The meeting convened at 7:30PM. Historical Commission Members in Attendance: Marilyn Fenollosa Chair, David Kelland, Wendall Kalsow and Diane Pursley AGENDA ITEM #1 (7:30 PM) Public hearing on the partial building demolition at 4 Chase Avenue APPLICANT (S) PRESENT: Grady Ragsdale, project contractor Keith and Jennifer Eisenman, homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): - Historical Commission application with attachments,prepared by Grady Ragsdale - Plans, "2020 Eisenman Residence Interior Renovations", prepared by NEDC, dated 3/31/2020 (14 Sheets) with attached Classic Double Hung window specs SUMMARY: The applicants proposes to partially demolish the existing dwelling and rebuild a two story addition (basement and first floor of dwelling). The applicant proposes to match to exterior vinyl siding and trim to the rest of the dwelling and install double hung windows. HC COMMENTS: The Commission voiced their support for the project. MOTION: Moved by Mr. Kelland to find 4 Chase Avenue historically significant but to allow partial building demolition. Seconded by Mr. Kalsow. VOTE: 4-0 In favor of partial building demolition: Ms. Fenollosa Mr. Kelland, Mr. Kalsow, and Ms. Pursley AGENDA ITEM #2 (7:35PM) Public hearing on the partial building demolition and roof line change at 5 Tewksbury Street APPLICANT (S) PRESENT: Eric Rochon, architect Rachel and Seth Harrington, homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): - Historical Commission application with attachments,prepared by Eric Rochon or ART Architects, dated 3/12/2020 - Plans, "Harrington House", prepared by ART Architects, dated 3/12/2020 SUMMARY: The applicant is proposing to continue a long term project which had previously gained the approval of the Historical Commission in 2016. The approval has since expired which is why the applicants are before the Historical Commission again. The applicant is proposing to remove a portion of the existing first story roof and rear porch in order to construct a second story addition and new rear first story porch. HC COMMENTS: The Commission voiced their support for the project. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kelland to find 5 Tewksbury Street to historically significant but to allow the proposed selective building demolition and roof line change associated with the proposed addition which is consistent with the historic character of the house. Seconded by Mr. Kelland. VOTE: 4-0 in favor of the partial building demolition and roof line change: Ms. Fenollosa, Mr. Kelland and Mr. Kalsow and Ms. Pursley. AGENDA ITEM #3 (7:40PM) Continued public hearing on the partial building demolition and roof line change at 20 Parker Street APPLICANT (S) PRESENT: Colin Smith, architect Danielle and Mateo Millett, homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): - Revised Plan, "20 Parker St HC Hearing", prepared by Colin Smith, dated 4/15/2020 SUMMARY: The applicant is proposing to remove the rear addition (added recently) and construct a new addition. The applicant will be re-creating the original details across the new addition of the dwelling. The size of the addition has been decreased significantly during project revisions with two of the four portions of the project being eliminated. The size of the proposed garage has been decreased and the height of the new addition has been lowered to be in kind with the existing roof line. Portions of 21 Oakland Street is proposed to be used during the construction of the additions at 20 Parker Street. HC COMMENTS: The Commission appreciated the decreased size of the addition as it now makes less of an impact from the street view. PUBLIC COMMENTS: None. MOTION: Moved by Mr. Kalsow to find 20 Parker Street to historically significant but to allow the proposed selective building demolition and roof line change associated with the proposed addition which is sympathetic to the historic nature of the house. Seconded by Ms. Pursley. VOTE: 4-0 in favor of the partial building demolition and roof line change: Ms. Fenollosa, Mr. Kelland and Mr. Kalsow and Ms. Pursley. Portions of the dwelling will be saved and used in the construction of 20 Parker Street. A one year demolition delay was imposed on the property during the December 18, 2019 Historical Commission meeting. The applicant provided additional information showing that there was another bonafide effort to sell the property. The owner shared a report from a structural engineer stating the difficulty in rehabilitating the property. HC COMMENTS: The Commission noted the additional effort to sell the property. PUBLIC COMMENTS: None MOTION: Moved by Ms. Fenollosa to remove the one year demolition delay and allow full building demolition at 21 Oakland Street on the condition that portions of the existing house are to be salvaged and utilized at the construction of an addition at 20 Parker Street. Seconded by Mr. Kalsow. VOTE: 3-1 in favor of the full building demolition: Ms. Fenollosa, Mr. Kalsow and Ms. Pursley. Mr. Kelland voted in opposition. AGENDA ITEM #4 (7:55 PM) Discussion of Area Form for Pleasant Brook Neighborhood(Matt Daggett) - Mr. Matt Daggett reviewed the Area Form for Pleasant Brook Neighborhood which he had created. Mr. Daggett is asking the Commission to add 34 dwellings into the jurisdiction of the Historical Commission. He has spoken with several of his neighbors but will continue his efforts to communicate with the neighborhood before returning before the Historical Commission. This topic will be discussed at a later meeting. AGENDA ITEM #6 (8:05PM) Updates - There are no updates.
