HomeMy WebLinkAbout2011-05-13-128 Central Corridor Coalition-min 128 Central Corridor Coalition Meeting May 13, 2011, Weston Town Offices Present: S. Mattes, M Harrity, Krieger, P. Nelson (MassDOT), E. Bourassa , A. Felix Transit Coordinator Position Eric Bourassa informed the group that the transit coordinator position has been included in the Smart Bus Project, funded through Congestion Mitigation and Air Quality Improvement (CMAQ), in the TIP Ms Matte asked if it was specifically called out in the the document. Mr. Bourassa stated that it was not, but that it would be and that the 128 3C would be sent an amended draft. Amendment IV. A letter of support from the Coalition should be submitted before the end of the thirty day comment period May 17, w/ an explicit focus on support of the coordinator position, as supported by all elected & appointed officials of the 128 3C. If the proposal is approved at the May 19 meeting of the MPO, the 128 Business Council will have to submit a scope of services. The 128 Central Corridor Coalition will ask to review on comment on the scope of work. Multimodal Feasibility Study Paul Nelson reported that the Section 61 findings are being drafted and will be completed in two weeks. This will contain the scope of work for the multimodal feasibility study. The 128 Central Corridor Coalition will be a reviewer of the scope of work along with MassDOT and MAPC. Paul Nelson will contact us when the draft is ready for our comments. Ms. Matte raised questions as to how we can study the Multi-Modal Center when significant questions remain regarding access and egress. She noted that the proposed site for the center was land-locked and until the access/egress issues were considered, a study of the center might be a fruitless exercise. All were assured that the access/egress issues, include new roadways, ramps and bridges would follow. MassDOT ( and MassDEP) want the entire $150K to be spent on the feasibility study for the mulit- modal including discussion of access, parking issues, cost projections and ridership issues. Questions of general improvements and traffic flow on the corridor would be outside of the scope as would be specific improvements in the Lincoln commuter rail station. Accessing Earmarks There are three projects totaling ~$4.2 million for improvements of the Intersection for I-90 and Rt 20. The City of Waltham is the proponent to submit the project through a 3 step process: 1)Submit a scope of work to the federal DOT , MassDOT serves as a pass through 2)Mass DOT controls the design process and requires that a project notification be submitted and design work conducted 3)The Project has to get on the TIP, but here’s the catch A project cannot be placed on the TIP unless full funding for design and construction are identified.
