Commissioner Absent: Associate Commissioners Present: Richard Neumeier, Robert Bellinger, James Carrico, Brien Cooper. Associate Commissioner Absent: th Chair Lee Noel Chase called the February 5, 2026 Historic Districts Commission meeting to order at 6:04pm. COMMISSION BUSINESS Edward Adelman was thanked for his decade of excellent service. INFORMAL HEARINGS Chair Lee Noel Chase opened the informal hearing for 16 Clarke St (HDC-25-29), exterior alterations (Demolition & New Construction of a new Mixed-Use Building) in the Battle Green Historic District Documents Perspective Sketches: dated January 9, 2026 Site Plan: dated January 9, 2026 Motion was made and seconded to review this hearing as informal hearing. At the beginning of this hearing, with approval of the applicant, the Commission moved to not vote. The architect presented the proposed elevation plans and site plans. Public comments were heard. The Commission reviewed the proposed plans and with applicant approval moved to continue this hearing at the next meeting with suggested changes. A motion was made and seconded to continue this hearing to next meeting. The HDC Liaison procedure is under review by the Town and so no Liaison is currently approved. FORMAL HEARINGS Historic Districts Commission 1 / 3 Chair Lee Noel Chase opened the formal hearing for 1793 Massachusetts Avenue (HDC-26-1), exterior alterations (Signage) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated January 7, 2026 Photographs of entire face of each building elevation visible from the public way: dated January 7, 2026 Material List: dated January 7, 2026 Workscope Narrative: dated January 7, 2026 Owner Authorization Letter: dated January 7, 2026 1780 Massachusetts-Google Maps: dated January 7, 2026 No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1793 Massachusetts Avenue. Motion carried. All in favor. Chair Lee Noel Chase opened the formal hearing for 7 Harrington Road (HDC-26-2), exterior alterations (Bench) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated January 8, 2026 Photographs of entire face of each building elevation visible from the public way: dated January 8, 2026 Site Plan: dated January 8, 2026 Material List: dated January 8, 2026 Workscope Narrative: dated January 8, 2026 Public comments were heard. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 7 Harrington Road. Motion carried. All in favor. Chair Lee Noel Chase opened the formal hearing for 1557 Massachusetts Avenue (HDC-25-40), exterior alterations (Storage Shed) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated January 15, 2026 Public comments were heard. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1557 Massachusetts Avenue on the condition of being allowed for 7 years from the date of this deed recording until February 2033. Motion carried. All in favor. CONTINUED HEARINGS Chair Lee Noel Chase opened the formal hearing for 1403 Massachusetts Avenue (HDC-25-44), exterior alterations (Pavilion and Front door revisions) in the Munroe Tavern Historic District Documents None This hearing was continued at the next HDC meeting as per applicant’s request. ACTION ITEMS Historic Districts Commission 2 / 3 thth Consideration and vote on Meeting Minutes on September 4, 2025, October 9, 2025, November ththth 6, 2025, December 4, 2025 and January 8, 2026 th The Commission made a motion to approve the minutes of the meetings held on September 4, 2025, thththth October 9, 2025, November 6, 2025, December 4, 2025 and January 8, 2026 as presented.
