Members Present:Rick DeAngelis, LisahRhodes, Lisa O’Brien,and Francesca Pfrommer Members Absent:Ruixi Yuan Staff Present:Melissa Battite, Director of Recreation and Community Programs, Peter Coleman, Assistant Director of Recreation, and Chris Filadoro, DPW Superintendent of Public Grounds Others Present:Meredith Applegate (42 Reed Street, Lexington), Suzie Barry (Select Board liaison), Colby Crogan (20 Garfield Street, Lexington), Carl Fantasia (217 Waltham Street, Lexington), Eileen Jay (School Committee liaison), Keith Ohmart (114 East Street, Lexington), and Paul Quattrochi (102 Pleasant Street, Lexington) 1.Meeting Minutes from December18, 2019 Lisah Rhodes moved and Francesca Pfrommer seconded the approval of the Committee Minutes th of December 18.The Recreation Committee voted 4-0to approve the December 18 minutes. 2.Public Comment–None 3.Liaison Reports The January Liaison Reports are attached to the meeting minutes.Lisah Rhodes reported that all Recreation articles except for the Athletic Fields Feasibility Study were preliminarily approved by the Community Preservation Committee (CPC) and the next CPC meeting is scheduled for th Thursday, January 16. Lisa O’Brien indicated that the installation of the Granite Forest at Lincoln Park has been completed.Eileen Jay, School Committee liaison, had some questions for the Committee regarding the Center Track and Field renovation project. Ms.Jay shared that in recent weeks, the Town Manager and Town Counsel had determined that the WorthenRoad practice field was not within the original scope of the project. As a result, the proposed improvements will not be completed as part of this project, which was disappointing to members of the School Committee as they believed that the Recreation Committee had made a commitment to include the practice field in the project. Lisah Rhodes stated that while the Recreation Committee advocated for the improvements to the practice field, once BondCounsel said that they could not be done legally, the decision had been made at that point. Ms. Jay asked how much the improvements would cost.Melissa Battite, Director of Recreation and Community Programs indicated the quote that she had received was for $69,000, $44,000 of which was for 2 the hammer throwing cage. Suzie Barry, Select Board liaison, reminded Ms. Jay that the hammer is not a MIAA-sanctioned event and there are very fewstudent-athletes participating in the sport. There are approximately three weeks of work remaining to install the track surfacingand the goal is to open the facility in mid-May. Ms. Battite met with Naomi Martin, Lexington High School Athletic Director, in October 2019 to review this scenario and to give Ms. Martin ample time to plan for the spring season. Ms. Martin has communicated to coaches about the timeframe and the practice and meet schedules have been adjusted accordingly. Ms. Martin indicated that the spring schedule would be announced at the annual February Spring Season meeting. 4.Lexington Little League Carl Fantasia, Vice President of Lexington Little League, came before the Committeeto express his interest to set something in motion to invest in the fields (capital improvements and maintenance) and establish a stronger working partnership between Little Leagueand the Town. Little League’s desire is to repurpose the fields to fit the age of the users and addresssafety issues and how to best support DPW in these efforts. MelissaBattite inquired about the safety issues and expressed her concerns about any potential or suggestedsafety issues. She reminded everyone of the upcoming Athletic Fields Feasibility Study in FY2021 and some of the suggestions by LLL may be included in this work. The main safety issues are bees in fencing, the dugout areas, and the hardness of the infield clay at various fields. Mr. Fantasia indicated that coaches in other towns rake the fields and clean the dugouts before leaving the field and he would like for a similar practice to be introduced for the upcoming season. Chris Filadoro, DPW Superintendent of Public Grounds, stated that having a training session/demonstration for the coaches would be a practical first step and he believes this would go a long way. Mr. Fantasia also expressed his interest in learning more about how the permitting process works, which is something that staff can discuss with him. Rick DeAngelis, Chairman of the Recreation Committee, expressed his interest in starting a working group that would allow for Chris’s staff to handle the day-to-day operations while also creating a public-private partnership between the two organizations. Mr. Filadoro indicated that if a working group was to be formed, it would need to happen quickly since there is a process to capital projects and the spring season is fastapproaching. Mr. Fantasia believed that all of the improvements can be done this spring and wants the improvements to be a permanent fix at the fields. After a brief discussion, it was decided that a working group will be created with Lexington Little League. Once the model is established, then other sports may be able to get involved. The next steps include Little League sharing a list of the recommended improvements with Town staff in the next few weeks and to schedule an initial kick-off meeting tobe held in February. 5.ACROSS Lexington –Keith Ohmart Keith Ohmart, chairman of the Greenways Corridor Committee, provided his annual update to the Committee. Route J, which is 1.7 miles long, was completed in Fall2018 and Route L, which is 4.4 miles long, was completed this past fall. Currently, the ACROSS Lexington system consists of over 30 miles of trails. There are two new routes proposed for 2020: Routes K and M. Mr. Ohmart is currently working with the Town Manager’s Office regarding the property lines at 41 Peacock Farm Road, which is along Route K. Once these two routes are completed, the system will consist of approximately 40 miles of trails. A draft design of the new and proposed trails are attached to the meeting minutes. A potential trail at Jefferson Drive off of Grove Street is also being considered. Mr. Ohmart will work with staff regarding the placement of signs at Sutherland Park. He also reminded the Committee that ACROSS Lexington is runcompletely by volunteers. Mr. Ohmart was pleased to announce that a new merit badge program is beginning this spring. Individuals who complete all segments of ACROSS Lexington will receive a merit 39 MARRETT ROAD,LEXINGTON, MASSACHUSETTS 02421 3 badge and this program will launch during the Bike, Walk, N Bus Week in May. He asked if anyone from the Committee would be able to attend the Greenways Corridor Committee meetings and Francesca Pfrommer indicated that she would be interested, given the amazing work that this organization is doing. 6.2020-2021 Committee Goals A copy of the Committee’s FY 2019 / FY 2020 goals are attached to the meeting minutes. The Committee members and staff reviewed and discussed these goals during the meeting. Melissa Battite indicated that it will be important for the Committee’s goals to align with the pillars of the Select Board’s goals. The upcoming Community Needs Assessment will help determine the priority of and timeline for the Community Center expansion.Members of the Committee emphasized how helpful the 2017Recreation Facilities & ADA Compliance Studyhas been when implementing or planning future capital improvement projects. In addition to the ADA Compliance Study, the Community Needs Assessment and Athletic Fields Feasibility Study will serve as a road map for the Committee in regards to future planning and decision-making for the next 20+ years.Members of the Committee agreed that it will be important for the Department to pursue partnerships, grants, and other alternative funding sources. The annual report, which is completed each October, reports on the previous year’s goals and this is something the Committee can review going forward. Any suggested edits, additions, or changes to the goals should be submitted by the end of February as they will be more thoroughly reviewed and discussed during the March Recreation Committee meeting. 7.Recreation 5-Year Capital Plan A copy of the proposed FY2021-FY2025 Recreation 5-Year Capital Plan summary sheet is attached to the meeting minutes. Melissa Battiteinformed the Committee that the recreation software upgrade that was initially going to be a capital request has been removed and will instead be paid for out of the operating budget. Ms. Battite added that the funding source for the Athletic Fields Feasibility Study will be the tax levy, not CPA funding. In current capital projects, the kick-off meeting for the Community Needs Assessment will be held in late January and staff will better know how the Committee will be involved in the process coming out of that meeting. Ms. Battite indicated that it will be important for the Committee to have a consistent presence as the needs assessment takes place over the next six months. The Old Reservoir bathhouse renovation project will be going out to bid shortly. The Diamond field renovation project has been delayed to Spring 2021 as a result of the delayed opening at the Center Track and Field this spring. 8.Recreation & Community Programs and Parks Reports The January Recreation and Community Programs Report and the Summer 2020 Employment & Volunteer Opportunities booklet are attached to the meeting minutes.Melissa Battite informed the Committee that the recommended fee increases were approved by the Select Board at their th January 13meeting. Ms. Battite added that there is a program improvement request (PIR) to increase the Certified Therapeutic Recreation Specialist (CTRS) from part-time to full-time. Pending approval at Town Meeting, this position would become full-time on July 1, 2020. At its January 7 meeting, the School Committee felt that a commitment was made at fall 2019 Town Meeting to construct the throwing/practice field. Dave Coelho, LPS Asst. Superintendent for Finance and Operations, has been in touch with Melissa Battite toobtain information on cost and logistics for construction. Community Center Expansion Priority • Work with Capital committees to develop a viable plan to present to Mown Meting • Create a timeline ® Coordinates schedule,and staff new and existing recreational programming to be held at the Community Center. ® Continue to strive to be self-sustaining through its management and operations each year. • Continue to provide a comprehensive, ongoing training program for all staff and volunteers at the Community Center(in service and professional development opportunities). • Collaborate and partner with Human Services, other Mown departments and community service organizations. 3. Pursue and obtain Parks and Open Space opportunities in conjunction with Economics Development through commercial real estate and other opportunities. 4. One Therapeutic Recreation staff member is the head volunteer and runs the practice * Applications for returning inclusion aides for Summer 2020 have begun to come in 39 MARRETT ROAD,LEXINGTON,MA 02421(office) 1625 MASSACHUSETTS AVENUE,LEXINGTON,MASSACHUSETTS 02420(mail) Community Center: Programming: • Winter Youth classes such as fencing, martial arts, chess, and soccer are starting up the week of January 13th • On January 9th 80 middle school students enjoyed a trip to Nashoba Tubing on their early release day. • On January 9th Tom Romano met with students from LYC (Lexington Youth Commission) to talk about having a potential drive in at the Community Center in the spring/summer. • The Community Center is pairing up with Raising a Reader which is a free reading course for anyone ages 2-5. It is held every Wednesday from Jan 22-March 18 from 10:30- 11:15am. There are currently 6 children registered. • We just had a chess tournament on January 11th with 23 children. When I wrote the notes I was unsure how many were going to show up. If you wanted to add this you could. Building: • Tom Romano met with Bradley Winters on January 4th to talk about adding a Horseshoe pit on the Community Center grounds for his Eagle Scout project. Bradley is currently working on a proposal that he will present to the Rec Committee. • A new art exhibit has been installed on the second floor gallery. Linda Wolk will be displaying her photography work titled "Viva Cuba" during the months of January and February. Recreation Division: Programming: • The majority of winter programs have begun or will be starting within the next week. • The ski/snowboard programs at Nashoba Valley is off to a successful start. In total, there are 144 children on Thursday afternoons and 172 on Friday nights, along with 10 adult skiers/snowboarders, participating in the various programs. This would not be possible without the support of three staff members and 41 volunteer chaperones who are helping out this season. • The youth basketball clinics, Smart Start Basketball, and Adaptive Basketball all began on Saturday,January 4th. The youth basketball season is running smoothly so far. Operations: • The Spring 2020 field permit application deadline was Friday,January 3rd. Hayato Tsurumaki is currently working on the spring field schedule and a preseason meeting will field permit holders will be held during the last week of February. • The application deadline for returning summer staff was also Friday,January 3rd. Kelsey Rollins, part-time municipal assistant, completely revamped the summer employment &volunteer opportunities booklet and it is now posted on our website. Recruitment of new summer staff will continue until the application deadline of March 11t. Volunteer applications will be accepted until May V. Staff have finalized the Summer 2020 camps, clinics, and youth programs schedule. This brochure will be professionally designed and summer program registration will begin on Monday, February loth. Budget &Capital: • FY20/FY21 Operating o The 2020 Fee Schedules were approved by the Board of Selectmen during the Monday,January 13, 2020 meeting. • FY2020: o The Community Needs Assessment will kick off the timeline later this month. o Staff, along with the Facilities Department and the architect (Colin Smith), met with the Conservation Department in December to review the scope of the Old Reservoir bathhouse renovation. The project will go before the Conservation Commission in the coming weeks and it is anticipated that it will go out to bid in February/ arch. o The resurfacing of the Adams tennis and basketball courts will begin in mid-June and this project will be completed during the summer. o The Diamond field renovation project has been delayed due to the ongoing Center Track & Field project and is now scheduled to begin in spring 2021. FY2021: o Staff is currently preparing the slides and presentations for Town Meeting, which will begin in March. These will be completed within the next month.
