SELECT BOARD MEETING
Monday, May 4, 2026
A meeting of the Lexington Select Board was called to order at 6:30p.m. on Monday, May 4, 2026, via a
hybrid meeting platform. Ms. Hai, Chair; Mr. Pato, Vice Chair; Mr. Lucente, Ms. Kumar, and Mr.
Sandeen were present, as well as Town Manager, Mr. Bartha; and Executive Assistant, Ms. Katzenback.

SELECT BOARD MEMBER CONCERNS AND LIAISON REPORTS
1. Select Board Member Announcements and Liaison Reports
Ms. Hai stated that this afternoon, the Senate President and Ways & Means Committee Chair and Vice
Chair announced an increase to unrestricted general government aid, which will be included in the budget
when it is announced tomorrow. It is a $53M increase above last year's amount, amounting to a 4%
increase for all communities. Also, the Board is looking to get the first policy summit scheduled before
the end of the school year.
2. Lexington High School Project Update to Board
Mr. Pato discussed that the plan is for every floor of the high school to have pods of male, female, and
gender-neutral bathrooms. There will be three of those per floor. There could be all gender-neutral
bathrooms in certain pods. The School Building Committee already identified a direction for this, and the
School Committee may choose to include more gender-neutral bathrooms as a policy decision.

29th Annual Cystic Fibrosis Cycle for Life: Revolution Hall - Saturday, October 3, 2026
To approve an Entertainment License for the Cystic Fibrosis Foundation for the 29th Annual Cystic
Fibrosis Cycle for Life, to allow for a disc jockey at Revolution Hall, 3 Maguire Road, on October 3,
2026, from 7:00 AM to 3:00 PM, contingent upon compliance with all Town regulations.

4. Approve: Five-Year CMS Billing Services Contract with Pro EMS Solutions, Inc.

5. Approve: Expenditure of Funds for Gift of Cash Received by Lexington Visitor Center
To approve the use of the gift funds donated to the Lexington Community Center for the purpose of the
Economic Development Department's preparation and implementation of the Witness to 1775 Houses
Walking Tour.
VOTE: Upon a motion duly made and seconded, the Select Board voted 5-0 to approve the Consent
Agenda, as presented.
ITEMS FOR INDIVIDUAL CONSIDERATION
1. Discussion: Lexpress Route Changes
Ms. Hai explained that the Human Services Department will be presenting proposed service updates for
Fiscal Year 2027, effective July 6, 2026. The proposal includes minor schedule adjustments for all routes,
no changes to Route A, the addition of stops to Route B, and significant route changes to Route C.
Mel Novner, Transportation Services Department Assistant, explained that the routes were last revamped
majorly in 2021. There have been very small changes since then. All routes will receive very minor
schedule adjustments. Lexpress is in the first year of a new three-year contract, with two optional renewal
years. The primary goals of these updates are to serve more riders, improve connectivity, and avoid high-
congestion areas with low ridership. Route C currently has the lowest ridership and will have the largest
changes in order to engage more riders. Lexpress is also working to improve connectivity to the MBTA.
There was discussion regarding how people will be alerted to the new route changes. The publicity
campaign will start on the 22nd and after this is discussed with the Transportation Advisory Committee, and
the new schedule will go into effect on the first Monday in July.
In response to a question from Mr. Sandeen, Mel Novner stated that Lexpress riders can now transfer to
the MBTA buses to Alewife and to Harvard Square at the Arlington Heights busway. In response to a
question from Ms. Hai, Mel Novner explained that Lexpress operates Monday through Friday, from
7:30am to 7:30pm. All the buses leave from Depot Square at the same time, 30 minutes after the hour.
Users can always transfer between the buses.

2. 2026 Annual Town Meeting Select Board Article Discussion and Positions
The Board reviewed the Articles and positions to be covered during the upcoming Town Meeting session.
