produce 65% of Lexington's municipal electricity usage. In conclusion, the Town of Lexington Select Board fully supports Ameresco's petition and we ask the DPU to approve the petition and help the Town achieve our transition to a clean energy future.
