MINUTES
1. ROLL CALL
The meeting was called to order by Chairman Nicholas Santosuosso at 7:32 A.M.

2. EXECUTIVE DIRECTORS REPORT
A. FISH 4155105-Greeley Village Post Project Change Order-$35,634.58
The architect negotiated a return fee for removing the precast concrete stair
portion of the project. The contractor provided the labor costs for that portion,
which included prevailing wage rates.
Upon a motion by Richard F. Perry and seconded by Weidong Wang, the Board
voted to approve Change Order 4 1 for FISH4155105 for a decrease in original
contract sum by $35,634.58. The roll call vote was as follows:

B. FISH 4155105_Greeley Village Post Project-Certificate of Substantial
Completion on June 5, 2019
Various punch list items were addressed. Substantial Completion was reached on
6/5/19.
Upon a motion by Weidong Wang and seconded by Richard F. Perry, the Board
voted to approve the Certificate of Substantial Completion for FISH 4155105.
The roll call vote was as follows:

C. FISH 4155105-Greeley Village Post Project-Certificate of Final Completion-
$4,264.52
All punch list items were addressed and the project is complete. The 5% retainage
of$4,264.52 is due to the contractor.
Upon a motion by Richard F. Perry and seconded by Melinda Walker, the Board
voted to approve the Certificate of Final Completion and Application for Payment
42 for FISH# 155105 in the amount of$4,264.52. The roll call vote was as
follows:

D. FISH 4155107-87 Hill Street Bathroom Renovation-Certificate of Substantial
Completion June 10, 2019
Substantial Completion was reached on 6/10/19. The punch list was created.
Upon a motion by Weidong Wang and seconded by Richard F. Perry, the Board
voted to approve the Certificate of Substantial Completion for FISH4155107. The
roll call vote was as follows:

voted to approve the Certificate of Final Completion for FISH4155107 and
Application for Payment 42 for the retainer in the amount of$1,000.00. The roll

A. ModPHASE Application-Board Vote of Support
DHCD released a Notice of Funding Availability for the ModPHASE program.
The LHA applied in 2016 for funding to renovate kitchens and baths at
Vynebrooke Village but was not awarded funding. Under this second round of
funding, the project at Vynebrooke still qualifies and the LHA intends to reapply.
ModPHASE provides funding for large scale modernization projects if the
housing authority can provide a pledge that they will provide increased on-site
services to the residents with the intent to help them age in place.
Upon a motion by Weidong Wang and seconded by Richard F. Perry, the Board
voted to approve LHA ModPHASE application. The roll call vote was as follows:

B. Technical Assistance for Vacant Land Development-Board Vote of Support
The Legislature and DHCD are interested in new public housing production. They
have partnered with MHP to provide `technical assistance"to look at PHA
portfolios to see if there is any vacant land and if possible, to develop/feasibility
study. We have possible land at Greeley Village and Wood Street.
Upon a motion by Weidong Wang and seconded by Richard F. Perry, the Board
voted to apply for technical assistance from DHCD/MHP feasibility of housing
development. The roll call vote was as follows:

C. DHCD Resident Survey Results
The annual survey has been conducted. 39%responded. The results are typical.
An interesting find was that 40% would like to see more medical and health
services. This is timely with the ModPHASE application.
D. Registration of Interest for HUD-VASH vouchers
HUD released a PIH notice announcing new funding for VASH (Veterans Affairs
Supported Housing) vouchers. Those without a program can send in a
registration of interest to receive vouchers. Housing authorities will need

to partner with a VA. Bedford would be our jurisdiction. Caileen reached out to
the Bedford VA for a letter of support.
Upon a motion by Richard F. Perry and seconded by Melinda Walker, the Board
voted to support the LHA Registration of Interest for HUD-VASH vouchers. The
roll call vote was as follows:

E. Community Preservation Committee appointment
Melinda's term expired 6/30/19. The Board voted to re-appoint Melinda for
another 2 years.
Upon a motion by Richard F. Perry and seconded by Weidong Wang, the Board
voted to re-appoint Melinda Walker to the Community Preservation Committee
for the term 6/30/19-6/30/21. The roll call vote was as follows:
