Lexington Center Committee

Minutes for the meeting held on Thursday, December 11, 2025 beginning at 8:30 am in the
Parker Room, Town OCice Building, Lexington, Massachusetts
Members present: Upasna Chhabra, Mike Harris, Katherine Huang, JeCrey Lyon, Kat
MacDonald, Innessa Manning, Jerold Michelson (Chair), Danit Netzer
Liaisons present: Jay Abdella, EDC; Nanette Byrnes, Housing Partnership Board; Sandhya

DPW Update
Dave P. provided some updates.
• Parking Lot Contact – Todd Erickson, new Supervisor
o He is available for emails regarding parking lots
• Weekend trash pickup has ended for the season
• Lights on flagpole were replaced but not re-positioned. Should be finished next
week.
• Wayfinding signs – expected delivery in January. Concrete under the brick should be
fine for support. May need to wait until spring to position but will attempt when
received. No new footings needed for kiosk.
• Muzzey Street Lot – Maintenance
o Actual re-design may take years. Dave P./Todd E. are happy to discuss short-
term re-striping in advance of full re-design.
• Jerry M will connect one person to represent LCC with John and Ross in the DPW to
get historical information. This should also involve Carol from the Planning
Department.

Updates on Information Gathering on Committee Priority Items
1. TraCic and Transportation Study (Innessa M)
o Innessa M connected with Sandhya I for the historical traCic study. Innessa
will send an email with the information including discussions.
o Innessa will also connect with the Bike Advisory Committee and the
Transportation Committee.
2. Parking Lot: CVS/Depot Lot Re-design (Mike H)
o Any changes to this lot are likely 10+ years in the future.
3. Parking Lot: Muzzey Street Lot Re-design (Jon W)
o Re-design of this lot is likely 3-4 years in the future.
o 25% of the budget has already gone through Town Meeting.
o Next steps: Design funds and a request to Town Meeting for remaining
funding of project.
o New High School with Bike Path
§ Planning Department
§ $180,000 for 2027; $300,000 for 2028; $1M for 2029
§ This will play into the Cary Library/Muzzey Street Lot Re-designs
§ Bike Pedestrian Plan is out. We need to obtain a copy.
o Planning staC very busy now so may not be much movement before January.
4. Parking Lots: Underground Options (Jon W)
o Jon W connected with John and Ross for plans. Very busy right now. Will
continue to pursue historical studies.
16 Clarke Street – Project Updates
o Third informal hearing has happened.
o Architect working with HDC to address the look and feel of the project.
o Over 70 letters in public comment
o Building is By Right but must be approved by HDC
o Needs to fit into this historic neighborhood
o Plan has been modified dramatically in last 6 months
o Scale and height are the major sticking points

o Architect will go back to owner who will decide whether re-scaled and re-worked
building is still financially viable.
Housing Partnership Board Update (Nanette Byrnes)
o Nanette is researching Center Zoning. She is part of a working group. All are
welcome to attend and/or give feedback.
o JeC L raised the issue that once a house is used as oCice space, it cannot go back to
commercial.
o JeC L will participate with Nanette’s group
Select Board Update (Doug Lucente)
o Town staC trying to get a system in place to identify issues with DPW. Click Fix is the
name of the system. Select Board has been requesting this for many years.
o This year’s budget is very tight. The budget is currently $4M short and the Select
Board is working to close the gap. The next few years will likely be very tight. Some
issues (other than the new high school building) include the economics of
commercial property and related taxes as well as a current 13% increase in health
care costs.

Approve Minutes
LCC members present voted unanimously to approve the minutes from the October 30,
2025 meeting (with corrections raised) and November 13, 2025 minutes with no
exceptions.
