Issue Order of Conditions: 9 Hadley Road DEP 201-1134 BL 1091
On a motion by Ms. Ladd and seconded by Mr. Wolk, the Commission voted 4-0 to issue the
order of conditions.
Issue Amendment to Order of Conditions: 30 Oakmount Circle DEP 201-939 BL 898
On a motion by Mr. Wolk and seconded by Ms. Dohan, the Commission voted 4-0 to issue an
amendment to the Order of Conditions.
Request for Certificate of Compliance: 55 Cary Avenue DEP 201-1083 BL 1040 (partial)
On a motion by Mr. Wolk and seconded by Ms. Dohan, the Commission voted 4-0 to issue a
partial certificate of compliance.

Approve Meeting Minutes: 6-10-2019, 5-20-2019
On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 5-0 to accept
the minutes from 6-10-2019 pending minor edits.

On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 5-0 to accept
the minutes from 5-20-2019.
Review site visit scheduled for June 29th, 2019 (meetingon n July 8th, 2019)
Commissioners will visit the site at their leisure.
Buffer Zone Performance Standards Amendments to Regulations
The MACC publication will be published soon regarding buffer zone performance standards.
Mr. Beuttell arrived at this time.
Reports
The Selectmen will be conducting their goal setting meeting in July. Mr. Langseth will be
attending on behalf of the Conservation Commission. The Commission should plan to discuss
their goals at the July 8r-,, 2019 Conservation Commission meeting. The design and
engineering of Willard's Woods will be a focus in the coming year.

New Public Meetings/Hearings

NOI, Waltham Street at Brookside Avenue
Applicant: Town of Lexington Engineering Department
Project: Phase six of sewer line project
Ms. Amanda Jett and Mr. David Pavlik presented before the Commission.
Ms. Jett stated that they will bypass the sewer flows from one manhole to another. They will
run a fused bypass pipe through the culvert. Fused joints will be used while in the resource
areas. A trailer will be able to be backed up onto the property. A secondary containment area
around tanks with fuels will be provided. The work will be completed during normal working
hours sometime in July or August when water levels will be at their lowest.
Mr. Beuttell asked if the path will be accessible during construction.
Ms. Jett confirmed that it will be accessible.
Mr. Langseth asked how they intend to fuel the equipment during construction.
Ms. Jett explained that the equipment requires diesel. The fuel will be carried by hand in gas
canisters. The fueling will be done inside the secondary containment area.

Mr. Langseth asked if any brush clearing or restoration will be required.
Ms. Jett stated that no major clearing is necessary.
Mr. Langseth asked that a condition be added stating that, if any is any clearing of vegetation
is done, the area will be reseeded and restored.
On a motion by Mr. Wolk and seconded by Ms. Ladd, the Commission voted 6-0 to close the
hearing.

Applicant: Dicerna Pharmaceuticals Inc.
Project: Site Improvements
Mr. Nick Skoly and Mr. Jake Kucharsky presented before the Commission.
The project includes a proposed extension to the rear loading dock and a proposed installation
of a patio. The 100 foot buffer zone extends at the edge of rear patio. Two separate
stormwater systems will be installed. There is an outlet pipe that will discharge before the 25
foot"do not disturb" zone. The previously approved front stormwater system will be
increased in capacity.
Chairman Hamilton read the engineering memo into the record.
Mr. Langseth raised his concern about erosion protection for the rear outlet.
Mr. Skoly and Mr. Langseth discussed the design of the rear outlet system.
Mr. Langseth asked for the size of the stone for the energy dissipation apron.
Mr. Skoly stated that the stones used will be nominally 6 inches.
Mr. Langseth asked to include a condition regarding the size of the stone to be a minimum of
6 inches in size or a D50 of 6 inches, unless further calculations demonstrated that a smaller
size was adequate.
On a motion by Mr. Wolk and seconded by Ms. Dohan, the Commission voted 6-0 to close
the hearing.

Amendment to an Order of Conditions

Applicant: Suzanne Raymond
Project: Construction of a roadway, retaining wall and single family dwelling
Mr. Fred Russell and Ms. Suzanne Raymond presented before the Commission.
Mr. Russell stated that the applicant is before the Commission to request an amendment to the
Order of Conditions. The filing was previously appealed and a superseding order of
conditions was issued by MassDEP on February 15, 2017. The order of conditions that was
issued by the Lexington Conservation Commission has been extended and will expire in
2020. Included in the MassDEP order of conditions that was not included in the Lexington
order of conditions was the addition of inspection ports, snow storage areas and an
independent drainage system for the proposed dwelling.
Chairman Hamilton asked that, when the drainage system for the house is designed, a copy of
the design be submitted to the Conservation Department.
Chairman Hamilton read the engineering report into the record.
An abutter, Mr. Stephen Shick of 27 Rangeway, raised his concerns regarding the importance
of the trees in the area as well as the jurisdiction of the retaining wall on the road.
An abutter, Ms. Nancy Wilker of 22 Rangeway, raised her concerns about the proposed
elevation of the road.
An abutter, Ms. Kammy Jones of 25 Rangeway, also raised concerns about the proposed
grading of the road.
Chairman Hamilton reminded the audience that the Conservation Commission has limited
jurisdiction over the conservation filing for Rangeway. Chairman Hamilton asked the
applicant to submit revised plans to reflect the proposed changes as well as revised drainage
calculations in addition to a written response to the comments submitted by the Town
Engineer. Chairman Hamilton reminded the audience that the applicant is before the
Commission today for the order of conditions issued by the Town of Lexington to match the
state's superseding order of conditions. The current town order of conditions will expire in
2020.
On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 6-0 to
continue the hearing at the applicant's request.

issue a negative determination with conditions.

Project: Construction of a rear addition and front covered porch to an existing single family
dwelling
Mr. Tim Lee, Mr. Rich Kirby and Mr. Mike Capachietti presented before the Commission.
Mr. Kirby reviewed a revised planting plan as well as additional materials that were
submitted.
Mr. Capachietti stated that revised plans have been submitted. The Engineering Department
has not submitted a response yet to the most recently revised plans.
Mr. Lee stated that there may be some adjustments in terms of the plant locations depending
on the environmental factors. FENO markers are proposed along the 25 foot buffer zone.

On a motion by Ms. Ladd and seconded by Mr. Wolk, the Commission voted 6-0 to continue
the hearing until July 8, 2019 at the applicant's request. The Order of Conditions will be
issued on July 8, 2019 if the hearing is closed.

Ms. Mullins stated that a legal opinion was submitted and stated that the town bylaws are not
applicable for this project.
Mr. Nowak stated that the applicant has re-filed this project under the WPA only.
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 5-0 to close
the hearing.

On a motion by Mr. Wolk and seconded by Mr. Langseth, the Commission voted 6-0 to move
into executive session without coming out of executive session in order to discuss land
acquisition matters that could otherwise be detrimental to the bargaining position of the
Conservation Commission if discussed publicly.
On a motion by Mr. Wolk and seconded by Mr. Beuttell, the Commission voted 6-0 to go into
executive session.
