HomeMy WebLinkAbout2020-02-18-HC-min HISTORICAL COMMISSION MEETING MINUTES February 18th, 2020 Call to Order: A public meeting of the Historical Commission was held in the Parker Room of Lexington Town Office Building located at 1625 Massachusetts Avenue. The meeting convened at 7:30PM. Historical Commission Members in Attendance: Marilyn Fenollosa Chair, David Kelland, Wendall Kalsow, Samuel Doran AGENDA ITEM #1 (7:30 PM) Public hearing on the partial building demolition at 4 Peacock Farm Road APPLICANT (S) PRESENT: ATC Revocable Trust, EBC Revocable Trust 2018 Austin and Emily Clements, homeowners DOCUMENT(S): - Historical Commission Application with attachments, dated December 15, 2019, prepared by Austin & Emily Clements - "Peacock Farm Association approvals", Email exchange, From: Michael Samra and Bill King, To: Emily Clements, From: Austin Clements, Subject: Re: Windows at 4 PFR, dated 11/24/2019, rev. 11/26/2019 SUMMARY: The applicants propose to replace all of their current windows with double paned, mahogany framed windows. The frames of the windows will be painted white, which is in-kind with their current windows. The windows will be 1-1.5 inches wider, however, that is the thinnest window frame that was available to them. MOTION: Moved by Mr. Kelland to find 4 Peacock Farm Road preferably preserved but to allow window replacement. Seconded by Mr. Doran. VOTE: 4-0 In favor of partial building demolition: Ms. Fenollosa Mr. Kelland, Mr. Kalsow, and Mr. Doran AGENDA ITEM #2 (7:35PM) Public hearing on the partial building demolition at 10 Meriam Street. APPLICANT (S) PRESENT: Colin Smith, architect Jackie Potdevin, homeowner ABUTTER(S) PRESENT: James Decoulas, 17/19 Meriam Street Curt Van Emon, 21 Meriam Street DOCUMENT(S): - Plans, "Potdevin-Nelson Residence Permit Set", prepared by Colin Smith Architecture, Inc., dated 12/18/19, rev. 1/14/2020 - Photograph, "10 Meriam Chace Guy House Historic Photo", dated 10/1/2019 - Certified Plot Plan of Proposed Addition, prepared by Colin Smith Architecture, Inc., dated 12/9/19, rev. 1/3/20 SUMMARY: The applicant is proposing to demolish the existing garage. The garage is not original to the dwelling and is not deemed historical. They are proposing to reconstruct the garage and add an addition on the second story of the structure to connect to the house. The current dwelling has slate siding which the applicants will install on the proposed garage to achieve the same facade throughout the structures. HC COMMENTS: Mr. Kelland asked what the roof material is made of. Mr. Smith stated that the roof is made of aluminum. PUBLIC COMMENTS: The abutters present voiced their support for the project. MOTION: Moved by Mr. Kalsow to find 10 Meriam Street preferably preserved and that the proposed plans presented to the meeting tonight dated February 19, 2020 are appropriate and in keeping with the character with the historic house. Seconded by Ms. Pursley. Mr. Doran abstained. VOTE: 3-0-1 in favor of partial building demolition: Ms. Fenollosa, Mr. Kelland and Mr. Kalsow. Mr. Doran abstained. AGENDA ITEM #3 (8:08 PM) Discussion on online Historical Commission Application - This item will be discussed at another time. AGENDA ITEM #4 (8:12 PM) Lexington Ethics Program Re-Certification - The Historical Commission members whose certifications are expired will renew their ethics certifications. AGENDA ITEM #5 (8:16PM) Updates - The Historical Commission will be discussing Town Meeting articles at the next meeting on Wednesday, March 181h 2020. - The Historical Commission discussed possibly expanding the membership of the Commission. AGENDA ITEM #8 (8:30 PM) Vote to accept meeting minutes dated December 18'', 2019. -Moved by Mr. Kaslow to approve minutes dated December 18'', 2019. Seconded by Mr. Kelland. 4-0 in favor: Ms. Fenollosa, Mr. Doran, Mr. Kaslow and Mr. Kelland AGENDA ITEM #9 (10:18 PM) Motion to adjourn made by MrKelland. to adjourn.
