Pierce-Lockwood Neighborhood Conservation District (NCD)
Commission Meeting Minutes
Monday, November 18, 2019 Room 242, Community Center, 39 Marrett Rd.
Present: Donna Moultrup, Chris Neurath, Richard Goldhammer, Bob Creech from the
Planning Board, and NCD member, Cynthia Stern.
The meeting was called to order at 7:47 PM by Donna Moultrup.
This was the second of two required meetings per year of the PLNCD Commission.
The minutes of the June 27, 2019 meeting were approved as written with a unanimous vote.
Donna Moultrup, Chair, reported that she would be attending an Open Meeting Law workshop
this week required by the Town for committee chairs and some Town staff. It is required every
two years.
Donna presented a report on the PLNCD website. The updated application has still not been
uploaded and the alterations process flow chart is still under the incorrect heading. She had
sent an e-mail to IT regarding these changes and will follow-up with an office visit.
There was some discussion concerning draft copies of the Letter of Compatibility, Non-
Applicability and Hardship. The Letter of Compatibility is sent to applicants whose project is
fully compatible with the NCD guidelines and a public hearing is not required. A Letter of Non-
Applicability is sent to applicants whose project is exempt in one or more ways from the NCD
guidelines. The Letter of Hardship is rare and is sent to applicants who would be required to be
totally in compliance with the NCD guidelines, but due to financial or other "hardships," they
are unable to come into compliance at the current time. It is understood that the property
would be required to come into compliance once the hardship no longer exists. If a property
requires a public hearing, the decision of the Commission must be made within a timeframe
listed in the bylaw and the Chair would draft a letter to the applicant. The Chair will check with
the Turning Mill NCD regarding its letters. The drafts will most likely need to be reviewed by
Town Counsel.
There was no public comment.
Meeting adjourned by unanimous vote at 8:35 PM. The next meeting will be scheduled for
May, 2020, unless requested by a member of the NCD.
