HomeMy WebLinkAbout2026-05-19-HFAC-minHanscom Field Advisory Commission (HFAC) Minutes —19 May 2026 Prepared by Massport Staff Video of HFAC Meeting on the Lincoln, MA TV Page: htips://clo-u.d.castus.tv/vod/lincoltOpage=lk)ME HFAC Website: litCps://sit:es. oom/view/lilac • Call to Order: Chair Margaret Coppe called the meeting to order at 7:03 p.m. • Minutes: The April 2026 Meeting Minutes were reviewed for approval • The April 2026 Meeting Minutes were approved 3-0 with one amendment o Add Terri Ackerman in the Attendees section o Thomas Hirsch and Terrence Parker abstained as they were not present at the April HFAC o Terri Ackerman was not present at the May HFAC to vote • Announcements: o Chair Coppe recording HFAC Meeting; greeted all to May 19th meeting, pursuant to MA Open Meeting Law • Taxiway E Project Team: Massport project managers Stephen Flecchia and Eli Bahrevar presented • The project is split into two halves. The east side managed by Eli and the west side, including construction of TWY E5, managed by Stephen. FAA regulations require installation of a bypass taxiway for safety. o Pavement milling, hot asphalt mix, crack sealing, replace old style edge lights with LED lights on both halves o West side is a 41 day project, beginning approximately August 1st. Weekend work will take place Fridays from 10:00 p.m. until Sundays at 2:00 p.m. o The construction vehicle route is I-95 to route 2A, onto the airport via Hanscom Drive o The East side of the project is a 21 day mill and overlay, signage and LED lighting installations. beginning August 17th. Contractors will return after 30 days to paint markings. o Christopher Eliot asked why the west side of the project was taking longer; Stephen Flecchia confirmed the construction of Taxiway E5 takes longer than a standard mill and overlay. o Margaret Coppe asked if there will be any runway shut -downs; Runway 11-29 will be closed for the 5 weekends of construction from 10:00 p.m. Fridays through 2:00 p.m. Sundays. o Margaret Coppe asked if there would be about 1,000 truck trips for the west side of the project; Stephen Flecchia confirmed that was a good estimate. o Eli Bahrevar estimated 600 trucks total for the east side project, approximately 30 per day. o Christopher Eliot asked for the construction times. East side hours will be 5:00 a.m. to 5:00 p.m. Outside of the weekends, the west side hours will be Monday — Friday 7:00 a.m. through 3:00 p.m. o Resident Jennifer Boles asked if there would be trucks through residential streets. The project team reiterated that the traffic will be via I-95 to Route 2A to Hanscom Drive only. • Monthly Noise Reports: presented by Amber Goodspeed In April 2025 as compared to April 2026: • 7:00 a.m. - 11:00 p.m. operations increased 9.8% in April 2026 • Singles (including touch and goes) increased 18.4% in April 2026 • Turbo activity increased 3.1% in April 2026 • Jet operations increased 4.1% in April 2026 • Helicopter activity decreased 5.9% in April 2026 • Night Operations (l 1pm-lam) decreased 4.3% with 208 in April 2025 compared to 199 in April 2026 • Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: • New valves and meters are being installed on the water line; anticipated to be completed in early June 2026 • Massport put out bids for Engineered Materials Arresting System (EMAS) project at the end of Runway 23 o Chair Coppe requested more information; Massport project team will brief the project to the HFAC • The Merlin Hangar is going through local permitting then work will begin on rehabilitating the roof • No update on the North Airfield Supplemental Draft Environmental Impact Report (SDEIR) • Cargo or Scheduled Commercial Passenger Services • Amber Goodspeed stated there have been no additional requests for future scheduled passenger or cargo service • Amber Goodspeed had no updates on Tradewind Aviation scheduled seasonal service starting on 18 June 2026 • Agenda Items: Topics discussed on published agenda: • Margaret Coppe reviewed the response letter from Massport regarding ICE o Terrence Parker opined that ICE is more of a public policy issue and speaking to the Governor was the next step and thanked Massport for taking the time to meet with the committee. o Barbara Katzenberg reviewed the letter from HFAC to Governor Healey, the commission voted 5-0 to send the letter. • SAF discussion • Citizen Comments: • Elisabeth Coules reported a low flying jet near the Concord North Bridge • Toby Sackton discussed conversations that lead to the view that the focus should be on transparency. • Other Business: The date for the next HFAC meeting will be at 7:00 pm on June 16, 2026 o Mark Wimmer is moving to a new position at Massport • Action Items: • Amber Goodspeed to ask NAV to offer an extended comment period for the SDEIR when filed • Barbara Katzenberg to send letter to Governor Healey • Adjournment: The meeting adjourned at 8:42 p.m. Attendees: Margaret Coppe, Christopher Eliot, Thomas Hirsch, Barbara Katzenberg, Terrence Parker, Elika Bahrevar, Stephen Flecchia, Amber Goodspeed, Mike Vatalaro, Mark Wimmer, Jennifer Boles, Cliff Cohn, Elizabeth Coules, Deborah Good, Jeanne Krieger, Kati Winchell, Patricia Lynch, Tina Maynard, Piper Pavelich, Wendy Rovelli, Toby Sackton, Evelyne nln, Cindy Sheriff and Anne Sobol.
