To the Inhabitants of the Town:
Since the sewer report made under date of January 31, 1906,
by a Special Committee consisting of the undersigned and
others, the Sewer Commissioners, pursuant to instructions from
the town, have procured the passage by the legislature of an
act embodying the method of assessment which that report
recommended; and a further study has been made of the limits
which it is deemed best to set for the original installation of
sewers.
- The new law, which passed the legislature in May, 1906
(being chapter 359 of the Acts of that year), and is now in full
force, follows closely the text of the proposed amending act
as printed in the Committee's report. There is no change in
substance, save that,instead of making it obligatory upon the
Sewer Commissioners to construct initially sewers in each and
all of the public ways shown on the McClintock & Woodfall
plan,the limits of the original construction are left to be deter-
mined by the Commissioners in their discretion.
We now recommend that the town proceed to exercise its
authority to construct a sewerage system, to that end making
an adequate appropriation and voting to issue the necessary
bonds. Though the previous report shows fully the scheme
of assessment, the provisions of the law, to an extent sufficient
jto give a clear idea of the plan, are nevertheless repeated here;
and there is attached a sketch which shows with approximate
accuracy the streets and places where the Commissioners, if
the town votes to proceed with the installation, will cause the
sewers to be constructed.
As was said in the previous report: "It is obviously just and
