Request for Certificate of Compliance: 6 Moon Hill Road DEP 201-655 BL 613 To be discussed at a later date. Request for Certificate of Compliance: 288 Concord Avenue DEP 1045 BL 1002 (partiall On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 7-0 to issue a partial Certificate of Compliance pending a site visit by Ms. Mullins. Request for Certificate of Compliance: 3 Fiske Road DEP 201-1023 BL 980 (jartia Lj h On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 7-0 to issue a partial Certificate of Compliance. Request for Insignificant Plan Change: 85 Maple Street DEP 201-1100 BL 1057 Mr. Fred Russell presented before the Commission. Mr. Russell stated that a larger dwelling and infiltration system were constructed than the Commission approved. The end of the parking stub off the driveway sloped away from the driveway and its associated drainage system, contrary to the approved drawings. He also stated that the roof overhang was larger than approved because the gutters were not included in the original design. Chairman Hamilton stated that an engineering review is necessary to confirm that the plan deviation is acceptable. There was an additional 120 sq. feet that was not accounted for when constructing the drainage system and the Commission wants to confirm that this additional square feet are accommodated for. Mr. Langseth stated that it is a good precedent to send the changes to the Engineering Department. Mr. Langseth asked if any change of the impervious area changed the lateral distances from the delineated resource areas. Mr. Russell provided additional information on the roof overhang. The roof area was increased from 2,740 to 2,870 sq. feet. Mr. Russell stated that he regularly builds larger systems rather than a smaller system for good practice. Mr. Russell stated that he was present twice during excavation. During the construction he watched the contractors construct the system and Mr. Russell measured it. Mr. Wolk stated that the house was constructed 5% larger than approved. Though it that is not particularly significant for this specific circumstance, changes at this percentage are important when dealing with tighter lots. The Commission did not make a motion but determined that the applicant needs to file for an Amendment for an Order of Conditions. Request for Insignificant Plan Change: 17 Banks Avenue DEP 201-1107 BL 1065 v Mr. Deshang Wang presented before the Commission. Mr. Wang stated that on a recent inspection of the foundation they found a layer of peat which they excavated out. In the original design there was a 6 inch layer of gravel under the recharge galley. Now that the layer of peat has been removed, the two feet of separation is now filled with gravel. They wish to lower the galley by 6 inches. The retaining wall can now be eliminated because it is counterproductive. There is also minor re-grading because of this change which will not negatively impact the abutting properties. Mr. Wang is asking for a waiver for the required two feet of separation. Mr. Beuttell asked what the current status is of the backyard and if a test pit has been completed. Mr. Wang stated that there is currently just an open hole. Footings for the house have been poured and a test pit has been completed for the work. Mr. Beuttell asked if the test pit data which included the knowledge of peat was included in the original application. Mr. Wang stated that the previous engineer may have not been aware of the peat during the design process. Mr. Beuttell stated that the previously approved plans had just two feet of separation. The two feet of separation is asked for by the Commission for water quality benefits. Mr. Wang stated that only roof runoff is directed to this system. According to MassDEP requirements for roof runoff, only 80% removal is needed. In terms of water treatment you can install a wet basin in the ground. The two feet of separation of gravel is included. They can add an additional 6 inch layer of sand. Ms. Mullins stated that during previous submittals where the applicant has to excavate due to unsuitable soils, usually there is a requirement for a Title V materials. This is to ensure proper filtration of the water. Ms. Ladd asked if they found if the peat extended to the location of the house. Mr. Wang confirmed that peat was consistently located throughout the property. Mr. Beuttell asked about a fabric detail. Mr. Wang stated that the fabric is only on the sides and not the bottom of the system. Mr. Beuttell asked about the removal of the retaining wall and proposed swale. Mr. Beuttell wants to make sure that these changes do not negatively impact the abutting properties. The swale looks relatively flat compared to the various elevations on the property. Mr. Wang stated that there is not much of a difference. Mr. Beuttell asked where the limit of work line was compared to the toe of slope. Mr. Wang stated that there are about five feet of distance between the two. The previously permitted slope was slightly higher. There is not any chance of increased flooding. Mr. Langseth stated that this should be considered as an amendment and needs review by the Engineering Department. Chairman Hamilton asked the applicant to apply for an amendment to the order of conditions. Approve Meeting Minutes: 6-24-2019, 7-8-20192 7-22-2019 On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 7-0 to approve the meeting minutes from July 8, 2019 pending edits. On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 7-0 to approve the meeting minutes from July 22, 2019 pending edits. Review site visit scheduled for August 17, 2019 (meeting on August 19, 20191 The Commission confirmed that the site visits will remain scheduled for Saturday, August 17th. Purchase and Sales Agreements: Kendall Rd (32-114) and Sherburne Rd (32-135) The acquisition of the plots of land were approved at the previous Town Meeting. On a motion by Mr. Wolk and seconded by Mr. Langseth, the Commission voted 7-0 to accept the purchase and sales agreements for the acquisition of properties on Kendall Road and Sherburne Road. 7:00 pm New Public Meetings/Hearings DEP 201-1146 BL 1103 NOI, 96 Lowell Street Applicant: Sander Alves Project: Addition to a single family dwelling within the 200 foot riverfront area Request to continue the hearing on Tuesday, September 3'd 2019 at the applicant's request. The hearing was opened by Chairman Hamilton. On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 7-0 to continue the hearing until September 3, 2019 at the applicant's request. DET 19-24 RDA, 486 Lowell Street Applicant: Hyemee Han Project: Tree and vegetation removal within the 100 foot buffer zone Ms. Hyemee Han and Mr. Kenneth Clark. Ms. Han stated that they had had two arborists come and evaluate their trees. Ms. Han presented the tree removal plan. Chairman Hamilton stated that some of the trees do appear to be dying. Ms. Han stated that the pine trees are also a danger because they are splitting. Chairman Hamilton stated that some of the trees are within the wetland. Mr. Hamilton stated that it would be beneficial to plant something but in terms of trees there is plenty of tree canopy. Ms. Han stated that they plan on planting some privacy bushes. Chairman Hamilton asked that it be a condition to submit a planting plan. Mr. Bitsko asked that a certain sized native maple be planted as a condition, however the planting plan is sufficient as is. Mr. Bitsko asked that the tree possibly be a 1 to 1 V2 inch caliper. This is if they choose to plant a maple. Ms. Han asked if there was a time frame for the replanting. Ms. Han raised her concern for new trees near the wetland line due to the copious shade provided by other trees. Ms. Han asked if there could be stump grinding. The Commission confirmed that stump grinding could take place outside the 25 foot buffer zone. On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 7-0 to issue a negative determination of applicability with conditions. DEP 201-X BLX NOI, 20 Maguire Road Applicant: Boston Environmental Corporation Project: Removal of oil tank Mr. Bill Podolski and Mr. Mike Toomey of Boston Environmental presented before the Commission. Mr. Podolski stated that they want to remove a 10,000 gallon tank. The fire department is aware of the project. An LSP will complete soil tests after the excavation. They are proposing to install concrete pads. Ms. Mullins asked if they were proposing compensatory flood storage. Mr. Podolski stated that they do plan on proposing compensatory flood storage. Ms. Ladd stated that in terms of flood storage, could the pavement be removed closer to the wetlands. Ms. Mullins stated that for flood storage to meet the performance standards, they need to meet the same one foot increments. The plan provided does not have enough information. Mr. Langseth asked if there were any catch basins. Chairman Hamilton stated that there is a mound where the tank is located outside of the flood elevation. Mr. Langseth asked about the pipes going to the tank. Mr. Toomey stated that they will be removed all the way back to the building. They may have to dig them out. The pipes will then be cleaned. The pipes will be cut out of the foundation and patched with cement. On a motion by Mr. Langseth and seconded by Mr. Beuttell, the Commission voted 7-0 to continue the hearing at the applicant's request. Continued Public Meetings/Hearings DEP 201-968 BL 926 Amendment to an Order of Conditions, Rangeway Extension and SFH Lot Applicant: Suzanne Raymond Project: Construction of a roadway, retaining wall and single family dwelling Request to continue the hearing on Tuesday, August 19th, 2019 at the applicant's request. On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 7-0 to continue the hearing until August 19th, 2019 at the applicant's request. DEP 201-1137 BL 1094 NOI, 127 North Street Applicant: Ying Chen and Katherine Van Stry o/b/o Bull Realty, LLC Project: Raze and rebuild of a single family dwelling Request to continue the hearing on Tuesday, September 3', 2019 at the applicant's request. On a motion by Mr. Wolk and seconded by Ms. Dohan, the Commission voted 7-0 to continue the hearing until September 3r1, 2019 at the applicant's request. DEP 201-1145 BL 1102 NOI, 758 Marrett Road Applicant: Minuteman Vocational High School Project: Construction of synthetic turf athletic fields Ms. Michelle Kayersman, Mr. Eric Roise, Mr. Larry Trem and Ms. Marion Langs presented before the Commission. Ms. Kayersman presented the new design compared to what was previously permitted. She pointed out the limit of work line. Certain areas will remain impervious. This application primarily includes the driveway to the fields. The entire site gets 44%water quality treatment before being routed to the rest of the drainage system. The new utilities will tap off of existing lines for the interior section where the fields meet. Wattles which were previously permitted are situated on the exterior border of the road while silt sacks are proposed to be located on the interior border of the road. Mr. Roise stated that the lighting is state of the art. Most athletic field poles are 80 feet though a few are 70 or 90 feet in height. All poles are previously permitted. The main stadium field has the highest amount of light. Taller poles allow the light to be focused downward. There is minimal spill of the light. In regards to tree removal, most tree removals were previously permitted. They will be primarily on the multipurpose field and on the border of the Lincoln wetland. All plantings are native species. Mr. Beuttell stated that there was a significant error in regards to Performance Standard 5.6. The existing impervious surface area was overestimated by four times too much. Mr. Beuttell expressed his frustration. The correction was made but it still has not been provided or clarified in writing in the package submitted to the Commission. Mr. Beuttell commented on performance standard 5.2 regarding the amount of discharge in a one year event. It was corrected in the most recent filing but two weeks ago it stated that there was an increase in discharge. Mr. Beutell also noted: under the proposed conditions for point of analysis 4, the amount of volume discharge was reduced by half so, since nothing changed in the proposed system, why did the change in the system reduce by that much? Ms. Kayersman stated that they changed the way in which they were modelling the softball field. Previously they had perforated pipes. New non-perforated pipes were proposed instead. The model did not reflect the change in pipes and that the outlet is modelled as flat underdrains. That is the only point of outlet before it is directed to the perimeter drain. Mr. Beuttell stated that the top of the storage was the top of the proposed field. This did not look right to him. Mr. Beuttell stated that the exfiltration rate out of the softball field is more than 21/2 inches per hour. Mr. Beuttell asked if pre-treatment was being provided. Ms. Kayersman stated that for the impervious surface areas they are providing 44% water quality treatment. In any vehicle area there are catch basins which provide 25% TSS. It is a pre-treatment before the water is routed to the rest of the system. Mr. Beuttell stated that there are two separate details that do not match. Mr. Roise stated that the stadium field and the softball field have a 24 inch section of gravel. The baseball field is more of a traditional section of 8 inches of gravel. Mr. Beuttell stated that he had previously asked for graduation clarification on the "stone-sand" detail. Mr. Roise stated that it is a washed material. It is a smaller diameter stone to provide for more of a compact surface. Mr. Beuttell asked about the existing watershed system WS6 which drains to the east. There was not a detail provided that shows where that water is directed. Mr. Beuttell asked for clarification. Mr. Beuttell stated that there are three discharge stations that are located right at the edge of the wetland. He voiced his unease about keeping the perimeter driveway as is. Mr. Beuttell asked if there was any possible flooding of the water quality system that would impact the water quality units. Ms. Kayersman stated that the previously permitted outlets will be cleaned out. Mr. Beuttell asked Ms. Kayersman to quantify the scope of the work of what it meant to clean out the water quality units and re-grade and seed them. Ms. Kayersman stated that six inches of sediment will be removed in order to remove the water quality units. The work will be done by hand. It will be completed within a 4' x 4' area. Mr. Beuttell stated that he would prefer that the water quality units be moved further from the wetlands in order to increase the quality of the system. Mr. Beuttell asked for a specific snow management plan. Ms. Kayserman stated that there is a document for the school to use for reporting as well as a letter. Only a letter supplied by the snow removal company was provided. Ms. Kayersman and Mr. Roise stated that, though it was previously permitted, they will include more details pertaining to snow storage and removal for the next meeting. Ms. Langseth stated that the previously permitted plan may not be applicable due to the new turf fields. Mr. Beuttell noted that the applicant is generally modelling the field as "A" soils. The peer review engineer suggested adding the modelling as a condition. Mr. Beuttell asked how much fill is going on underneath the fields in order to clarify this. Ms. Kayersman stated that they are over-excavating in order to put in enough fill. Per the peer reviewer's suggestion, they will be filling it in with"A" soils. Mr. Beuttell asked to clarify this in the detail. Mr. Beuttell stated that the limit of work is shown in the inner limit of the ring road. Mr. Beuttell asked that the driveway lighting to be clarified in detail. Mr. Beuttell asked where the conduit is. Mr. Roise stated that the conduit already exists. Ms. Kayersman stated that the conduit is previously permitted. Ms. Mullins stated that an order of conditions has already been issued so they are allowed to continue work as approved in that document. Mr. Beuttell asked that the tree plantings be specified. Mr. Roise stated that the tree planting details were included in the previous order of conditions. Ms. Dohan brought up for discussion the health effects of heavy metals within crumb rubber. Ms. Dohan stated that there are two general issues about the health effects of the inclusion of lead, etc. in the crumb rubber for both the people playing on the fields and the health of the wetlands. Mr. Bitsko asked about the scouring associated with the transition to the underdrains. Mr. Kayersman stated that the material is called scour stop. It will be installed after vegetation has been established. The number of erosion mats that are being provided is relative to the sizing of the flow rate. It acts similar to rip rap. Mr. Bitsko asked if they seed underneath. Ms. Kayersman stated that they need some growth first before the mat is installed. On a motion by Mr. Wolk and seconded by Mr. Langseth, the Commission voted 7-0 to continue the hearing until August 19, 2019 at the applicant's request. DEP 201-1144 BL 1101 NOI, 55 Bridge Street Applicant: Jian Ye Project: Raze and rebuild of a single family dwelling If the hearing closes then issue the Order of Conditions. The Commission was just waiting for a comment by engineering stating that for single family dwellings they do not have any concerns regarding the proposed pervious pavers. Mr. Richard Domings raised his concerns regarding the impact of the dwelling on the neighborhood. On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 7-0 to close the hearing. On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 7-0 to issue the order of conditions. Pending Matters Ms. Dohan reported that the nearly final draft of the Wright Farm report has been submitted to Ms. Mullins. Chairman Hamilton stated that 6 Moon Hill Road has not clarified the deviations made from the plan. The deviations seem to need to be reviewed by the Town Engineer. On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 7-0 to adjourn the meeting.
