Minutes of September 18, 2019 were reviewed. In a motion duly made and seconded, the minutes were approved with revisions. The board reviewed the Community Health Report; Fall Flu clinic Planning- This first two flu clinics of the season, which will be open to those residents 60 years of age and older have been scheduled. Trivalent Fluad vaccine (licensed for use in 65 years and older) and quadrivalent Flucelvax vaccine will be available at these clinics. The first was held on Wednesday, October 2nd: 10:00am-1:00pm at St Brigid's Keilty Hall. The second was held, Tuesday, October 15d' : 10:00am— 11:30am at the Museum of Scottish Rite (part of Brookhaven Health Fair). Future family-style flu clinics are being planned, including a Saturday, October 26h EDS-style clinic at LPS Central Offices gym and school-based clinic at Lexington High School Media Room on Wednesday, December 4h, 2019. MRC Stop the Bleed Training- On Wednesday, September 25th from bpm to Bpm in the Parker Room in Town Hall, LOPH hosted a Stop the Bleed training for local MRC volunteers. This event also served as an opportunity to recruit more active MRC volunteers with the assistance of the Regional MRC Coordinator, who was onsite for the event. Thanks in part to social media advertising through the town's Public Information Officer, 15 individuals attended the training. 5 new volunteers filled out MRC applications and are in the process of becoming MRC members, which involves a background check and completion of Incident Command System (ICS) 100 training. The Stop the Bleed training aims to educate lay individuals in how to respond to traumatic injuries (such as those seen in the Boston Marathon bombing) using tourniquets and wound packing until professional EMS help can arrive. Medical Waste Event- On Wednesday, October 2nd from 5:OOpm to 7:OOpm, LOPH hosted its final Medical Waste collection event of 2019 in collaboration with United Medical Waste and Department of Public Works, Environmental Services. 10 boxes of sharps and 8 boxes of medications were collected. Environmental Health report was reviewed and the following cases were discussed; Vaping Products Ban- Emergency Inspections; As a response to Governor Charlie Baker's four month temporary ban on vaping products,the Lexington Office of Public Health immediately notified all local retail tobacco product permit holders. Site visits were conducted by the Health Director and Health Agent on September 25th to enforce the ban. The site visits confirmed all permit holders are in compliance. A re-inspection is schedule for October 18th to check for ongoing compliance. Bulpan Grill and Lounge; after some discussion, Sharon MacKenzie R.N., CCM, proposed a motion that stated, "Based on the following factors: 1) Significant improvement on audit reports since August 2019, and 2) Only one critical food code violation on the 10115119 inspection report, The Lexington Board of Health orders the owner of Bulpan Restaurant to take the following actions: 1) Remain under contract with an approved food consultant, but may switch from bi-weekly audit reports, to monthly audit reports, and, 2) Report back to the BOH meeting on November 20 2019 with progress. " Burt Perlmutter, M.D., seconded the motion. All were in favor. (See August 21, 2019 meeting minutes for more detail) Dabin Restaurant; after some discussion Burt Perlmutter, M.D.,proposed a motion that stated, "On June 12th 2019 the Lexington BOH ordered the owner of Dabin Restaurant to hire an approved independent food safety consultant to train all staff on required food safety principles and regulatory requirements as well as conduct routine food safety each month. This order was to remain in effect until the Board is satisfied with the progress. Based on the following factors: 1) Significant improvement on audit reports since June 2019, and, 2) No critical food code violations on 1013119 inspection report The Lexington Board ofHealth will approve Dabin Restaurant to terminate the contract with the food safety consultant. Should the next routine food inspection reveal critical food code violations, or significant non-critical food code violations, Dabin will be ordered to renew their contract with a food safety consultant. Love at First Bite; after some discussion Sharon MacKenzie R.N., CCM, proposed a motion that stated, "Remain under contract with an approved food consultant for monthly audits, and report back to the Board on progress at the next scheduled meeting on November 20, 2019. "Burt Perlmutter, M.D., seconded the motion. All were in favor. (See August 21, 2019 meeting minutes for more detail). Variance Request, Nick's Place; requests a variance to be able to use Time as a Public Health Control to keep the cooked roast beef out of hot holding during rush hour times. Nick (owner) plans to use Time as a Public Health Control to keep the roast beef out of hot/cold holding for up to 4 hours. Nick agreed to use the template provided by the Office of Public Health to record when the roast beef is taken out of hot/cold holding, and his staff must enter their initials on the log when the roast beef is taken out of temperature control and after the roast beef is thrown away after 4 hours. In order for this variance to be granted, Nick's Place must do the following: Create a log for the roast beef consisting of: 1. The time the roast beef was cooked 2. Time the roast beef was taken out of hot/cold holding for slicing 3. Initial that the roast beef was discarded after 4 hours of being held at room temperature After some discussion Burt Perlmutter, M.D., proposed a motion that stated, "The Lexington BOH approves the variance request for Nick's Place to use Time as a Public Health control for their roast beef. The establishment must keep their daily logs in a binder and have them on site during all hours of operation. The logs will be checked by the Health Inspector during inspections. "David Geller, M.D., seconded the motion. All were in favor. The Emergency Preparedness report was reviewed and the following topics were discussed; Massachusetts Health Officer's Association (MHOA) Conference; Region 4AB PHEP funds will cover registration and lodging costs for the Massachusetts Health Officers Association (MHOA) annual conference November 6-8h in Falmouth, MA. Health Agent, Kammy Demello, and Health Director, Kari Sasportas, plan to attend the conference and participate in the Emergency Preparedness sessions offered. Table-Top Exercise (TTX); Region 4AB Planner, Garrett Simonsen, indicated in recent correspondence that the sub-regional TTX that Lexington has elected to participate in will be scheduled for February 2020. The exact date is still to be determined. Deliverables related to the exercise will include the following: Review Critical Staffing Dispensing (CSD)procedures, Review CDC guidance on Pandemic Influenza Vaccination targeting critical workforce, Coordinate with PHEP Planner to customize the CSD procedures template and recruit representatives from Critical Infrastructure Agencies to participate in the TTX. Region 4AB Planner, Edward Ubaike, will be providing technical assistance to Lexington in order to prepare these deliverables for the upcoming TTX. Call-down Drills; Health Director, Kari Sasportas, and Public Health Nurse, David Neylon, participated in two recent call-down drills initiated by Region 4AB: WebEOC Drill, September 30, 2019 and Send Word Now Drill, October 16, 2019. The purpose of the drills was to test response time on each of these alert systems. Lexington's response time was well within the expected limits. Sharon MacKenzie R.N., CCM, motioned that the meeting be adjourned and David Geller, M.D., seconded. All were in favor. The meeting adjourned at 7:51 PM. It was noted that the next meeting will take place on Wednesday, November 20, 2019.
