Committee Members Present: Marilyn Fenollosa (Chair); Charles Hornig (Vice-Chair), David
Horton, Jeanne Krieger, Joe Pato, Bob Pressman, Lisah Rhodes, Melinda Walker.

Other Attendees: Wendy Manz, Capital Expenditures Committee liaison to the CPC.
Review CPC Report to 2020 Annual Town Meeting-The Committee reviewed the draft Report
to 2020 Annual Town Meeting. Ms. Fenollosa informed the Committee of minor non-
substantive changes made. Ms. Federico informed the Committee that the CPA portion of the
Antony Park project was completed and that donations are needed for additional flower
planting. The Committee decided to close the project in the Report since the CPA portion was
completed. Ms. Walker distributed a handout with suggested edits to page 4 of the Report and
the Committee agreed to the edits. After a motion duly made and seconded, the CPC Report to
2020 Annual Town Meeting was approved as presented, subject to any non-substantive last
minute edits (8-0).
Committee Business- Ms. Federico informed the Committee of a phone conversation that she
had with a Lexington resident who was concerned with the CPA articles to 2020 Annual Town
Meeting. Ms. Federico explained that the resident had questions about the Committee
members and the project vetting process. The resident expressed concern with the 3%
surcharge and suggested lowering it to alleviate the tax burden on residents. Ms. Federico
explained that the resident believes the Margaret, Lady Lexington Painting CPA funding request
is not a good use of CPA funds and that the Committee should be reevaluated.
Minutes- Ms. Federico presented the Committee an amended paragraph from the 1-16-20
minutes with three additional sentences at the end of the paragraph at the request of a
Committee member. Ms. Walker stated that she had a problem with the second to last
sentence describing what somebody was told in a private meeting. Ms. Kreiger stated that
discussions in private meeting shouldn't be institutionalized because it is hearsay. Mr. Pressman
explained that the amendment to the minutes is significant because if the meetings were public

there would be more support for LexHAB. Mr. Hornig stated that minutes are not transcripts
and that the additional sentences are not relevant to the Committee's work. The Committee
decided to amend the minutes to include the last sentence of the suggested changes and not
the first two sentences.
After a motion duly made and seconded, the minutes from the Public Meeting on 1-16-20 were
approved as amended (8-0). After a motion duly made and seconded, the minutes from the
Public Meeting on 2-10-20 were approved as submitted (8-0).
Ms. Fenollosa informed the Committee that the Town Meeting Members Association meeting
was scheduled for March 10, 2020 and that there is nothing to discuss as a Committee until
2020 Annual Town Meeting. Ms. Walker suggested that the Committee revisit the conversation
about inequity of the CPC funding buckets in the FY22 season.
After a motion duly made and seconded, the meeting was adjourned at 4:44 PM.
