Town of Lexington
Reopening Plan
Draft
5.26.20
Overview
We recognize that returning employees to the workplace will not be as simple as announcing a
reopening date and carrying on business as usual. To protect the health and safety of our employees
and citizens, the Town of Lexington will implement a phased-in approach to return employees to the
work environment as well as its reopening of town buildings to the public. We understand that returning
to work will not be easy for some of our employees, but it is our goal to ensure that staff feel
comfortable and safe as we transition back into the workplace.
The purpose of this document is to guide senior managers and departments to methodically and safely
implement a phased recovery of operations aligned with the State's reopening plan. The Baker-Polito
administration's data-driven approach to reopening the economy uses a framework that considers the
public health risk and the economic benefit of reopening each of the closed sectors of our economy. The
Town's five-phased plan will be carefully implemented to ensure the health and safety of all Town
employees and the public. Please note that this document and the recommended phases will continue
to evolve and be refined as new guidelines and information is released by the State. Each phase will last
a minimum of three weeks and could last longer before moving to the next phase. If public health data
trends are negative, specific industries, regions, and/or the entire Commonwealth may need to return to
an earlier phase.

Social Distancing
Social distancing, also called "physical distancing," means keeping space between yourself and other
people outside of your home and in a public space. In addition to everyday steps to prevent COVID-19,
keeping space between you and others is one of the best tools we have to avoid being exposed to this
virus and slowing its spread locally and across the country and world. To practice social or physical
distancing:
• Stay at least 6 feet(about 2 arms' length)from other people
• Do not gather in groups
• If you cannot stay 6'feet apart, face coverings must be worn
Face Coverings
 .., IPA,
It is important to stress the 6' social distancing requirement as a face covering is designed only to
prevent large droplets from reaching another person, and employees should be reminded not to touch
their faces. Cloth face covering should be used instead of medical grade masks (e.g. surgical or N-9S),
which should be reserved for health care workers unless told otherwise.
Cloth face coverings should:
• fit snugly but comfortably against the side of the face
• be secured with ties or ear loops
• include multiple layers of fabric
• allow for breathing without restriction
• should be washed every night and allowed to dry overnight or be put in a dryer. Each employee
should wear a clean face covering daily.
Gloves
SO
Gloves should be limited to certain types of tasks and roles as recommended by public health
professionals and senior managers. Public health officials suggest that gloves be disposable vinyl or
nitrile, whereas latex should be avoided in case someone has a latex allergy.
Gloves should be worn when employees are:
2
• handling or using cleaning products and disinfectants
• disposing of or touching trash or other discarded products
• handling documents or any materials produced by the public, such as cash or mail.
• touching shared surfaces or equipment that have not been cleaned or disinfected between uses.
Gloves should be changed between different tasks or between different customers and discarded
immediately after use. When discarding gloves, staff should remove them directly into the trash and not
touch any clothes and parts of skin. Additionally, it is important that employees wash their hands or use
hand sanitizer before donning a new pair of gloves. In addition, staff should avoid touching their face,
eyes, nose, and mouth.
au,.,lq:Aace Safety IFliin,ofiocds
When employees begin returning to the office, the following safety protocols will be put into effect until
further notice:
1. Personal Protection Equipment (PPE) & Face Coverings
Employees:
• Employees will be required to wear a cloth face covering and gloves (if directed to),when
working in close contact with other employees or citizens, or entering a Citizen's home or
business.
o Employees may wear their own personal face covering or one provided by the Town.
o Personal face coverings should be professional and not display any inappropriate
wording, images, or logos, and should be safely worn and cleaned regularly.
Visitors:
• Visitors will be required to wear a face covering when entering a Town building.
2. Cleaning Procedures
• The Department of Public Facilities (DPF)will provide cleaning supplies for employees to utilize
before/after they use common spaces and contact surfaces.
o Senior Managers will be responsible for keeping a log and monitoring all cleaning and
disinfecting supplies. In the event a department needs to replenish their supplies, they
should contact DPF or custodial staff.
• Employees should clean their work station regularly using appropriate cleaning and disinfectant
products provided by the Town.
o When cleaning, DPF and the Board of Health (BOH)will ensure that all staff are trained
on appropriate use of cleaning and disinfection chemicals.
■ Staff will be given proper training and will have access to all cleaning and
disinfecting protocols, policies, and procedures during phase A and B.
3
o Employees should wear disposable gloves and face coverings for all tasks in the cleaning
process, including handling trash.
• Employees should wash their hands frequently using soap and water for 20 seconds.
• DPF will assign custodians to follow an updated schedule and checklist that cleans frequently
touches surfaces (lobby and meeting room tables and chairs, light switches, countertops, door
handles, and restroom amenities)throughout the work day.
• If vehicles are used by multiple employees, each vehicle should be cleaned before and after
each use or shift. Please refer to your department manager for cleaning instructions.
• In the event an active employee is diagnosed with COVID-19, cleaning and disinfecting must be
performed.
3. Social Distancing Guidelines
• All employees should try to avoid in-person meetings. Online conferencing, email or phone
should be used when possible, even when employees are in the same building.
o Unavoidable in-person meetings should be short, in a large meeting room where people
can sit at least six feet from each other, and employees should avoid shaking hands with
people. However, employees should be encouraged to set up zoom or phone meetings
as much as possible.
• Employees should not congregate in work rooms, pantries, break rooms, copier rooms or other
areas where people socialize. Keep six feet apart when possible.
• Where appropriate, supervisors should stagger employee shifts and lunch/rest breaks
• Employees should eat lunch at their desk or away from others(avoid crowded breakrooms).
• Vehicular occupancy should be one person or as low as possible. If you must have more than
one person in a vehicle, people should maximize spacing as much as possible, wear face
coverings and gloves (discarding them after each use), open windows when appropriate,
provide hand sanitizer, and disinfect vehicle surfaces after each use.
4. Facility Considerations & Service Delivery
• Review floorplans and remove or reconfigure seats, furniture and workstations as needed to
preserve recommended physical distancing in accordance with guidelines.
• Where appropriate, install Drop-boxes.
o Secure drop-boxes needs to be installed for additional departments, such as at the
Recreation Department.
• In coordination with department heads, DPF should install partitions (sneeze guards) and hand
sanitizer stations where appropriate.
• Appropriate signage, soft barricades and floor tapping will be installed in Town buildings and
facilities where appropriate.
• Create single access and exit points at each building so that the flow of traffic is going one way.
o Adequate signage will be installed at all building access points.
o Accommodations will be made to ensure ADA accessibility to all public buildings.
5. Wellness/Temperature Checks
4
• Employees who are physically coming into work will be required to self-check their temperature
each morning or before starting their shift at home or prior to entering the workplace or starting
and work duties. Employees entering Town buildings and facilities will self-certify that they
followed the wellness and temperature check protocols and wearing the proper PPE and face
covering. Proper signage will be installed in Town-owned parking lots and at the entrances of all
Town facilities reminding employees of these requirements.
• Employees are encouraged to stay home or work from home at the first sign of illness instead of
reporting to work
• Employees exhibiting at least one or more of the following symptoms should not report to work
or should leave once symptoms begin to occur:
o Fever(measured or subjective)
o Cough
o Shortness of breath or difficulty breathing
o Chills
o Muscle aches or pains
o Headache
o Sore throat
o New olfactory and taste disorder(s) such as loss of the senses of smell and taste
If an employee's temperature is below 100.7F/38.16C with the EXERGEN Thermometer or 99.9F/37.7
orally, they are permitted to work that day. In the instance where an employee's temperature reads
above 100.7F,the employee should notify their supervisor immediately for additional guidance. The
employee will be unable to return to work until they have consulted with their health care provider and
have been screened for testing. Employees with symptoms should test negative before being allowed
back at work. If an employee has been diagnosed with a positive COVID-19 test through standard
nasopharyngeal swab and PCR test methods, they must be cleared by the local Board of Health in the
jurisdiction where they live or their health care provider before they may return to work and must notify
their supervisor when they are cleared to return to work.
Employees will also need to continue to self-monitor symptoms of COVID-19 and communicate to their
supervisor if they are exhibiting any symptoms.
6. Leave&Travel Guidance
Decisions regarding employees returning to work from vacation leave will be determined on a case-by-
case basis by the Human Resource Director and the Senior Manager. Massachusetts State and local
government health officials are advising that residents quarantine for at least 14 days following travel
out of state.
This phased reopening plan will apply to Town employees currently working in the Town Office Building
and the Samuel Hadley Public Services Building. Please note that the Cary Memorial Library,Visitors
Center, and the Lexington Community Center are in the process of developing their own phased
reopening plans that may not align with the guidance provided below. Moreover,Town staff will make a
concerted effort to inform and update residents on the phased reopening of all Town buildings and
facilities.
5
Phase A: Staff Begin to Return to Work
Once the Governor lifts the stay-at-home order, town employees should expect to return to the
workplace in phased manner or as instructed by their department manager. Department managers will
have worked with their staff to develop an appropriate and specific plan for their department in order to
resume workplace operations before the start of this phase. At this time all workplace safety protocols
will be put into effect.
• Senior Managers will have developed a schedule for all employees who will return during this
phase while complying with the state's 25%occupancy limitation per office space. During this
time, employees will remain teleworking whereas some staff may have staggered or rotating
work schedules. Employees who are eligible for and are taking Emergency Family and Medical
Leave Expansion Act (EFMLEA) or Emergency Paid Sick Leave Act (EPSL) are exempt from
returning. Employees who have documented underlying health conditions should contact
Human Resources to discuss options available to them.
• Staff will be required to work remotely (as allowed and/or appropriate)when not in their
respective building.
• Town offices, the Community Center, and Library will remain closed to the public during these
this time.
• During this phase, the Town will explore the possibility of creating a centralized desk or location
in order to triage, direct, and document visitors entering Town buildings in later phases of this
plan.
• Staff will receive the appropriate training on social distancing and hygiene protocols.
• All public programming will continued to be delivered virtually.
Phase B: Town Facilities Reopen- Appointments only
When it is determined appropriate to do so,the Town offices will reopen to the public for appointments
only during this phase with the exception of the library and Community Center. At this time, employees
will continue to work the same schedule in phase A. Staff who are not in the building will continue to
work remotely.
• Safety protocols will remain in effect.
• The Town Office Building and Samuel Hadley Public Safety Building will look to setup a central
information desk to triage and coordinate with departments as members of the public enter the
buildings.
• Restrooms will be limited to staff and members of the public conducting official business during
this time.
• Where appropriate, implement curb-side services.
• Residents will be requested to schedule appointments with Town Staff.
Phase C: Town Facilities 0pen with Reduced Hours and Limited Capacity
As advised by state and local health officials, during phase C all Town facilities will be open to the public.
Some buildings will operate with reduced hours and limited capacity, contingent on the guidance of
public health professionals. During phase C, residents will still be encouraged to make appointments
with Town employees.
• Safety protocols will remain in effect.
6
• If they haven't done so already, all employees will return to their respective buildings. However,
employees who are eligible for and are taking EFMLEA or EPSL are exempt from returning in
phase C. Employees who have documented underlying health conditions should contact Human
Resources to discuss options available to them.
Phase D: Town Facilities Open with Regular Hours
The introduction of phase D will be dependent on local and state health assessments and
recommendations. However, if permitted to do so,the majority of Town services will be reintroduced
and regular schedule building hours will resume.
• All safety protocols will remain in effect.
• All bathrooms will be open to the public with no restrictions.
• Some departments and buildings will continue to provide virtual programming. Where
appropriate, departments can offer in-person programs and services while maintain social
distancing guidelines.
Phase E: Town Facilities Open to the Public with no Restrictions
At this point, with the authorization from State and local public health officials, all safety protocols will
be suspended until further notice.
• Public meetings will be allowed to resume.
• All department programming will continue.

HVAC SYSTEMS
The Town of Lexington building HVAC systems employ filters before air is heated or cooled. These
filters are extremely efficient, however the real benefit to these systems are the air exchanges. The
mechanical units bring in clean outside air and fully changes out the inside air between 4 and 10 times
per hour.
What this means is if there is a room that is 20 feet long and 20 feet wide and 12 feet tall, it contains
roughly 4,800 cubic feet of air. If the mechanical equipment is set at 400 CFM (cubic feet of air per
minute), it would move 24,000 cubic feet of air per hour or roughly 5 full air changes per hour.
The frequent fresh air change is a significant benefit to the work spaces. Almost all of the public
buildings rely solely on 100%fresh outside air.

COVID-19 UPDATE
5/22/20
Updated public Health Information (as of 5/22/20):
• 306 Confirmed (cumulative) Cases in Town
Town/School/Community:
• All Town Offices, recreation fields &courts (tennis/basketball) continue to be closed with the
exception of the Police Station (which remains open to the public)through at least June 1,although
offices may open as of May 25 as per the Governor's Task Force recommendations,we are finalizing
our plans from the (Lexington) Return to Work Task Force and will be moving forward with our own
planned phased in return to work as presented to the Board last week. We are working on engaging
an industrial hygienist to make further recommendations (in addition to those made by the Health
Department. We will be moving forward staffing approximately 25%of staff working in the office
and the other 75%working remotely during this first phase and will not immediately be open to the
public.
• All of our Police that were out due to either exposure or positive tests from COVID-19 have returned
to work. We have two Firefighters that have tested positive for COVID-19 and are staying at a hotel
for public safety employees that have tested positive to protect their families. We have one DPW
employee whose wife is positive that is out on quarantine and one employee that had to leave the
state to assist his parents that is voluntarily quarantined (since he left the state).
• Town Meeting—We are continuing to prepare for a virtual Town Meeting which we anticipate will
be scheduled for June 1. All of the training sessions have been completed for all 9 precincts with a
make-up session and mock Town Meeting next week. Joe Pato has drafted a User's Guide for the
online users for the remote Town Meeting. We have also generated a Q&A site that Town Meeting
members and members of the public can submit questions and have added a similar comments site
for residents to submit comments on the Town Meeting. SB2680 to allow remote Representative
Town Meetings moved quickly through the Senate on 5/4 and was sent to the House on 5/9. The
House Ways and Means (HWM)Committee currently has it, it appears no further action has
occurred during the past week, making it (again) important that we've included a Special Town
Meeting Home Rule request.
• Other Boards and Committees have started meeting virtually, but we are still trying to limit the
meetings to those that are necessary.
• We continue to have a regular, conference call every Wednesday morning at 8 AM with the Senior
Management Team and Health Officials to review the change in the number of local cases and
discuss actions the Town is taking and to discuss any issues or concerns of various departments.
• As the Board is aware, the Governor passed a mandatory mask requirement that took effect on 5/6.
We have been promoting the need to wear masks and have posted signage on the bikeway. The
Police Department has received about 20 calls alerting them to people not wearing masks and we've
received one complaint in our office about over-zealous individuals shaming residents walking on
the bikeway without a mask(due to a medical condition). We have previously posted information
to the public letting them know they should not pre-suppose the reason why someone may not be
wearing a mask and given this complaint.

From: Kari Sasportas, Health Director
Date: 5/21/20
Current snapshot (data as of 5/21/20)
• 302 confirmed Lexington cases (cumulative total)
• 31 cases are in isolation at this time
• 156 cases are related to long term care/assisted living (52% of all Lexington cases)

Interpretation: Although the standardized data allow us to compare Lexington rates to other
Massachusetts communities of different population sizes, there is still insufficient data to
determine why Lexington's case rate falls where it does in the distribution. The state has not
released data to determine the actual numbers of people in each community that are being tested.
Lexington's case rate is in the top 30% of all Massachusetts communities, but we don't know
why. For example, it's possible that Lexington residents have more access to testing than other
communities and are being tested at a higher rate, but we do not have data to verify. In addition,
we do not have enough epidemiological data at this time to determine if there are other factors at
play in the distribution of case rates, such as differences in each community with regard to
underlying baseline health status (e.g., chronic diseases that make people more susceptible to
COVID-19, such as diabetes, asthma, etc.), age distribution, or other demographic or social
factors. As further data become available, we may be able to tease apart some of these
differences and use the information to more closely target populations at risk or specific
exposure factors in relation to business re-opening. We do know that residents in congregate
living settings are at higher risk due to the difficulty in social distancing in these settings, and
other risk factors, such as age or frequent engagements with staff or essential services providers
that may travel or work in more than one facility and could potentially transmit the virus from
one location to another. To that end, the Lexington Office of Public Health spends considerable
time engaging with long-term care and assisted living facility staff and coordinating with
Massachusetts Department of Public Health (MDPH) officials in day-to-day monitoring of cases
in isolation, contacts in quarantine, arranging for testing, adequate staffing and PPE, and other
elements of infection control such as disinfection protoctols, cohorting, quarantine of new
admissions, and integration of residents returning from the hospital.

close contact.

• Lexington Office of Public Health has communicated with MDPH,healthcare providers
and surrounding municipalities re: increased serology(antibody) testing and the need for
accompanying nasal swab with PCR testing for appropriate interpretation. Messaging on
antibody testing on Town website and shared via Town Newsletter through Sean Dugan,
Public Information Officer.

AGENDA ITEM SUMMARY
LEXINGTON SELECT BOARD MEETING
AGENDA ITEM TITLE:
Authorize Town Manager to Accept Bids for Community Choice Program
PRESENTER: ITEM
NUMBER:
Jim Malloy, Town Manager
1.2
SUMMARY:
As the Board is aware, we are opening bids for the Community Choice Aggregation program on June 2 and
the Town Manager needs to be authorized to sign the contract on the day of the bid opening. In October
2018, the last time the Board authorized the Town Manager, the motion was, "Move to authorize the Town
Manager to execute an aggregation supply agreement if the price is below the estimated price of$0.12 per
KwH for the ensuing 12 month period." This was done to ensure the price the Town paid was less than the
estimated Eversource rate for the next year. To provide greater flexibility and to balance the interest in
increasing the MA Class 1 RECs with maintaining affordability, we also do have the option of phasing it in
similar to the Town procurement and therefore I am recommending the same motion given the indicative
prices. The one option that is different on the community aggregation than the Town procurement is that
residents have an option to go with a plan that uses less MA Class 1 RECs at a lower price. Given the current
electricity supply prices it may make sense to go the full three years once we open actual bids next week.
SUGGESTED MOTION:
Move to authorize the Town Manager to execute an aggregation supply agreement if the price is below the
estimated price of$0.12 per kWh for the ensuing 12 month period

LEXINGTON SELECT BOARD MEETING
AGENDA ITEM TITLE:
2020 Annual Town Meeting & Special Town Meeting
PRESENTER: ITEM
NUMBER:
Board Discussion
I.3
SUMMARY:
Two items the Board needs to consider are (1)that the vote taken for remote participation(to comply with S.
2680)was intended to include both the Annual and Special Town Meetings, but was questioned by the Town
Clerk, to clarify the Chair asked to have this on the agenda to confirm the Board's intent was to include both
the Annual and Special Town Meeting warrants; and (2)that the legislation also requires that the Board
designate an alternative Town Meeting date in the case that the Town Meeting votes to not hold the Town
Meeting remotely.
SUGGESTED MOTION:
Motions:
(1) Move to confirm the Board's intent on the vote during the May 18, 2020 Board meeting relative to holding a
remote Town Meeting to confirm the intention was to include both Annual and Special Town Meetings held
during the current state of emergency.
(2) Move to set as an alternate date for the Annual Town Meeting should Town Meeting
vote to not hold a remote Town Meeting.
