SUGGESTED MOTION: FOLLOW-UP: DATE AND APPROXIMATE TIME ON AGENDA: 4/27/2020 7:10pm ATTACHMENTS: Description Type COVID-19 UPDATE 4/24/20 Updated public Health Information (as of 4/24/20): • 240 Confirmed Cases in Town (approximately 60%are in long-term care facilities) Town/School/Community: • All Town Offices continue to be closed with the exception of the Police Station (which remains open to the public). We've now closed fields for both the Town/School to group sports events. This level of operation will remain in effect until the Governor rescinds or amends the emergency order. As the Board is aware,the Governor announced school would be cancelled for the remainder of the school year and its anticipated in the next week that the state of emergency will be continued during the same period (through June). • On May 1 there will be a drive thru COVID-19 testing site in Lexington,that is being operated by Physicians One,which has coordinated with our Health Department, Fire Department, Police Department and Public Information Officer. The site will be at the Lexington Elks Lodge and is expected to provide services to approximately 250 people that will be pre-registered. They will bill insurance companies, but anyone without insurance will be provided service and the bill will go to FEMA. • Construction activity around town continues to slow down. The Fire Station, Visitors Center and Center Recreation projects are continuing but with smaller crews, using the state's best management practices. The Visitor's Center was this week, an update will be provided. • Town Staff are continuing to work remotely, responding to emails, processing payments as well as accounts payable, payroll and all required permitting is continuing. • Town Meeting—We are continuing to prepare for a virtual Town Meeting which we anticipate will be scheduled sometime in early June. We are planning to have presentations completed on those items that have been identified as appropriate,which will be posted online through LexMedia on Youtube so that Town Meeting members will have an opportunity to review those presentations without bogging down a virtual Town Meeting with a large number of presentations that could otherwise have been completed beforehand. Kudos to Joe Pato, Doug Lucente, Deborah Brown and Ben Moroze for their efforts to keep this moving forward. We have been working with Rep. Ciccolo and Sen. Barrett on moving HD5024 forward to allow remote Town Meetings as well as promoting it with the other 33 Towns with Representative Town Meetings. We have also been preparing to have a Special Town Meeting that would include an article that would validate actions taken by a remote Town Meeting. • Starting this upcoming week, some additional Boards and Committees will be meeting virtually, thanks to the training program Select Board Chair Doug Lucente provided and the Town providing the technology. • We continue to have a regular, conference call every M-W-F morning at 8 AM with the Senior Management Team and Health Officials to review the change in the number of local cases and discuss actions the Town is taking and to discuss any issues or concerns of various departments. • Financial implications—The Finance Team met this past week and has been working on a memorandum that will be an informational memo providing our best estimates on the fiscal implications of the COVID-19 virus on the Town's budget. We have determined the net impact on the budget will be negligible, however the impact on the revenue side of the ledger will be of greater impact. I have communicated this concern to the ICMA Executive Director and asked that ICMA make it a priority that the "Big 7" (Council of State Governments, National Governor's Association, National Conference of State Legislatures, National League of Cities, US Conference of Mayors, National Association of Counties and ICMA) non-partisan, non-profit state and local government organizations lobby Congress to modify the CARES Act to include loss of revenue for local government. ICMA has made this a priority as well as most of the Big 7 and we are hopeful that Congress will consider this modification. Town Counsel is working on a guideline that will be available before the next pole hearing which is on May 4. Mental Health Month Melissa Interess, Director of Human Services, is requesting that the Select Board approve and sign a proclamation recognizing the month of May 2020 as Mental Health Month. Mental health is an important factor in every ind ividual's overall physical health and emotional well-being. The Town of Lexington strives to highlight the importance of mental health awareness by reducing stigma, providing support, educating the public, and advocating for equal care. This year's theme is based on the idea that Soil Loves Compost because compost feeds soil! Soil is alive and needs nourishment to be healthy. With healthy soil you grow healthy plants. Soil Loves Compost because it provides food and nutrients for living microbes that make up healthy soil.Without compost we would have few ways to enrich and restore soil. Compost keeps soil strong and healthy by reusing and recycling organic materials in a"zero waste"cycle.
