Meeting Minutes for April 23, 2019
Attendees: Jeri Foutter, Mary Haskell, Paul Linton, Rich McDonough, Robert Peters,
Bob Pressman, Melinda Walker, Betsey Weiss
Absent: Harriet Cohen, Melanie Thompson
Guest: Leonard Morse-Fortier
The Housing Partnership Board (HPB) meeting was chaired by Jeri Foutter and minutes
were taken by Melinda Walker. The meeting was called to order at 7:04 pm.
Agenda Items
#1: Approve Prior Minutes.
February 22, 2019 Meeting Minutes: Ms. Walker moved to approve the minutes; Ms.
Weiss seconded the motion. The minutes were approved unanimously.
March 20, 2019 Meeting Minutes: after a brisk discussion, it was decided that the board
would table approval of the minutes until the May meeting.
#2: 186 Bedford Street
a motion to refer Article 38 back to the Planning Board. Ms. Foutter, Mr. Linton, Mr.
Pressman and Ms. Walker described their efforts on behalf of the applicants. Ms. Walker
complimented Mr. Linton on the quality of his communication to neighbors in his precinct.
Ms. Foutter asked Ms. Walker to forward some examples of his work.
#3: Advocacy Plan. Ms. Walker circulated an informal how the Board might
improve its advocacy for affordable housing options coming before Town Meeting. There
was a discussion about appropriate timelines for gearing up for Town Meeting, how to
organize volunteers, and how to lobby town meeting members.
#4: Baker Housing Bill
representatives and senators and urge them to support the bill. Ms. Haskell requested
additional clarification of the wording in the legislation.

#5: LexHAB. Mr. Pressman provided the Board with an update on LexHAB activities.
With the help of students from Minuteman Tech, work continues on the Wright Farm
house. The remediation work continues to present challenges, as two sources of
LexHAB, is investigating the possibility of working with a firm based in Massachusetts to
propose usi
#6: Lexington Human Rights Committee Fair Housing Training. Ms. Foutter reported
that she is still waiting to hear from the committee about their plans re: fair housing
training.
#7: New Business. Mr. Morse-Fortier was asked to report on the progress of the
Comprehensive Plan Advisory Committee (CPAC). He
event co-sponsored by the Planning Board and CPAC. The three presenters were Liz
Rust (RHSO), Chris Kluchman, Housing Choice Program Director and Matt Daggett
(TMM). Mr. Fortier discussed some of the housing proposals which may become part of
the new Comprehensive Plan, including incentives for building more accessible units and
support for homeowners to sell their properties on the open market rather than to builders
as tear-downs.
#8. Action Items. Members should contact their state representatives and senators about

#10. Adjournment. Ms. Haskell moved to adjourn the meeting. Ms. Walker seconded.
The motion passed unanimously. The meeting was adjourned at 8:50 pm.
