Enforcement Update: 39 Woodpark Circle
Neither the applicant nor the homeowner attended the meeting. It will be discussed at a later
date.
Issue Order of Resource Area Delineation: 109 Reed Street DEP 201-1159 BL 1115
On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission 7-0 to issue the order
of resource area delineation.
Issue Order of Conditions: 20 Maguire Road DEP 201-1160 BL 1116
On a motion by Ms. Dohan and seconded by Mr. Wolk, the Commission voted 7-0 to issue the
order of conditions.
Issue Order of Conditions: 3 Diamond Road DEP 201-1149 BL 1105
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 7-0 to issue the
order of conditions.

On a motion by Mr. Wolk and seconded by Ms. Dohan, the Commission voted 7-0 to issue the
order of conditions.
Request for Certificate of Compliance: 2 Diana Lane DEP 201-1104 BL 1062 (formerly 0 Diana

The request will be heard at a later date.
Request for Certificate of Compliance: 145 Grove Street DEP 201-962 BL 920
Mr. David Sperduto, wetland scientist for the project,presented before the Commission. There
are several outstanding issues that need to be addressed before the Commission can approve the
request.
The Commission asked for clearer demarcation of the "do not disturb"buffer zone as well as the
removal of the fire pit and continued installation of plantings.
Request for Certificate of Compliance: 271 Lincoln Street DEP 1078 BL 1035
On a motion by Mr. Langseth and seconded by Mr. Bitsko, the Commission voted 7-0 to issue
the certificate of compliance.
Discussion: Running Bamboo Threat Concern and Request for Bylaw Change
Mr. Mike Reamer, resident of Lexington, presented before the Commission the threat of running
bamboo in Lexington. Running bamboo is very invasive and difficult to remove. Mr. Reamer
discussed the policies that surrounding communities have adopted to combat the invasive
species.
The Commission recommended that Mr. Reamer talk with the Department of Public Works and
perhaps address this matter through the Town Meeting process as an ordinance.

Applicant: Town of Lexington Recreation and Community Programs
Project: Installation of an ADA pervious surface pathway
Ms. Holly Ganser, project engineer with Activitas, and Mr. Peter Coleman of the Lexington
Recreation Department presented before the Commission. Ms. Ganser presented the installation
of a porous surface pathway along the edge of the playing fields at Diamond Middle School.
This will give increased access to the baseball/softball diamond. The project is anticipated to
take three weeks to complete. Any areas disturbed by the work will be foamed and seeded. Most
of the work will be more than 100' from the wetland areas.
Chairman Hamilton read the engineering report into the record.
Concerns of the Commission:
There were no concerns of the Commission.
Response of the Applicant:
n/a
On a motion by Ms. Dohan and seconded by Mr. Beuttell, the Commission voted 7-0 to issue a
negative determination with conditions.
Continued Public Meetings/Hearings

NOI Cont. Hearing, 127 North Street
Applicant: Ying Chen and Katherine Van Stry o/b/o Bull Realty, LLC
Project: Raze and rebuild of a single family dwelling
The applicant has requested to continue the hearing to November 18'h, 2019.
On a motion by Ms. Dohan and seconded by Ms. Ladd, the Commission voted 7-0 to continue
the hearing until November 18, 2019 at the applicant's request.

Applicant: Joseph Barr
Project: Site activities associated with razing and rebuilding a new dwelling within the 100-foot
BVW Buffer Zone
Mr. Barr, homeowner and contractor, and Mr. Fred Russell, project engineer, presented before
the Commission. Mr. Russell stated that the comments provided by the town engineer were more
appropriate for a notice of intent rather than a determination.
Concerns of the Commission:
The Commission wanted to be clear that the approval of the project was due to the minimal
impact to the buffer zone.
The Commission has made a similar decision in the past, referring to 255 Marrett Road.
The Commission believed that the benefit of the stormwater mitigation exceeded the negative
impact of the dwelling within the buffer zone.
Response of the Applicant:
There was no response by the applicant.
On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 7-0 to issue a
negative determination with conditions.

Project: Removal and reconstruction of a basement slab and installation of a subsurface
infiltration system with overflow connection to drain system discharging to resource area
Mr. Josh Mico of Howard Stein Hudson presented before the Commission.
Concerns of the Commission:
The Commission was concerned with the details provided in the Operations and Maintenance
Plan. The Commission asked for the applicant to add additional language.
Response of the Applicant:
Mr. Mico believed the O&M plan was appropriate for the project.
On a motion by Mr. Beuttell and seconded by Ms. Ladd, the Commission voted 7-0 to issue a
negative determination with conditions.

On a motion by Ms. Dohan and seconded by Mr. Beuttell, the Commission voted 7-0 to accept
the withdrawal of the application.

Applicant: David and Andrea Joliat
Project: Demolition of existing dwelling and barn and construction of a new dwelling within the
200-foot Riverfront Area and the 100-foot BVW Buffer Zone
Mr. Rich Kirby of LEC Environmental Consultants, Mr. Al Gala, project engineer, Mr. Colin
Smith, project architect, Mr. Johnathan Keep, landscape architect, and the homeowners, Mr. and
Mrs. Joliat, presented before the Commission. The hearing had been continued until this meeting
in order to address outstanding questions regarding the drainage. The applicant has submitted
additional details regarding topsoil specifications and planting details for the proposed
landscaped slopes. The proposed swales have been removed from the project proposal. As a
response to the Commission's concerns regarding sediment on Bacon Street the applicant is
proposing a crushed stone apron at the beginning of the driveway. Mr. Kirby noted that the
wetland delineation off of the property had not been correctly shown on the plans. Mr. Gala
stated that there will be less water runoff onto Bacon Street.
Concerns of the Commission:
The Commission raised their concern regarding the long term maintenance of the driveway and
its effect on water runoff onto Bacon Street.
Response of the Applicant:
Mr. Gala noted that they looked into installing a Cultec system but the applicant did not want to
endure the cost.
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 7-0 to close the
hearing.

Applicant: Maliha Karim
Project: Landscaping and construction of a retaining wall at a single family dwelling
Request to continue hearing until November 18, 2019 at the applicant's request.
On a motion by Ms. Dohan and seconded by Mr. Beuttell, the Commission voted 7-0 to continue
the hearing until November 18, 2019 at the applicant's request.
Pendine Matters
Mr. Wolk recommended that the Conservation Commission collaborate with other Town
organizations such as LexHAB to secure base funding for standard line items involving
maintenance of trails and structures.
On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 7-0 to adjourn the
meeting.
