MINUTES The meeting was called to order by Chairman Rev. Dr. Peter H. Meek at 8:00 A.M. at Cary Hall. Present from the Executive Committee: Rev. Jed N. Snyder. Also present: Carol A. Mahoney, Library Director and Cynthia Johnson, Assistant Director. Since there was not a quorum in attendance no votes were taken. Pay as you Through Updatv- Because the courts reversed PAYT the Town has to lower the FY 03 budget. The Senior Managers will be reviewing the FY03 budget submissions and preparing a list of potential budget reductions. PBC Member Walter Pierce has been interviewing two candidates for the library's opening on the PBC. The trustees will be voting for a person to represent the library sit on the PBC after the next trustee meeting, April 23, 2002. Town 1Vleeting This year the library will not be presenting anything to Town Meeting. However, a letter will be drawn up by Peter Meek and Bill Dailey giving the update on the project and the fundralsing. This will be a handout toward the end of the session. Publicity When the town's tax bills go out in the summer a letter will be included from the Trustees informing the residents about the giving the library project. Your letter to Stephen Hale - Architects had been passed along to me to respond to. As a result of our review, the sample window is approved with the following modifications: 1) The horizontal divisions in the new window between the center opening sash and the upper and lower f ixed sash are to be adjusted so that they CL-11ign �Y-ith the divisions in the existing windows. The thickness of the- sill pieces at these two divisions is to match that of the sill pieceS, of the existing windows. ?) The Low-E coating on glass in all windows in the historic elevations of the Library is to be omitted. The center wood, rectangular section has been modi.tLed to a vertical shape. Ln rna�Ling this change, the vertical upper and lower sashes have been shortened. The Coma~fission emphasized to Mr. Hale that the windows must be clear glass without reflection. He assured us that the soft-coat low-e windows he was choosing %would be appropriate. The Commission feels that the current windows are inappropriate on a restoration, especially directly opposite the Lexington Battle Green. May 28, 2002 Page Two The Lexington Historic Districts Connnission Guidelines state that no low-e reflective coatings may be used on houses in the Districts. while the Library is not a house, it is.not a commercial building! It is an important landmark next to the Battle Green. A proper restoration of this building component is unacceptable as presently shown on the sample. Mock-ups are an important aspect of the construction process on important buildings. The window mock up on the restoration of the original Cary Memorial Library explicitly proved this point. Also present: Carol A. Mahoney, Library Director and Cynthia Johnson, Assistant Director. HDC Appointment Scott Burson moved to appoint Joseph Welch to the Historic District Commission. Jeanne Kreiger seconded the motion. This appointment is for 5 years and the Trustees would like Mr. Welch to attend a Trustees meeting in the fall. The motion was then changed to: the Trustees recommend to the selectmen that Joseph Welch be appointed to the HI3C. This was seconded and voted.. navirl Kantnr's Ouestion The questions raise.by Mr. Kanter at the may board meting cannot be resolved at the current time, since all of the 4 million has not been received. The Trustees understand Mr. Kanor's concerns and will continue their discussion's with the Foundation, Construction Alexandra Construction Company's latest CPM has a August 27 completion date. hoard of Library Commissioners Carol oney talked with Vnemm and it was determined that closing on Saturdays and Sundays inJuly and August would be considered summer -V � Is &.~ -. hours and would not adversely impact the library's certilication or state aid. Furniture Bids Carol Mahoney announced that Jim McLaughlin, Procurement Officer for the town is doing a great job with the bidding process. Bids are currently out for the integrated network. Volunteers Carol and Cynthia will be reviewing a plan for using volunteers at the new Iibrary.I It would be ideal to have a volunteer coordinator. i,he Executive Committee adjourned at 8:45 A.M.
