HomeMy WebLinkAbout2019-06-19-HC-min HISTORICAL COMMISSION MEETING MINUTES June 191h 2019 Call to Order: A public meeting of the Historical Commission was held in the Parker Room of Lexington Town Office Building located at 1625 Massachusetts Avenue. The meeting convened at 7:30PM. Historical Commission Members in Attendance: David Kelland, Chair, Wendall Kalsow, Marilyn Fenollosa, Katie Flynn 7:39PM AGENDA ITEM #1 (7:31 PM) Public hearing on the roofline change at 16 Tucker Avenue APPLICANT (S) PRESENT: John Lloyd, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Photos of existing house Proposed plans dated 5/20/2019 SUMMARY: Mr. Lloyd would like to do a small renovation to the kitchen and dining room. The heating system also needs to be updated. In order to do the renovation the chimney needs to come down. There will be no other exterior changes. HC COMMENTS: Mr. Kelland asked if there would be any other exterior changes. Mr. Lloyd said no just a patch where the chimney was located. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to find 16 Tucker Avenue preferably preserved and permit the roofline change and removal of a small chimney at the rear of the home. Seconded by Ms. Fenollosa Vote: 3-0 In favor of roofline change: Mr. Kalsow, Ms. Fenollosa and Mr. Kelland AGENDA ITEM #2 (7:34PM) Public hearing on the roofline change at 14 Percy Road APPLICANT (S) PRESENT: Richard Pierce, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Photos of the existing house and proposed changes SUMMARY: Mr. Pierce came to the Commission to go over three proposed exterior changes to his home. 1. Roof. The roof is currently not functional. Mr. Pierce would like to propose asphalt shingles. 2. Doors: On the Percy Road side. The doors are leaky and do not work properly. Mr. Pierce is proposing fiber glass doors. 3. Railings: The steps on the porch currently do not have railings and are unsafe. He would like to add railings to them. HC COMMENTS: The Commission expressed their concerns regarding the proposed fiber glass doors. The Commission suggested sealing the mail box on the door to prevent the draft. The Commission also asked what type of railing material. Mr. Pierce said wroght iron. PUBLIC COMMENTS: None MOTION: Moved by Ms. Fenollosa to find 14 Percy Road preferably preserved but permit replacement of cedar shingles with asphalt shingles. The Historical Commission does not approve the replacing of door numbered 14 with fiber glass. The Historical Commission allowed a wood replacement for the other wood door. The Historical Commission permitted the two wroght iron railings as requested. Seconded by Mr. Kalsow. VOTE: 3-0 In favor of roofline change: Ms. Fenollosa, Mr. Kelland and Mr. Kalsow AGENDA ITEM #3 (7:55PM) Public hearing on the roofline change at 6 Berwick Road APPLICANT (S) PRESENT: Lester Savage, Homeowner Bill Erickson, Architect ABUTTER(S) PRESENT: None DOCUMENT(S): Proposed plans dated 6/5/2019 Photo of existing house Wood-Ultrex Series 2019 Product Catalog SUMMARY: Mr. Savage is looking to put an addition on his home at 6 Berwick Road. He has lived there with his family for 15 years. When he purchased the home it was listed as a tear down but the family made renovations and kept the existing house. Mr. Erickson went over the proposed plans for the addition. They are proposing a family room on the first floor and a master bedroom with a bathroom on the second floor. There currently is no garage so they plan to add a one car garage. They plan to match the exterior of the house and match the shingles. HC COMMENTS: Mr. Kalsow had no issues with what is being proposed. He feels the scale of the project is appropriate. The Commission agreed. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to find 6 Berwick Road preferably preserved and that the proposed addition to the rear is appropriate to the historic building in accordance with the plans presented to the meeting dated June 15'h 2019. Seconded by Ms. Fenollosa. VOTE: 4-0 In Favor of roofline change: Mr. Kalsow, Ms. Fenollosa, Mr. Kelland and Ms. Flynn AGENDA ITEM #4 (8:04 PM) Public hearing on the partial building demolition at 344 Lowell Street APPLICANT (S) PRESENT: Colin Smith, Architect ABUTTER(S) PRESENT: None DOCUMENT(S): Proposed plans dated 5/30/2019 Photos of existing structure SUMMARY: Mr. Smith's client recently purchased the property and is proposing to convert the single family home into an institutional space. Mr. Smith is proposing to convert the detached garage into one of the institutional spaces. The space will need to be handicap accessible. They are proposing to remove the garage doors and replace with windows and a door. HC COMMENTS: Mr. Kalsow asked what type of windows would be put in. Mr. Colin said wood windows and doors will be used. PUBLIC COMMENTS: None MOTION: Moved by Ms. Fenollosa to permit the change as well as other changes to the architectural features (walls, doors, windows) of the property, and approved plans as described in the property owner's application to the Historical Commission and the plans dated May, 30'h 2019 presented to the meeting of the Historical Commission on June 19, 2019. Seconded by Mr. Kalsow. VOTE: 4-0 In favor of partial building demolition Mr. Kalsow, Ms. Fenollosa, Mr. Kelland and Ms. Flynn AGENDA ITEM #5 (8:11 PM) Public hearing on the partial building demolition and roofline change at 1 Bennington Road. APPLICANT (S) PRESENT: Colin Smith, Architect ABUTTER(S) PRESENT: Gerald Paul, 43 Highland Avenue DOCUMENT(S): Proposed plans Photos of existing house dated 6/6/2019 SUMMARY: Mr. Colin has come to the Commission previously for approval for 1 Bennington Road. The homeowner is looking to sell but wants to preserve the home. Mr. Smith is proposing to demolish the 1990 addition and build a two car garage. The homeowner wants to have the option of taking down the addition and adding a garage or just taking down the addition. HC COMMENTS: The Commission went over the proposed changes to 1 Bennington Road. PUBLIC COMMENTS: Mr. Paul of 43 Highland Avenue expressed his concerns regarding the proposed plans at 1 Bennington Road. Mr. Paul lives right behind the property it doesn't want to see it subdivided. Mr. Kalsow said he feels the subdivision would be a substantial detriment but is not in the purview of the Historical Commission. MOTION: Moved by Ms. Fenollosa to find 1 Bennington Road preferably preserved and permit the partial building demolition on the 1990s addition to permit the garage and living space in accordance with the plans presented to the meeting dated June 6h 2019. Seconded by Mr. Kalsow. VOTE: 4-0 in favor the partial building demolition and roofline change: Mr. Kalsow, Ms. Fenollosa, Mr. Kelland and Ms. Flynn AGENDA ITEM #6 (8:25 PM) Review list of properties for MHC grant -The Commission went over the list of properties for the grant. Some of the properties need corrected inventory forms and some properties haven't been completed yet. The Commission needs to come up with a final list to submit for the grant, they will work on in the coming weeks. AGENDA ITEM #7 (8:25 PM) Vote to accept meeting minutes dated May 15'h 2019 -A motion made by Ms. Fenollosa to approve the minutes dated May 151h 2019. Seconded by Mr. Kalsow. 4-0 in Favor: Mr. Kalsow, Ms. Fenollosa, Ms. Flynn, and Mr. Kelland AGENDA ITEM #8 (8:50 PM) Motion to adjourn made by Mr. Kelland to adjourn.
