Request for Certificates of Compliance: 6 Moon Hill DEP 201-655, BL 613
On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 4-0 to issue a
full certificate of compliance.
Request for Certificates of Compliance: 4 Hancock Avenue DEP 201-1109 BL 1067
On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 4-0 to issue a
full certificate of compliance.
Request for Certificates of Compliance: 81 Hartwell Ave DEP 201-517 BL 477
On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 4-0 to issue a
full certificate of compliance.
Request for Plan Modification: 255 Marrett Road DET 18-20 —re-grading and fence installation
Mr. David Sperduto, wetland consultant for the project, presented before the Commission. Mr.
Sperduto asked the Commission to alter the grading of the property to create a singular Swale
that is within the 100 foot buffer zone as opposed to the approved two swales alongside the
property. The applicant also asked to install a fence on the property. Additional filter sock will be
installed.
The Commission asked that any vegetation to be removed as a result of the work be restored
with native vegetation and that any spoils from the post holes be placed on a tarp.

On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 5-0 to approve
the plan modification.

Request for Plan Modification: 430 Concord Avenue DEP 201-938 BL 897 —gas service
relocation
Mr. Mike Capachietti, project engineer, Mr. Rich Kirby, wetland scientist from LEC
Environmental and Mr. Jim Tranghese, construction supervisor, presented before the
Commission. Mr. Capachietti stated that the applicants installed temporary above ground
propane tanks on site during the National Grid strikes. The approved gas line was supposed to go
beneath the parking area before the lot was built. Due to the National Grid strikes the gas line
was instead installed along the edge of the parking area.
The now situated gas line now presents an unfavorable location for a proposed restoration area.
The area was seeded but the trees that were proposed to be installed were replaced with a
Canadian yew hedge instead to provide for screening.
The Commission asked what the restoration efforts were along the trench line.
Mr. Kirby stated that the trenched area was reseeded.
Abutters, Ms. Jill Barres and Ms. Sharon Hayes, located at 426 Concord Avenue, raised their
concerns regarding the adequacy of the screening, the relocation of the gas line, the fill that has
been installed and the snow storage areas.
It was discovered that the gas line is incorrectly shown on the submitted plan.
The applicant stated that the retaining wall installed limits the planting options.
The Commission asked what the setback is between the gas line and the property line.
The applicant stated that there is about a six to eight foot setback.
The Commission asked the representatives to submit a revised plan and discuss the outstanding
issues with their client.

Request for Plan Modification: 25 Hathaway Road DEP 201-1077 BL 1034—driveway
modification
Mr. Fred Russell, project engineer and Mr. Paul Pusatere, applicant, presented before the
Commission.

Mr. Russell stated that the driveway and patio were built larger than approved. The drainage
infiltration systems were oversized and now accommodate the increased stormwater runoff. An
overall additional 230 square feet of pavement and 320 square feet of pervious patio were added
to the property.
The Commission asked the applicant to file an amendment to the order of conditions.

Request for Plan Modification: 11 Sherburne Road DEP 201-1138 BL 1095 drainage
modification
Mr. Fred Russell, project engineer, presented before the Commission. Mr. Russell stated that the
drainage system was installed shallower and at a slightly higher grade.
On a motion by Mr. Langseth and seconded by Mr. Beuttell, the Commission voted 5-0 to
approve the plan modification.

Request for Plan Modification: Rangeway Extension DEP 201-968 BL 926—retaining wall
modification
Mr. Fred Russell, project engineer, presented before the Commission. The applicant is proposing
to decrease the height of the retaining wall from nine feet to five feet and install a corresponding
guard rail on top of the wall.
The Commission raised their concerns regarding potential snow storage behind the guardrail and
into the protected resource areas.
The applicant agreed to install a double guard rail and signage noting the snow storage areas.
On a motion by Mr. Langseth and seconded by Mr. Beuttell, the Commission voted 5-0 to
approve the plan modification.

On a motion by Mr. Beuttell and seconded by Mr. Langseth, the Commission voted 5-0 to issue

line will be submitted.
Bedford St/Hartwell Ave Area Transportation Improvements Advisory Group Representative
Chairman Hamilton asked if a member of the Conservation Commission would like to volunteer
to join the Bedford Street/Hartwell Avenue Area Transportation Improvements Advisory Group.
Approve Meeting Minutes: 12-2-2019
On a motion by Ms. Dohan and seconded by Ms. Samuels the Commission voted 5-0 to approve
the meeting minutes from December 2, 2019.
Review Site Visit Schedule
All site visits for 2020 are scheduled for the Saturday before a Monday meeting.
Lexington Nature Trust Fund Expenditure Request for annual donations appeal
On a motion by Mr. Beuttell and seconded by Ms. Samuels, the Commission voted 5-0 to
approve the Lexington Trust Fund Expenditure Request.
Review Proposed Wetland Protection Code, C. 130 Rules Amendments: S.5(5) Buffer Zone

The Commission discussed possible exemptions to buffer zone regulations such as the cost-
benefit of patios and parking garages compared to their current predicaments.
The Commission decided to arrange a separate meeting to discuss their proposed amendments to
the Wetland Protection Code.
On a motion by Mr. Beuttell and seconded by Mr. Langseth, the Commission voted 5-0 to
adjourn the meeting.
