Proposed Trail Concept Options: a) Option A creates a total of 1,910 linear feet of accessible trails, leaving the trail that passes directly through the meadow unimproved. An additional 100 linear feet of boardwalk would be installed over previously undisturbed land. b) Option B creates a total of 1,697 linear feet of accessible trails, leaving the longest trail in Parker Meadow unimproved. The smaller scale of the project is more cost effective. The Conservation Commission voted 3-2 in favor of Option B for the Proposed Trail Concept. Proposed Overlook Options: a) Option A proposes to construct an overlook structure at the intersection of paths, central to the conservation area. This proposed location gets a significant amount of sun. b) Option B proposes to construct an overlook structure in the middle of the path looping around the pond. This structure is proposed to be built out of the boardwalk thus preserving the view of the pond and utilizing existing infrastructure. The Conservation Commission voted 3-2 in favor of Option A for the Proposed Overlook location. 2 7:00 pm New Public Meetings/Hearings DEP 201-1172 ViewPoint Cloud Permit 4CNOI-20-2 Notice of Intent, Pelham Road Applicant: Town of Lexington Engineering Dept. Project: Reconstruction of roadway Documentation Submitted: • MassDEP Notice of Intent Application with attachments, prepared by and for the Town of Lexington Engineering Dept., dated 2/3/2020 • Project Plans, "Reconstruction of Pelham Road at Massachusetts Avenue", prepared by World Tech Engineering, signed and stamped by Thomas F. Quinlan PE450899, dated February 2020 • Stormwater Management Report,prepared by World Tech Engineering, dated February 2020 • Engineering Memo, from Michael Sprague, to Karen Mullins, Subject"0 Pelham Rd NOI Engineering Comments" Mr. Ross Morrow, town engineer, and consultants from Wiltec presented before the Commission. The applicant proposes to reconstruct a roadway, portions of which are within the 100 foot buffer zone. The roadway ranges from 16 to 24 feet in width. There will be an increase in 5,100 feet of impervious surface area. The areas being converted into impervious areas consist of compacted, low quality soil. The storm water management system being proposed directs water away from the protected resource areas. Concerns of the Commission: - Did the applicant consider relocating the leaching basins? Concerns of the Abutters: - Molly Birdman from Tavern Lane was concerned about expanding the roadway to improve the roadway visibility. Response of the Applicant: - Yes, the applicant considered relocating the leaching basins but found that the area was inundated with low quality, type "D" soils. - The applicant is proposing to expand the driving lanes to improve the sightlines. On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 5-0 to close the hearing. ViewPoint Cloud Permit 4CNOI-20-1 DEP 201-1171 Notice of Intent, 45 Fouler Avenue Applicant: Marina and Igor Balk Project: Raze and rebuild of a garage Request to continue until March 9 , 2020 at the applicant's request. On a motion by Ms. Samuels and seconded by Mr. Langseth, the Commission voted 5-0 to continue the hearing until Monday, March 9h, 2020 at the applicant's request. ViewPoint Could Permit 4AOOC-20-3 DEP 201-1155 Request to Amend Order of Conditions, 453 Concord Avenue Applicant: Couing School Project: Driveway and walkway access modifications Documentation Submitted: • Letter with attachments, from Epsilon Associates, to Conservation Commission, "Request for Amended Order of Conditions —Couing School Athletic Addition", dated 1/21/2020 • Engineering Memo, from Michael Sprague, to Karen Mullins, Subject: "453 Concord Ave AOOC Comments", dated 2/4/2020, rev.2/14/2020 • Memorandum, "NOI Amendment Drainage Calculations", by Megan Buczynski, dated 2/6/2020 Ms. Brianna Summers of Epsilon Associates and Ms. Megan Buczynski of Activitas presented before the Commission. The applicant is requesting to alter the approved plan by expanding and changing the proposed emergency access driveway, expand the eastern driveway and install a crosswalk, portions of which are in the 100 foot buffer zone of a bordering vegetated wetland and 200 foot riverfront area. There will be an additional 221 square feet of impervious surface area. All areas proposed to be changed to impervious surface areas have been previously developed. No vegetation will be disturbed. Concerns of the Commission: - Clarification of the run-off rates. Response of the Applicant: - There are no control structures so the runoff rates are unaffected. On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 5-0 to close the hearing. 4 ViewPoint Cloud Permit 4AOOC-20-1 DEP 1042 Amendment to Order of Conditions, 7 Crosby Road Hastings School Applicant: Ameresco, Inc. o/b/o Town of Lexington Project: Installation of solar carport Mr. Stephen Herzog, project engineer with Wood, Inc. and Mr. Jackson Dowdy with Ameresco presented before the Commission. Concerns of the Commission: - How many trees are going to be removed? Response of the Applicant: - The applicant did not know but any tree that is to be removed will be replaced. On a motion by Ms. Ladd and seconded by Mr. Langseth, the Commission voted 5-0 to continue the hearing until March 9h, 2020 at the applicant's request. ViewPoint Cloud Permit 4AOOC-20-2 DEP 201-1082 Amendment to Order of Conditions, 20 Pelham Road Lexington Children's Place Applicant: Ameresco, Inc. o/b/o Town of Lexington Project: Installation of solar carport Mr. Stephen Herzog, project engineer with Wood, Inc. and Mr. Jackson Dowdy with Ameresco presented before the Commission. On a motion by Ms. Samuels and seconded by Ms. Ladd, the Commission voted 5-0 to continue the hearing until March 9h, 2020 at the applicant's request. DEP 201-1163 BL 1118 ViewPoint Cloud 4CNOI-19-27 NOI, 91 Hartwell Avenue Applicant: John Cappellano Project: Construction of lab and office building, above ground parking garage and associated infrastructure Mr. Richard Kirby, wetland scientist with LEC Environmental and Mr. Paul Finger presented before the Commission. The applicants have applied to the Planning Board for approval. The building is proposed to be outside of the 25 foot buffer zone. The proposed garage has been pulled mostly outside of the 25 foot buffer zone. The grades below the lab office building were lowered to provide additional compensatory flood storage. The wetland replication area was expanded. The stream channel was redesigned to replicate a more natural flow path. A "blue 5 roof'was added to the office building and a "green roof'was added to the canopy of the office building entrance. There will be a ten-foot maintenance strip surrounding the building, everything outside of the strip will be re-vegetated. Pollutant loading is significantly improved from existing conditions. Concerns of the Commission: - What is the planting plan for the areas around the office building? Could the shrubs be spread out surrounding the building? - Will there be excavating where the garage will be? - Where does the drainage in the garage go? - There are no trees proposed to be planted. Response of the Applicant: - There is an inundation of phragmites which would make it difficult to cultivate native plants. Shrubbery and a conservation sod mix is proposed currently for the areas around the buildings. The maintenance strip is additionally going to be vegetated, and is also going to be able to handle vehicle access. The shrubbery can be spread out. - Yes, there will be excavation. This is an export site. - The top floor drainage in the garage goes to the storm water system where it is filtered through water treatment units. The lower levels of drainage go to sanitary systems because of the plumbing codes. The bottom level of the garage drainage goes to a separator before going to the storm water system. - The applicant is concerned about how well trees would grow given the shade cast by the garage, as well as the shade canopy trees would create for other vegetation. The application must move into the peer review phase of the process given the nature of the project. On a motion by Mr. Langseth and seconded by Ms. Ladd, the Commission voted 5-0 to continue the hearing until April 21 st, 2020 at the applicant's request. Ch. 61, 5.9, Notice of Intent to Sell Recreational Land (Lots A-2 and B-2 as shown on an Approval Not Required Plan of Land, BCC, Watertown Street, Lot 2A Map 1 & Lot 2A Map 3, Town Of Lexington, dated 4/25/2018 and recorded at the Registry of Deeds as Plan No. 469 of 2018; Vote on whether to exercise option to purchase or not On a motion by Mr. Langseth and seconded by Ms. Ladd, the Commission voted 5-0 to decide to not exercise the option to purchase the property. Issue Order of Conditions: 127 North Street DEP 201-1137 BL 1094 On a motion by Ms. Dohan and seconded by Ms. Samuels, the Commission voted 5-0 to issue the order of conditions.
