The meeting convened at 7:30PM. Historical Commission Members in Attendance: Marilyn Fenollosa Chair, David Kelland, Wendall Kalsow and Diane Pursley AGENDA ITEM #1 (7:30 PM) Public hearing on the partial building demolition and roof line change at 31 Moon Hill Road APPLICANT (S) PRESENT: Peter Daus-Haberle, project architect Michael Fee and Natalia Denissenko, homeowners DOCUMENT(S): - Historical Commission Application, prepared by Peter Daus-Haberle, dated 2/19/2020 - Plot Plan, "31 Moon Hill Road", prepared by Scott M. Cerrato, signed and stamped by Scott M. Cerrato, PLS No. 50049, dated 9/18/2018 - Project plans, "Fee/Denissenko Project", prepared by Daus-Haberle Design, dated 11/11/2019 SUMMARY: The applicants proposes to demolition a portion of the dwelling and construct a second story addition. The new addition will match the rest of the dwelling. MOTION: Moved by Mr. Kalsow to find 31 Moon Hill Road historically significant but to allow partial building demolition and construction of the addition to the dwelling on the condition that the application adopts all recommendations by the Moon Hill Association. Seconded by Ms. Pursley. The applicant will be re-creating the original details across the new addition of the dwelling. The garage is not original to the dwelling and is not deemed historical. HC COMMENTS: The Commission was concerned regarding the size and height of the new addition. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to approve the demolition of the detached garage. Seconded by Ms. Pursley. The Commission did not make a motion or vote on the partial building demolition of the rear addition or the proposed roof line change VOTE: 4-0 in favor of the partial building demolition of the garage: Ms. Fenollosa, Mr. Kelland and Mr. Kalsow and Ms. Pursley. Portions of the dwelling will be saved and used in the construction of 20 Parker Street. HC COMMENTS: The Commission did not believe that the applicant sufficiently proved that the dwelling could not be rehabilitated. PUBLIC COMMENTS: The abutters spoke in opposition to the full building demolition of 21 Oakland Street. MOTION: No movement VOTE: No vote AGENDA ITEM #4 (7:45PM) Public hearing on the partial building demolition and roof line change at 42 Somerset Road APPLICANT (S) PRESENT: Colin Smith, architect Matthew Kelley and Melissa MacBride, homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): - Historical Commission application with attachments,prepared by Colin Smith Architecture, dated 2/13/2020 - Project plans, submitted by Colin Smith Architecture, dated 2/27/2020 SUMMARY: The applicant is proposing to construct a second story addition above an existing story. HC COMMENTS: The Commission asked what was going to happen to the chimney. The applicant stated that the chimney will be routed through the rear of the dwelling. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to find the dwelling at 42 Somerset Road to be historically significant and approve the plans found to be compatible with the dwelling dated 2/27/2020 for partial building demolition and roof line change. Seconded by Ms. Pursley. VOTE: 4-0 in favor of the partial building demolition and roof line change: Ms. Fenollosa, Mr. Kelland and Mr. Kalsow and Ms. Pursley. AGENDA ITEM #3 (7:50PM) Discussion of Position of Commission on certain Articles before the 2020 Annual Town Meeting. - All relevant articles before Annual Town Meeting have been indefinitely postponed. AGENDA ITEM #4 (7:55 PM) Discussion of Area Form for Pleasant Brook Neighborhood(Matt Daggett) - The Historical Commission will discuss this at a later meeting. AGENDA ITEM #5 (8:OOPM) Discussion of Commission membership/potential new members - Applications for Historical Commission membership are being accepted by the Town Manager's Office. AGENDA ITEM #6 (8:05PM) Updates - There are no updates. AGENDA ITEM #5 (8:1OPM) Communications from the public - There are no communications from the public AGENDA ITEM #8 (8:30 PM) Vote to accept meeting minutes dated February 18, 2020. - The Historical Commission will discuss this at a later meeting.
