HomeMy WebLinkAbout2019-07-17-HC-min HISTORICAL COMMISSION MEETING MINUTES July 17th 2019 Call to Order: A public meeting of the Historical Commission was held in the Parker Room of Lexington Town Office Building located at 1625 Massachusetts Avenue. The meeting convened at 7:30PM. Historical Commission Members in Attendance: Marilyn Fenollosa Vice Chair, Samuel Doran, Diane Pursley AGENDA ITEM #1 (7:30 PM) Public hearing on the full building demolition at 76 Bertwell Road APPLICANT (S) PRESENT: Applicant: Kessa Glisic, Homeowner Philip Coleman, 29 Eliot Road(Homeowner's father) ABUTTER(S) PRESENT: None DOCUMENT(S): None SUMMARY: Ms. Glisic is the homeowner of 76 Bertwell Road. Ms. Glisic is requesting a full building demolition, the home is 70 years old and is not energy efficient. Her family is growing and she wants more space. She has met with contractors that said it would cost just as much to add an addition to the home as it would be to just build a new home. HC COMMENTS: Ms. Fenollosa asked Ms. Glisic if she had a Structural Engineer come to look at the house. Ms. Glisic said no. Ms. Fenollosa said this home is part of the Manor neighborhood which are Cape style homes. Mr. Doran went over the criteria for review of demolition and options. Mr. Doran also said many applicants are putting on additions that fit in with the style and architecture of the neighborhood. Ms. Fenollosa went over details regarding the Manor neighborhood. PUBLIC COMMENTS: Mr. Coleman of 29 Eliot Road(Ms. Glisic's father) asked if they can come back to the Commission with a new deisgn if they change their minds? Ms. Fenollosa said yes. MOTION: Moved by Mr, Doran to find the house preferably preserved and impose a one year demolition delay expiring July 171h 2020. Seconded by Ms. Pursley VOTE: 3-0 In favor of one year demolition delay: Ms. Fenollosa, Ms. Pursley and Mr. Doran AGENDA ITEM #2 (8:03 PM) Vote of appointment of representative to CPC -A motion was made by Mr. Doran to re-appoint Ms. Marilyn Fenollosa as member to the Community Preservation Committee for a two year term that will expire June 30, 2021. Seconded by Ms. Pursley. 3-0 in favor Mr. Doran, Ms. Pursley and Ms. Fenollosa. AGENDA ITEM #3 (8:04 PM) Review list of properties for MHC grant -The Commission went over the final list for the MHC grant. Mr. Doran had one property he did not see on the list: The Russell House. They double check and add this one to the list. AGENDA ITEM #4 (8:06 PM) Updates -Ms. Pursley found two homes that she noticed were not on the inventory list but seem historic (81 Pleasant Street and 624 Waltham Street). Ms. Pursley would like to add this to the August agenda and vote to reach out to the homeowners and vote on the homes in September. -Mr. Doran went over updates regarding the Hosmer house. Draft of the master plan of the Hosmer house on Fletcher Field. There are a number of options detailed in the plan. Of those options the recommendations made: Use it for its original purpose (a single family residence), if returned to a single family residence it should either be sold to a private party or moved to a town own site and incorporated into a town sponsored housing project. Other ideas: Public use in support of organized public events at Fletcher field. AGENDA ITEM #5 (8:21 PM) Motion to adjourn made by Ms. Fenollosa.
