Voting members of the Commission Terri Ackerman, Christopher Eliot, Thomas Hirsch, Barbara Katzenberg, and Terrence Parker were present. Massport representatives Amber Goodspeed and Michael Vatalaro were present. • Minutes: The May 2026 Meeting Minutes were reviewed for approval. • Barbara Katzenberg motioned to approve the May Minutes as amended, Tom Hirsch seconded. • The May 2026 Meeting Minutes were approved 3-0 with one amendment: o Change "than" to "then" in the Capital Programs and Third -Party development section o Terri Ackerman abstained as she was not present at the May HFAC • Announcements: o Chair Coppe recording HFAC Meeting; greeted all to June 16' meeting, pursuant to MA Open Meeting Law • Monthly Noise Reports: presented by Amber Goodspeed In May 2026 as compared to May 2025: • 7:00 a.m. - 11:00 p.m. operations increased 4.1% in May 2026 • Singles (including touch and goes) increased 8.9% in May 2026 • Turbo activity decreased 11.6% in May 2026 • Jet operations decreased 0.9% in May 2026 • Helicopter activity increased 3.1% in May 2026 • Night Operations (llpm-7am) increased 8.3% with 216 in May 2025 compared to 234 in May 2026 • Modeled Civilian Departure Noise Exposure (EXP) was 107.9 dB o Barbara Katzenberg requested clarification regarding the EXP Software upgrade. Amber Goodspeed explained that the values and calculation methods will remain the same, but the user interface will be moved from MS Access to Excel. • There were 229 noise disturbance reports made in May, by 20 households • Capital Programs and Third -Party Development Reports: Amber Goodspeed presented the Capital Programs and Third -Party Development reports and noted that: • New valves and meters have been installed on the water line for redundancy; Project is complete • Runway 23 Engineered Materials Arresting System (EMAS) project will begin in 2027. Massport project team will present an overview during the winter of 2026-2027 • A new project to install solar atop the remaining North Box Hangars has begun. Completion in fall is expected • The Merlin Hangar is going through local permitting, then work will begin on rehabilitating the roof • The North Airfield Supplemental Draft Environmental Impact Report (SDEIR) will not be released this summer o Margaret Coppe requested NAV to hold a public meeting for HFAC as well as an extended comment period; Amber Goodspeed will relay that information to NAV • Cargo or Scheduled Commercial Passenger Services • Amber Goodspeed stated there have been no additional requests for future scheduled passenger or cargo service • Amber Goodspeed stated that Tradewind Aviation scheduled seasonal service begins on 18 June 2026 • Agenda Items: Topics discussed on published agenda: • Margaret Coppe reviewed the status on letters regarding ICE o The Governor did not respond to the most recent letter from HFAC o The commission reviewed, finalized, and voted unanimously to send a letter to Michelle Kalowski of Massport. o Christopher Eliot expressed a desire to request recording of ICE flight boardings. Thomas Hirsch expressed concerns over privacy. • SAF discussion. The Governors' supplemental budget for SAF incentives was approved and signed, allocating $10 million per year for 3 years • Citizen Comments: • Elizabeth Coules asked for clarification on the through -the -fence agreement between RRV and Massport; Amber Goodspeed explained that a private operator must follow the same rules and pay similar rates as on airport operators. The agreement to do so is called a "through -the -fence" agreement. • Renea Reddish, program analyst from FAA was in attendance and will occasionally monitor HFAC meetings. • Jennifer Boles asked if there was a fuel farm at the North Box hangars. Amber Goodspeed stated there is not a fuel farm on the north airfield. Ms. Boles asked if there was fueling taking place on the north airfield and Amber Goodspeed stated she would investigate. • Ann Calhoun inquired if there have been additional fuel storage tanks added on the airport. Amber Goodspeed explained that all tanks are listed in the 2022 ESPR, viewable online. Atlantic Aviation added a 20,000 gallon tank to their fuel farm in 2025. • Other Business: The date for the next HFAC meeting will be at 7:00 pm on July 21, 2026 o The community data specialist position has not yet been filled o There will be no HFAC meeting in August o The commission will reach out to Mark Sandeen requesting a date for the next HATS meeting • Action Items: • Amber Goodspeed to ask NAV to offer an extended comment period for the SDEIR when filed • Amber Goodspeed to confirm whether or not fuel trucks travel to North Box hangars to fuel aircraft. • Adjournment: The meeting adjourned at 8:40 p.m. Attendees: Margaret Coppe, Christopher Eliot, Thomas Hirsch, Barbara Katzenberg, Terrence Parker, Terri Ackerman, Amber Goodspeed, Mike Vatalaro, Jennifer Boles, Abby Cox, Anne Calhoun, Elizabeth Coules, Corinne Doud Karen June, Kathy Madison, Lara she/her, Livia Imada, Mark Myles, Patty Bulger -Dahlgren, Piper Pavelich, Renea Reddish, Veronika Wirtz, Wendy Rovelli, Win Bland
