Lexington Ad Hoc Crematory Study Meeting

Location and Time: 201 Bedford Street; 2nd Floor Training Room; 5:00 P.M.
Members Present: Suzie Barry (Chair Non-voting, and Select Board liaison), Narain
Bhatia, George Burnell (EDAC), Judith Crocker, John Flynn (Board of Health), Msgr. Paul
Garrity (LICA), Sara Iverson, Bridger McGaw (via telecon)

Ms. Barry called the meeting to order at 5:12 pm.
The committee clarified the minutes from September 17th to add the following:
"Narain Bhatia requested a discussion of protocol for submitting a Minority Report. The committee
Chair agreed to explore with Town Staff the circumstances for submitting a Minority Report. Further
discussion at the October 1s' meeting."
The committee unanimously approved the September 17th meeting minutes, as modified above.

The committee continues with the objective to present to the 2019 Fall STM. Goal is presentation
to Select Board on Nov. 41n
The committee discussed the plan for preparing the Final report. Content and format were further
refined. Key points:
- Executive Summary (Judith Croker) is a good summary without too much detail
- Draft by Bridger McCaw is a good baseline
- George Burnell and Sara Iverson to add section on Funeral Director Survey information
- George Burnell to add appendix on Funeral Director survey details.

The Committee continued the discussion on submitting a Minority Report. Chairman Barry reported
that discussions with Town Staff determined that minority reports are rare and occur where there
are significant differences on fundamental approach to committee objectives.
Narain Bhatia presented an outline for the purpose of discussing ideas for a minority report.
Committee consensus opposed a stand-alone minority report. Members stated that they were
respectful of minority opinions, however the submittal of a stand-alone minority report would be
confusing in that it would be difficult to distinguish points of agreement from points of minority
concern.
The committee is amendable to the possibility of incorporating a section (in the final report) to
express minority opinions. Member are respectful of the minority opinions and do not want to dictate
content, however, members anticipate that minority concerns can be expressed in a one page
summary.
The members request that Narain Bhatia submit a draft of the minority opinion section to
Chairperson Barry prior to the October 15th meeting. Chairperson will distribute to members for
personal review (no discussion - Open Meeting Law).
The next meeting scheduled for October 15th (5pm to 8pm). Please note extended meeting
duration, hopefully to complete final report content.
