On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 5-0 to issue
the order of conditions.

On a motion by Mr. Beuttell and seconded by Mr. Langseth, the Commission voted 5-0 to
issue the order of conditions.

Mr. Bill Podolski and Mr. Mike Toomey presented before the Commission. The applicant is
requesting to install concrete utility pads where the tanks had been located.
Chairman Hamilton stated that the applicant will have to file a new Notice of Intent for the
installation of concrete pads.

On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 6-0 to issue a
certificate of compliance.

Request for Certificate of Compliance: 38 Adams Street DEP 201-819 BL 777
Ms. Mary Trudeau presented before the Commission. Ms. Trudeau reported that site
inspection reports were not completed during 2015 or 2016. Ms. Trudeau stated that about
two acres of land have been treated for invasive plant management.
The Commission discussed the possibility of requiring a few more years of site inspection
reports. The Commission determined that the lack of site inspection reports was deemed fine
since the site had been sufficiently restored and replicated.
Ms. Lauren Greyson, an abutter, inquired about the construction of a fence that has been
constructed on the property line.
The Commission noted that the addition of a fence would be considered an insignificant plan
change to the permit. The Commission asked the applicant to submit calculations showing the
amount of replicated wetlands on the property and a complete as-built plan of the property.

Applicant: Boston Gas Company o/b/o National Grid
Project: Relocate gas line and install meter

Ms. Amanda Houle presented before the Commission. The applicant filed with the
Conservation Commission because of a previous filing from 1997 which indicated that the
site includes bordering land subject to flooding. The project will take place outside of the 100
foot buffer zone. The applicant proposes to replace a gas line and install a new meter. The
trench required for installation will be two feet wide and three feet deep. The project is
expected to be completed within a day.
Mr. Richard Domings, an abutter, asked why National Grid has to go into the street to
complete the work.
Ms. Houle stated that the street has to be disturbed in order to replace the gas line in its
entirety. It is easier to replace the entire gas line than to replace one piece of it.
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 6-0 to issue a
negative determination with conditions.

Applicant: Cheng Yang and Mimi Zhu
Project: Second story addition to a single family dwelling
Ms. Mary Trudeau presented before the Commission proposal to add a second story addition
above an existing garage. There is an intermittent stream channel to the east of the dwelling
which is within 100 feet of the dwelling. There will be no additional increase in the footprint
of the dwelling. Ms. Trudeau stated that they will rearrange the roof leaders and use the
existing infiltration system to accommodate the second story addition.
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 6-0 to issue a
negative determination with conditions.

Applicant: Maliha Karim
Project: Landscaping and construction of a retaining wall at a single family dwelling
Mr. David Sperduto presented before the Commission. The applicant proposes to construct a
retaining wall around the back of the lawn area and grading to level the backyard.
Chairman Hamilton read the engineering memo into the record.

Mr. Beuttell noted that the engineer stated that the project is not in compliance with
engineering standards because the proposed patio consists of stone and stone dust which is not
considered to be pervious.
Mr. Langseth asked the applicant to show more details regarding the stone patio to determine
if the patio will be pervious or impervious.
Mr. Ed Field, an abutter from 2 Tidd Circle asked what the height of the retaining wall is.
Mr. Sperduto stated that the wall varies in height from 6 inches to 5 1/2 feet.
Mr. Field asked if the retaining wall will impact the flow of water.
Mr. Sperduto and Mr. Langseth stated that the retaining wall will not cause water to flow onto
the abutting property.
Mr. Langseth recommended that the retaining wall be moved away from the property line in
order to avoid the homeowner having to ask the abutting property's permission for
construction and maintenance.
On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 6-0 to
continue the hearing until October 7, 2019 at the applicant's request.

On a motion by Ms. Dohan and seconded by Mr. Beuttell, the Commission voted 6-0 to
continue the hearing until October 1, 2019 at the applicant's request.

NOI Cont. Hearing, 2 Barrett Road
Applicant: Seiko Ikezu
Project: Raze and Rebuild of a deck and shed
The homeowners, Ms. Seiko Ikezu and Mr. Tsuneya Ikezu presented their revised plans
before the Commission. The revised location of the shed is mostly outside of the floodplain as
well as within their setbacks. No trees or vegetation will have to be removed for the
construction of the shed.
John and Susan Caldarella, abutters to the property, raised their opposition for the
construction of the shed.
On a motion by and seconded, the Commission voted 6-0 to continue the hearing until
October 1, 2019, at the applicant's request. The Commission will issue the order of conditions
on October 1, 20191 if the hearing is closed.

Applicant: Duggan and Sons
Project: Raze and rebuild of a single family dwelling
Mr. William Hall presented before the Commission. The plans have been revised to address
the Commission's and engineer's comments. The O&M plan was revised, the eastern swale
was more defined and native plant restoration details were provided.
Chairman Hamilton read the engineering memo into the record.
Mr. Langseth asked if the swale and berm located on the property can be mowed.
Mr. Hall stated that the entire lot can be mowed.
On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 6-0 to close
the hearing.

Project: Addition and Drainage work to a SFD
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 6-0 to
continue the hearing until October 1, 2019 at the applicant's request.

NOI Hearing, 21 Revere Street
Applicant: Ernest Rogers
Project: Raze and rebuild of a single family dwelling
Mr. Bob Bibbo and Mr. John Rockwood presented before the Commission the revised
location of the proposed dwelling. The house was shifted away from the river allowing for the
area of mitigation to be increased to 3,500 square feet.
Chairman Hamilton read the engineering memo into the record.
Additional changes, Mr. Bibbo stated that they included changing the proposed patio into a
smaller deck and raising the proposed dwelling up to allow for the floor foundation to be
above the modelling level. An underground propane tank was added.
Mr. Beuttell noted that the Commission should be surer when drafting the permit that the
interests of the riverfront are clear.
On a motion by Ms. Dohan and seconded by Mr. Beuttell, the Commission voted 6-0 to close
the hearing.
Reappoint Community Preservation Committee Conservation Commission Member
On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 6-0 to appoint
Mr. Wolk as the Community Preservation Committee Conservation Commission member.
Discuss Wright Farm and Proposed Subcommittee Charge
Ms. Dohan proposed creation of a subcommittee to help further progress on the construction
and establishment of Wright Farm as a resource to the community for environmental
appreciation and education.
Approve Meeting Minutes: 8-5-2019, 8-19-19
The Commission will discuss the minutes at a later date.
Review site visit scheduled for September 21, 2019 (meeting on October 1, 2019)
The Commission will visit sites on September 21, 2019.
On a motion by Mr. Wolk and seconded by Mr. Langseth, the Commission voted 6-0 to
adjourn the meeting.
