The Conservation staff met with current goat grazers to collaborate on policies that should be established. Goat grazing times were proposed to take place from 11:30am-2:30pm. Appropriate signage is also proposed to be installed at all entrances. The goats will wear leashes and bells. There is a possibility to spread the goat grazing activities to other conservation areas. The permits will be annually issued. The Commission may discuss their land use policies regarding dogs in the future. On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 5-0 to issue the goat grazing permit. Plan Change Request: 99 East Street, additional tree removal and plantings Ms. Dohan recused herself Mr. Peter Daus-Haberle presented before the Commission. Mr. Daus-Haberle stated that they are requesting to install additional plantings and remove several apple trees in the rear of the dwelling. On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 5-0 to approve the insignificant plan change. Issue Order of Conditions: 96 Lowell Street DEP 201-1146 BL 1103 On a motion by Mr. Wolk and seconded by Ms. Ladd, the Commission voted 5-0 to issue the order of conditions. Request for Certificate of Compliance: 4 Peachtree Road DEP 201-1076 BL 1033 On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 5-0 to issue the certificate of compliance. Request for Certificate of Compliance: 139 Wood Street DEP 201-1017, BL 974 On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 5-0 to issue the certificate of compliance. Approve Meeting Minutes: 9-3-2019, 9-16-2019 On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 5-0 to approve the meeting minutes for 9/3/2019. On a motion by Ms. Dohan and seconded by Ms. Ladd, the Commission voted 5-0 to approve the meeting minutes for 9/16/2019. Enforcement Order Update: 7 Graham Road The enforcement order will be discussed at a following meeting. Review site visit scheduled for October 19, 2019 (meeting on October 21, 2019 The site visit will remain on October 19th. Reports: Bike Advisory, Community Gardens, Community Preservation Committee, Greenway Corridor Committee, Land Acquisition, Land Management, Land Steward Directors, and Tree Committee 7:00 pm New Public Meetings/Hearings DEP XXXX NOI, 0 Hartwell Avenue (Hanscom Field) Applicant: Massport Project: Vegetation Management Mr. Beuttell recused himself from the hearing. Mr. Jim Stalakien and Mr. Greg Cohen presented before the Commission. Massport submitted a 2019 vegetation management update which they are required to do every five years. The plan shows the areas where trees are within ten feet of the runway surface. The Notice of Intent was submitted to all adjacent towns. Mr. Cohen stated that they attempt to remove trees out mechanically. There are several areas where they will be selectively removing trees. Some trees will be cut near the top to create a snag and girdle. These are areas where they have worked in before. Ms. Mullins asked what monitoring requirements are in place for the other participating towns. Ms. Cohen stated that only monitoring has taken place in Bedford. Mr. Stalakien stated that he will look further into monitoring reports. Ms. Mullins asked if the Commission would want to require plantings. Ms. Ladd stated that the Commission can determine if plantings should be required upon receipt of monitoring reports. On a motion by Mr. Wolk and seconded by Ms. Ladd, the Commission voted 4-0 to continue the hearing at the applicant's request until October 21, 2019. DEP 1157 BL 1113 NOI, 6 Peachtree Road Applicant: Andrea Michaud Project: Construction of two decks at a single family dwelling Mr. Kirby and Mr. Michaud presented before the Commission. Mr. Kirby stated that the applicant is proposing two decks on the rear of the dwelling. Three to four inches of crushed stone are proposed to be placed beneath the decks. Mr. Michaud proposes two fifty-five gallon rain barrels located at the downspouts. A row of shrubs between the rear yard activity and the 25 foot buffer zone is also proposed. Mr. Beuttell asked if the elevations of the two decks differ. Mr. Kirby stated that the two decks will be located at the same elevation. On a motion by Mr. Wolk and seconded by Ms. Ladd, the Commission voted 5-0 to close the hearing. Continued Public Meetings/Hearings DEP 1154 BL 1109 NOI, 4 Tidd Circle Applicant: Maliha Karim Project: Landscaping and construction of a retaining wall at a single family dwelling On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 5-0 to continue the hearing at the applicant's request until November 4, 2019. DEP 1153 BL 1108 NOI, 70 Hancock Street Applicant: Charles Foster Project: Addition to a single family dwelling On a motion by Mr. Wolk and seconded by Ms. Dohan, the Commission voted 5-0 to continue the hearing at the applicant's request until October 21, 2019. DEP 201-1155 BL 1111 NOI Hearing, 453 Concord Avenue Applicant: Cotting School Project: Construction of a new athletic facility Ms. Megan Kearns, Ms. Meg Buczynski and Ms. Bridget Irish. Ms. Buczynski stated that they pulled the proposed outlet riprap back to be completely outside of the conservation easement. The applicant proposes to install markers to show where the conservation easement begins. Ms. Mullins suggested installing tall FENO markers with a cap. Ms. Buczynski stated that for the proposed pathway they will be using pavement in order to accommodate for the variety of abilities of the students and employees. On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 5-0 to close the hearing. On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 5-0 to adjourn the meeting.
