May 20th 2020
Call to Order: A public meeting of the Historical Commission was held remotely through
Zoom. The meeting convened at 7:OOPM
Historical Commission Members in Attendance:
Marilyn Fenollosa, Chair, David Kelland, Wendall Kalsow, Marilyn Fenollosa, Diane Pursley,
Susan Bennet, Robert Rotberg
AGENDA ITEM #1 (7:00 PM)
Presentation by Julie Krakauer
SUMMARY:
Ms. Krakauer from the IT Department showed the Historical Commission the new online
application process to file for a formal hearing.

Public hearing on the roofline change at 22 Peacock Farm Road
APPLICANT (S) PRESENT:

SUMMARY:
Mr. Antonioli went over the plans for 22 Peacock Farm Road. Mr. Antonioli is proposing to
extend eave at existing kitchen/dining room bump-out. The Peacock Farm Association approved
the proposed work.
HC COMMENTS:
Ms. Fenollosa asked if the roof will be extended. Mr. Antonioli said yes. Mr. Kalsow feels it's a
modest change. Ms. Fenollosa asked what type of windows. They will be following the same as
existing.

MOTION:
Moved by Mr. Kelland to find 22 Peacock Farm Road preferably preserved and approve the
plans presented to the meeting tonight dated May 20'h 2020. Seconded by Mr. Kalsow.
VOTE:
6-0 In favor of roofline change: Ms. Fenollosa, Mr. Kelland, Mr. Kalsow, Ms. Pursley, Ms.
Bennet, and Mr. Rotberg

Discussion of Area Form/vote to schedule public hearing for Pleasant Brook Neighborhood
-Mr. Daggett revised the inventory form for Pleasant Brook Neighborhood. What has changed is
a new section in the historical narrative that tells the whole history of prefabrication in modernist
homes. Working with neighborhood to dig into deeds. At this point it's a complete document,
just missing a few updated pictures.
Jamie Fankle at 29 Mason Street attended this hearing but had no comments.
A motion was made by Ms, Pursley to schedule a public hearing to add Pleasant Brook into the
inventory. Seconded by Mr. Kelland.
6-0 In favor: Ms. Fenollosa, Mr. Kelland, Mr. Kalsow, Ms. Pursley, Ms. Bennet, and Mr.
Rotberg

Updates
-Ms. Fenollosa went over updates regarding the MHC Grant
MHC offered three alternatives. Ms. Fenollosa wanted to run them by the Commission to see
which option is best.-First Alternative: Do a reduced scope, conducting a pilot program with a
handful of properties establishing a methodology for future work. Part of reduced scope is
reduced financing, cutting the grant in half.
-Second Alternative: Do a comprehensive study of the Battle Green.
-Third Alternative: Dendrochronology on a few identified properties.
Commission Comments: Timing- everything would have to be completed by the end of
September. Other issue is availability of qualified candidates and current Covid-19 situation,
consultants were supposed to go into some of the homes. Another issue is funding, we have
15,000 without MHC but we would need to see if the Town would allow the funding without the
MHC Grant.
Decision: Ms. Fenollosa will go back to MHC and let them know the Commission still thinks
option 1 is appropriate but hoping they will entertain our application in a year (develop a
different scope of work). Mr. Kelland will also go back and speak with Doug Lucente.

Vote to accept meeting minutes dated April 15, 2020
-A motion made by Mr. Kelland to approve the minutes dated April 15, 2020 as amended.
Seconded by Mr. Kalsow 4-0 in Favor: Mr. Kelland, Mr. Kalsow, Ms. Fenollosa, and Ms.
Pursley
