Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on
November 21, 2019
Members present were Bill Kennedy, Les Savage, Bob Phelan, Donna Leary, Henry Liu,
Gerry Howell, Martha Wood Also present were Patrick Goddard, Executive Director,
Pearlene Varjabedian, Housing Manager and Kate Murphy Financial Administrator,
Patricia S. Nelson, counsel to LexHAB and Sue Barry, Selectwoman, Bob Pressman of the
Lexington Housing Partnership.Absent was Bob Burbidge.
The Chairman, Bill Kennedy presided.
Minutes from the October 23, 2019 meeting were reviewed and accepted as amended.
FINANCIAL REPORT
Gerry Howell Reviewed
• P & L Comparison reviewed
• Growth in income
• Contributions-$10K—Genesis Fund
• Litigation/Financial Services costs reviewed
• Repairs and Maintenance costs reviewed.-
• Kate Murphy and Gerry Howell working on a monthly budget.
• Farm view is now on balance sheet—after occupancy we will be spending from Capital account.
• Wright Farm expenses reviewed.
Motion made to accept Treasurers report. Motion approved.
FARM VIEW
• Modular units are coming in this weekend
No timeline for occupancy yet
• AT this point everything is on schedule. Triumph doing a great job.
• Reviewed expenses.Bob Phelan discussed change orders—utility, ledge,storm drains—unknown
gas lines found—police details. The site was difficult.
WRIGHT FARM
• Lester Savage is coordinating Minuteman students. Aulson is painting the interior now. John
Biggins to look into the tiling—looking at a spring completion.
EMPLOYEE HOUSING PROGRAM
• Pearlene V reported a possible offer being accepted for a family of four for Hamblen this week.
Community Preservation Act Funding
• Pat Goddard, Bob Burbidge and Kate Murphy reported on their attendance at a CPC meeting. Pat
Goddard gave a breakdown of LexHAB's request for Farm View funding. —
• Sue Barry indicated Farm View expenses and stabilization funds for affordable housing be put on
the Selectmen's agenda.
HOSMER HOUSE
• The Town manager is setting up a working group Selectman would like to relocate Hosmer Housie
from its current location for use as a residence. Looking for a representative /appointed from
Board to participate...
• Bill Kennedy recommended it be included as part of Vine Street Project.
• Pat G recommended a designer selection process.
• Lester Savage discussed the relocation benefits. Design funds important. Discussed number of
structures at Leary. Lester volunteered to sit at Hosmer meeting representing LEXHAB.
Motion made to accept Lester Savage as representative to attend Hosmer Meeting. Motion approved.
TRANSITION
• Pat Goddard recommended LexHAB move quickly to determine what to do with his position as
Exec Director.
NEXT MEETING
• Next meeting will be annual meeting as well.
• Donna Leary and Henry Liu nominating committee
• Next meeting December 18, 2019 at 7 AM
EXECUTIVE SESSION
The chairman then proposed that the Board go into executive session to consider tenant matters, stating that
Consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public
Body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return
Open session at the end except to adjourn.
